Viola Miller , Messrs . Samuel Baughman , Frederick Edmondson , and Stephen Farkas ABSENT : Mr . Paul Barron The meeting was called to order by the chairman at 8 : 15 p . m . Minutes of the regular meeting of November 9 and of the Plan - MINUTES ning meeting of Notember 23 , 1970 , were approved as presented . Farkas Reported that there is to be a middle - income apartment com - REPORTS plex on St . Joseph Lane for elderly and single tenants . Development Craig Reported that Mr . Niederkorn ' s presentation at the Lansing Professional Lions Club meeting had been given as previously planned . Relations Although the turnout had been poor , the response from those present was very good . No opposition had been presented , even from some who in the past had been very vocal in their • objections . It is possible that hereafter this particular contact may be used for the best possible presentation of matters which should come to the attention of the public . There was a discussion of whether the matter of zoning should ZONING be presented at public meetings , Mr . Baughman feeling that it should be discussed , Mrs . Miller agreeing that this might be a good idea , and Mr . Craig feeling that until the master plan is ready there is nothing definite to discuss with re - gard to zoning . In a discussion of what is and what is not permissible in con - CONSERVATION servation areas , it was brought out that farming and low- density ZONES residential areas are permissible , but that industry is barred . The following areas were decided upon as conservation zones : 1 . Salmon Creek valley 2 . Locke Creek to Route 34 3 . Cuddebach Point 4 . Glenns Point and Esty Point • 5 . From Milliken Station to the northern Town line Another item of "Unfinished Business " was the Board ' s decision EXTENT OF as to the extent of proposed Zone B , and its prediction of ZONE B housing in this zone . AND PREDICTION Craig Feels that while many types of development might come into OF HOUSING the district , which extends from Route 3413to the lake in the IN THIS ZONE northern area , the matter of residences is the most important . Edmondson Minimum lot size would be the only thing the Board could hope for in this area . Only neighborhood - type businesses should be permitted . It was the sense of the Board that the strip along the lake shore should be residentially zoned , only Mr . Baughman voting no in the individual voice vote taken at this point , and sug - • gesting conservation -residential zoning . In such a zone , ( 1 ) ✓ esidences would be allowed at some minimum lot size ; ( 2 ) there might be light agriculture ; ( 3 ) certain other kinds of u ses might be allowed on a restricted basis - - multiple family dwellings on a restricted basis ; (4) certain neighborhood or ✓ oadside businesses would be permitted on a restricted basis . Miller Presented a resolution that the Planning Board send to the REAPPOINTMENT Town Board a unanimous recommendation that Mr . Farkas , whose OF term expires shortly , be reappointed for a full term of STEPHEN FARKAS seven years . This was agreed to by the members of the Board present at the meeting , no one dissenting . Mr . Craig will write a letter to the Town Board , making this recommendation . Upon Mrs . Miller ' s motion , duly seconded and carried , the meeting was adjourned at 9 : 20 p .m . •
