LANSING PLANNING BOARD
September 14 , 1970 : Town Hall
Regular Meeting
PRESENT : Mr . Peter H . Craig , Chairman ; Miss Louise Barr , Mrs . Viola Miller ,
Messrs . Paul Barron , Samuel Baughman , Steven Farkas , Jr .
ABSENT : Mr . Frederick Edmondson
The meeting opened at 8 : 15 p . m .
The minutes of the special meeting of August 24 , 1970 , were MINUTES
approved as distributed .
Miller Reported the receipt of a letter from the New York Planning REPORTS
Federation acknowledging the previous letter from the Planning Public
Board and enclosing membership materials . The Planning Board Relations
will join the Federation for 1971 , inasmuch as 1970 is so far
advanced . The cost will be $ 35 . 00 .
Barr Reported as follows : Treasurer ' s

Farkas All arrangements with the Lansing High School are complete for the Public
public meeting of October 26 . If there is a charge for custodial Meeting
services for the meeting , the Board will approve the expenditure .
Baughman The committee from Sewer District #2 will meet with the Town Sewer
Board on September 16 . This is a public meeting , which he is District
unable to attend , but believes someone from the Planning Board
should be there . (Mr . Farkas will attend . )
He has been elected chairman of the Civic Improvement Committee
for the Lansing Lions Club and will welcome suggestions for
projects .
Craig Reported on the August meeting of the Sewer Agency . Discussed Sewer
the proposal of a sewer commission which in turn would hire a Agency
sanitary engineer who would be in charge of all sewer agency
activities and who would he responsible to the commission ,

• The problem of financing of Sewer District # 2 was discussed ,
with the following proposed as a means :
1 . Hookup charge
2 . Use charge
3 . Ad valorem charge
4 . Living unit charge
The district setup is based primarily on what the Agency
calculates the usage will be .
One alternative which has not been considered is that Lansing not
be involved just at this time . Cayuga Heights and the Town of
Ithaca can manage without Lansing . However , if Lansing partici -
pates now , it will not have to pay exhorbitant sewer rates later
on . Mr . Craig is not at all convinced that this is the time
for the installation of sewers in Lansing . If Lansing is in -
volved in the Sewer District and the intercrptor line is in -
stalled on Route 34 , this will add another $ 120 per year in
taxes for each living unit .
Miller If Lansing is not in at the inception , the plans as to size of
the facilities will be governed accordingly .
Craig The only economically feasible way to get sewers is to put the
• dwellings near the sewer lines .
Miller Does not object to Lansing ' s going into the system , but does ob -
ject to the installation of the big interceptor sewer at this
time when there is no use for it .
Craig If Lansing does accept the sewer system , then it must also ac -
cept forced development .
The County Sewer Agency will meet the early part of October . At
that time there should be information as to whether there will
be Federal aid for the interceptor system .
Craig Tom Miller developed a microfilter system which was not ac - BOLTON

Craig About the middle of August he had received information from TOMPKINS
Frank Liguori concerning the manner in which proposed legisla - COUNTY
tion of any planning board must be submitted to the County PLANNING
Planning Board for its approval before enactment by town boards . DEPARTMENT
A quorum of the mambers of a planning board , plus one , can over -
ride any decision of the County Board .
Miller Suggested that the Subdivision Regulations be sent to the
• Tompkins County Planning Board for their approval .
Craig Mr . Liguori hasprepared a chart showing the controls in nearby

towns . The Towns of Enfield , Newfield , and Lansing are the only
ones with no controls whatsoever . The towns which border Lansing
all have some form of controls .
Craig Submitted Mr . Liguori ' s letter of August 10 , 1970 , and the asso -
ciated information , for the Planning Board file .
Craig This involves the highway between Ithaca and Cortland . None of RELOCATION
the area proposed for relocation is within the Town of Lansing , OF ROUTE 13
but it would have an effect on traffic onr .Route 13 at the Trip -
hammer and Warren Road intersections .
A brochure from the New York State Department of Transportation
is to be passed from one member of the Planning Board to another
as quickly as possible , so that each member may formulate his
own opinion . The opinions should be submitted to the State by
thirty days from September 3 , 1970 .
Mr . Craig will attend the meeting of October 15 at Dryden , as
this is a matter of extreme importance to Lansing .
Craig Attended the meeting of September 11 , at which time : Mr . Beck- TOWN BOARD
with presented his intention of building one house at the top MEETING
of Ludlowville Hill ; the road to it will serve that one house
only . Mr . Horvath announced a subdivision of about forty units
• in the vicinity of Armstrong Road , which will involve a new road .
Mr . Craig had asked Mr . Williamson about the status of the Sub - SUBDIVISION
division Regulations , but found that no progress had been made , REGULATIONS
although they had been given to Mr . Williamson on June 26 , 1970 .
Miller Believes that the Town Board should be informed that the Planning
Board has the power of subdivision control . There apparently
was no mention of referral at the Town Board meeting .
Craig Photographs have been taken of the south end of Cayuga Lake , and PUBLIC
pictures of the north end will be taken shortly , for use in a MEETING OF
presentation . Mr . Niederkorn has been asked to make his pre - OCTOBER 26
sentation interesting to all residents in Lansing , not merely to
those in the south end of the town . Mr . Craig will also make
some pictures from a plane . Mr . Niederkorn is to present at the
701 meeting on September 28 a definite outline for the October 26
meeting . The aim of this meeting will be to interest Lansing
residents and give them informative material , but not to
antagonize them .
"A New Look at Lansing " was suggested as a title for the meeting .
Craig Suggested that old early photographs could be blown up for a
"before and after " presentation .
• Miller Mentioned that dumping is going on on some of the newly acquired
airport land owned by the County .
The meeting was adjourned at 9 : 50 p . m .
