Viola Miller , Messrs . Paul Barron , Samuel Baughman , Frederick Edmondson , and Stephen Farkas The meeting was called to order by the chairman at 8 : 15 p . m . Minutes of the regular meeting of December 14 , 1970 , were MINUTES approved as corrected . Committees had no new information to present . REPORTS Craig Initiated a discussion involving suggestions for action in PUBLIC relation to public meetings in connection with land use in RELATIONS specific areas : a . Salmon Creek Locke Creek Valley • b . The Lake shore Everything connected with the shoreline and the nearby caves Gulf Creek Bolton Point Esty Point c . Warren Road Farrell Road The Hillcrest area d . Peruville Road south to Bush Lane e . Burdick Hill - Bush Lane south Meetings will be held in the following order : a . Involving the conservation zone along the Lake shore b . Involving the residential area between the southern end and the central area c . Involving the southern end of the Town d . Involving the non - restricted area Craig Suggested that one or two persons (not members of the Planning Board) serve in each of these areas as a focal point to contact the local • residents regarding these meetings , and that the meetings be held . in public buildings such as fire halls or in homes in these areas . Minutes , LANSING PLANNING BOARD , January 11 , 1971 , Town Hall , Regular Meeting , page 2 • There will be newspaper and radio coverage of the meetings , so that everyone in Lansing will be informed in advance of the public meetings . Mr . Baughman will be in charge of the unrestricted area . Mr . Barron will be in charge of the area west of Salmon Creek and the Lake shore . Miss Barr and Mr . Farkas will be in charge of the middle area . Mrs . Miller will oversee the southernmost end of the Town . The Tuesday evenings of February 9 , 16 , 23 , and March 2 were se - lected as public meeting nights , and it was pointed out that there may be additional Planning Board meetings during this period . Craig Will set up a luncheon meeting with Messrs . Niederkorn and Ed - mondson to discuss material desired by the Planning Board , and the proposed public meetings . Craig Announced that on Friday evening , January 15 , the Town Board SUBDIVISION is to discuss subdivision rules and regulations , and a trailer REGULATIONS park ordinance . Attorney Williamson has formulated a new re - vision of the Subdivision Regulations as previously submitted to the Town Board by the Planning Board . A study of the pro - posed new revision reveals the following : • Pages 1 through 13 are identical . Page 14 , 503i , the reference to the Town Inspection Officer . has been deleted ( deleted throughout the proposed revision ) . Page 15 , Sect . VI , 600 , "Purpose " deleted . 601 , reference to streets , drainage , open spaces deleted . The Town Board is now working on a streets and roads ordinance . The Town Board has deleted all refer - ences to parks , playgrounds , and open spaces as a responsibility of the developer . 601 Subdivision Plats . The Town Board has deleted the word plats and substituted the word plans . 602 , 603 , 604 , streets , intersection , and blocks , respectively , design restrictions have been deleted , and substituted by a statement that such construction shall be in accordance with the ordinances developed by the Town Board . 603 New Section ( this was 605 in the regulations written by the • Planning Board) designates three types of lots : ( 1 ) with sewers , ( 2 ) without sewers , ( 3 ) for purposes other than residential . The Minutes , LANSING PLANNING BOARD , January 11 , 1971 , Town Hall , Regular Meeting , page 3 • Planning Board feels that ( 1 ) the lots are too large , ( 2 ) the minimum lot size is unrealistic in all sizes , and ( 3 ) that the regulation is too general and indeterminate . Pages 22 , 23 , Article VII , 801c , completely deleted , as are all references to curbs , gutters , sidewalks , parks , playgrounds , and open spaces throughout the revised regulations . Article 4 , Drainage - - The only regulations to which the develop - ers could be held are in the Town Board regulations . Street names will be approved by the Town Board , and the signs will be provided and installed by the Town (at the developers ' expense ) . Section 703 , Performance Guarantee - - Amended to involve the Town Board in relation to the bond . Appendix - - items 13 and 14 ( street classification and Inspection Officer respectively) are deleted . Edmondson Suggested that this new set of subdivision regulations be sent to Mr . Niederkorn and that later there be a talk with Mr . Williamson as to the legal aspects of the document . • Craig Asked whether there were any strong objections on the part of any of the Planning Board members to the changes outlined above-: , which have been made so far . Miller Feels that in the interests of possibly establishing some working relationship by the Town Board she would rather not make any strong objections at this time . If the regulations are adopted by the Town Board they could be amended later . Baughman Stated that lot sizes in connection with sewers should be dis - cussed with the Town Board . It was also decided that the following are objectionable : The performance bond , and the deletion of references to curbs , gut - ters , sidewalks , parks , playgrounds , and open spaces . By resolution of the Planning Board , Mr . Craig will present the following comments and criticisms when he attends the meeting of the Town Board Friday evening , January 15 , 1971 , of the technical basis for subdivision regulations as revised , distributed by Jane Bush in January 1971 , and as slated for discussion at the Town Board meeting Friday , January 15 , 1971 : 1 . The lot size of 20 , 000 ft . does not seem tenable . • 2 . The deletion of references to curbs , gutters , and sidewalks is not reasonable . _ I Minutes , LANSING PLANNING BOARD , January 11 , 1971 , Town Hall , Regular Meeting , page 4 • 3 . Has the Town Board inserted itself as the final approving agency of subdivisions in Lansing ? If so , the Planning Board feels that this is inappropriate since it is outside the spirit of the Planning Law of the State of New York 4 . The Planning Board feels it would like to review with the Town Board the matter of the deletion of references to streets and highways . The Planning Board would also like to have a copy of the new ordinances . MOTION by Mr . Edmondson , seconded by Mr . Baughman , to nominate ELECTION the present officers for re - election at this time . OF OFFICERS MOTION by Mr . Edmondson , seconded by Mr . Baughman , to close the nominations . By voice vote the following were unanimously elected : Chairman Mr . Peter Craig Vice Chairman Mr . Peter Barron Treasurer Miss Louise Barr Secretary Mrs . Villa Miller 111 Miller Stated that if the trailer park ordinance is to be discussed TRAILER PARK at the Town Board meeting on January 15 , each member of the ORDINANCE Planning Board should be familiar with it and have his copy with him if he attends the meeting ; it was emphasized that as many Planning Board members as possible should attend that meeting . The meeting adjourned at 9 : 45 p . m . on MOTION of Mr . Baughman . •
