HomeMy WebLinkAbout1970-10-12 1 ' i Minutes • LANSING PLANNING BOARD Octoberj , 1970 : Town Hall Regular Meeting PRESENT : Mr . Peter H . Craig , Chairman ; Miss Louise Barr , Mrs . Viola Miller , Messrs . Paul Barron , Samuel Baughman , Frederick Edmondson , and Stephen Farkas The meeting was opened at 8 : 08 p . m . Craig Announced that the main purpose of the meeting would be to discuss the public meeting of October 26 , 1970 . Miller Stated that there will be an in - depth program eight minutes PUBLIC MEETING in length , as well as spot announcements , over Radio Station OF WHCU . Mrs . Miller and Mr . Craig will participate in the OCTOBER 26 , 1970 program , which will be conducted by Bud Garrity . Craig Will arrange for a lunch meeting on Thursday or some other convenient day with Mr . Niederkorn in order to ascertain what he plans for the meeting . Mr . Craig himself will acquire some very precise knowledge of the terms of the 701 contract , in order to be prepared for any possible questions arising at • the public meeting . The total cost had been at first set at $ 33 , 776 , but was later revised to about $ 32 , 000 , the Town ' s share being 17 percent of this amount . Craig Suggested that it might be a good idea to telephone Mr . Bennett , in order to find out the OPC ' s opinion of what has already been done by the Planning Board . A favorable quote or a statement from OPC would be excellent material for the radio program . Mrs . Miller will telephone the members of the Plan- ning Council concerning the meeting , and they in turn will call others . Barr Will telephone residents in the Ludlowville district , and they too will call others . Edmondson Is to design an 8 - 1 / 2 x 11 sign to be printed for posting in strategic spots and also used for a handout . Announcements will be made to various groups and organizations in Lansing concerning the meeting , and a sign will be put on the display board at Chris ' N Green ' s Restaurant . Farkas An announcement will be placed in the school news letter . If the Planning Board wishes to send out a mailing , the school facilities - - addressograph and bulk rate mailing - - may be • used . Barr Will contact the Recreational Council . Baughman Will contact people in the North Lansing region . Barron Will contact all of the farmer group in the Town , and the people in the Lansingville area . Farkas Has talked with a number of people and found a great deal of interest in this meeting ; it now looks as if there may be a good turnout . Craig Will outline the basis on which Mr . Niederkorn works for the Planning Board . He will inform Mr . Bennett of the meeting time when he telephones the OPC , and will ask Mr . Bennett for the names of any other OPC personnel who should also be invited to the meeting . Mr . Howell ( in the next room at the time) was asked if he would attend the meeting , and replied in the affirmative . Craig Will arrange to have a tape recorder in use at the meeting . Craig Had attended the meeting at Syracuse on zoning and planning CONFERENCE ON 111/ laws , and will report on this fully at a later meeting . PLANNING AND Three points discussed at the Syracuse meeting were : ZONING LAWS 1 . Much of the planning function will be taken from the local level and placed at the county or regional level . The main emphasis is county planning and very highly structured regional planning . 2 . There will be a shift from lay boards to the idea of personnel trained in planning . 3 . County planning elements would be established by the option of the Board of Representatives . The county planning elements would be charged with broad brush zon - ing , and towns can doctor up their laws within this zone ; or if the towns do nothing , then the county can formulate the zoning in detail . Craig Announced that he had submitted the following Planning Board BUDGET budget for 1971 to the Town Board and that it had been ac - cepted : Estimated contractual expenses $ 600 Estimated General expenses Administrative Expense 500 Preparation and printing of maps 200 • Printing , postage and supplies 500 Contingency 200 Total $ 4100 Minutes , LANSING PLANNING BOARD , October 9 , 1970 , Town Hall , Regular Meeting , page 3 • Craig The proposed rerouting of Route 13 has no hearing on the ROUTE 13 intersection of Route 13 and North Triphammer Road in Lans - RELOCATION ing . The proposed northern route apparently is going to cause a great deal of trouble in the residential area and also will bring some difficult problems to nearby farmers . Craig Attorney Williamson has not yet come through with any work SUBDIVISION on the Subdivision Regulations , which were given to him REGULATIONS on June 26 , 1970 .
