Viola Miller ; Messrs . Samuel Baughman , Frederick Edmondson , Steven Farkas , Jr . Also : Miss Barbara Blanchard , from the office of Mr . Thomas Niederkorn , Planning Consultant ABSENT : Miss Louise Barr , Mr . Paul Barron The meeting was opened at 8 : 15 p .m . Craig Announced that he is on a committee to find a physician for SEARCH FOR Lansing and is using the signature of chairman of the Lansing A PHYSICIAN Planning Board in his related correspondence . The competition FOR LANSING for doctors as they come from medical school is great . An ap - peal has been made through the newspapers for the submission o f names of possible candidates . Craig On October 5 in Syracuse there will be a one - day conference on CONFERENCE ON ✓ evision of planning and zoning laws . Any member of the PLANNING AND • Planning Board is welcome to attend . ZONING LAWS Craig Discussed Project Report 1 , which has to do with the relocation ROUTE 81 o f Route 81 from Dryden to Cortland . Mr . Niederkorn has sug - gested a route which starts off to the north and goes between Freeville and . McLain . Larry Hamilton favors a northern route . This is part of the Appalachian system , and the government is pushing to get it completed . Craig Announced that there will be a County Sewer Agency meeting on COUNTY SEWER September 30 at 3 : 30 in the County Building . The question now AGENCY MEETING is now to finance the work . So far as Lansing is concerned , the financing was based upon 200 units every year . Messrs . Howell and Craig agree that this may be committing Lansing to more development than will actually take place . The meeting was turned over to Mr . Niederkorn at this point . Niederkorn Work on the southern part of Cayuga Lake shoreline has been com - LAND USE pleted , but the northern part remains to be done . Displayed a map together with an overlay showing the shallow spots which present possibilities for recreation areas along the east shore o f the lake , as well as the areas owned by the railroad right at the water ' s edge . Considerations are : ( 1 ) It is possible to get close enough to the water and have enough depth to con - • sider using the locations for recreational facilities ; (2) there Minutes , LANSING PLANNING BOARD , September 28 , 1970 , Town Hall , 701 Planning Session , Regular Meeting , page 2 • are some desirable areas at the top of the precipitous cliffs . There are not many areas where accessibility from the lake to the land is good . In fact , in most places it is very poor . If the areas are made accessible by land , there will doubtless be over - use of the recreational areas . There could be footpaths from the land down to the water , but there should be no vehicular access . The site of the cement plant would be an excellent spot for a recreational area , and it would be advantageous if the County or the Town could take an option to buy up the railroad property should it ever become available . This would prevent the land from going into private ownership when no longer owned by the railroad . Mr . Niederkorn then displayed colored slides and also some air photos . N iederkorn Emphasized the idea that any areas which might be good for recreational sites should be bought for public use . Craig It would be well to earmark the ones which would be desirable , and call attention to them . N iederkorn As long as such areas are on the map there will be support for the idea of public purchase , and it willgreatly simplify ob - taining possession of the proposed areas . • Niederkorn Read a draft of a press release he had written , and left copies OCTOBER 26 for possible changes by members of the Planning Board prior to PUBLIC publication of the release . MEETING Craig Discussed a title for the meering . "A New Look at Lansing " had been suggested . The title "A Look at Lansing in the 1970 ' s " was favored by the members present . Meetings of the Planning Board will be held every Monday night between now and October 26th in order to prepare for that meeting . N iederkorn Will use a good deal of slide material throughout his part of the program , and will have two projectors lined up for that pur - pose at the meeting . N iederkorn Number two draft of the Zoning Ordinance was read and discussed . ZONING Mr . Niederkorn will continue the work on the Zoning Ordinance ORDINANCE at a later meeting . Miller When the Planning Board was created , it was given the power of SUBDIVISION subdivision control . This control therefore belongs to the REGULATIONS Planning Board , and the Town Board has no legal authority for allowing developers to come before it prior to their appearing before the Planning Board . • Minutes , LANSING PLANNING BOARD , September 28 , 1970 , Town Hall 701 Planning Session , Regular Meeting , page 3 • Craig Feels that this is a matter of interpretation . He stated , how- ever , that the law does give the Town Board the responsibility for doing this in their own way . This matter has come up at least three times before the Town Board . Miller Stated that if the Town Board wishes to do this work themselves they should rescind that part of the law which gives authority to the Planning Board in this matter . Craig Replied that nothing can be done without regulations . Baughman Inquired as to who had given permission for open burning of OPEN BURNING felled trees on Triphammer Road . OF FELLED TREES Craig Replied that there is no restriction upon any individual which would prevent his burning felled trees in a town of less than 10 , 000 population . No permission is therefore needed for this in Lansing . The meeting was adjourned at 10 : 00 p . m . • 410
