LANSING PLANNING BOARD
August 24 , 1970 : Town Hall
701 Planning Session , Regular Meeting
PRESENT : Mr . Peter H . Craig , Chairman ; Miss Louise Barr , Mrs . Viola Miller ;
Messrs . Sam Baughman , Frederick Edmondson , Steven Farkas , Jr .
Also : Mr . Thomas Niederkorn , Planning Consultant
ABSENT : Mr . Paul Barron
The meeting was called to order by the Chairman at 8 : 30 p . m .
Publicity for the proposed meeting to be held on October 12 was PUBLIC
the first item of discussion . Mr . Niederkorn will play a large MEETING
part in the preparation of the meeting notice . It was suggested
that : the notice be placed in the Ithaca Journal ; stacks of the
notices be placed in firehouses and other public places ; Mr .
Baughman announce the meeting at the Lions Club ; Rudy Christopher
be contacted about placing the notice on the Route 34 public
display board in Lansing .
• Inasmuch as it has been found that mailings are very expensive ,
extraordinarily time - consuming , and tend to arouse antagonism
because letters ( in the absence of reliable , up - to - date mailing
lists ) are sometimes sent to people who have moved or died ,
special invitational telephone calls will be made to people who
have worked on the Planning Council , at the same time requesting
that they get in touch with other Lansing residents . Mr . Ed -
mondson suggested that if this method is successful , it could be -
come a precedent for getting to the Town residents in the future .
Mrs . Miller will contact Barbara Hall at Radio Station WHCU
about a possible interview , if this seems advisable . On the
other hand , it might be preferable to have someone from the
radio station attend the meeting .
October 12 was settled on as the best date for the meeting , un -
less it proves that the school will not be available on that
evening , in which case October 26 would become the meeting date .
Mr . Farkas will contact the appropriate school official on this
matter , and inform Mr . Craig or Mrs . Miller of the results of
his inquiry .
All matters concerning this meeting will have to be organized
before the next meeting of the Planning Board . Work assignments
will be made by the chairman ; some of the work may be assigned
. to members of the Planning Council .

• Messrs . Craig , Edmondson , and Niederkorn , as well as Mr . Farkas SHORELINE
if at all possible , will go out on Cayuga Lake Tuesday morning , STUDY
August 25 , to work on the shoreline study , providing that , for
purposes of good picture - taking , the day is clear and quiet .
The meeting was turned over to Mr . Niederkorn at this point .
Mr . Niederkorn displayed a work map showing the east shoreline
of Cayuga Lake , with snapshots of the various sites along the
shore positioned correctly , is give an indication of what will
be encountered on the study trip . Except for areas where the
waterside cliffs are very steep , housing is beginning to spring
up all along the shore .
The final presentation will probably take the form of colored
overlays showing types of land , vegetation , etc .
Miss Barr mentioned the fact that the Lehigh Railroad is doub -
ling the price of leased properties along the shore .
The snapshots show noticeable silt flows from many of the out -
let streams , as well as a good deal of seaweed near the shore .
Mr . Niederkorn distributed copies of " Zoning Ordinance Discus - ZONING
• sion #1 , " saying that the discussion will cover only points ORDINANCE
common to most zoning ordinances . One of the provisions of the
law , that there must be a zoning commission appointed by the
town board , and that the planning board can serve as this com -
mission , is already in force in Lansing . The zoning conuuission
dissolves when the legislation is passed by the town board , but
its actual work is finished when it gives to the town board the
ordinance it has written on zoning , and a public meeting on
zoning has been held .
The zoning board of appeals is also mandated by law .
Mr . Niederkorn read through the document , commenting on various
portions of it . A number of changes and corrections were sug -
gested by members of the Planning Board and incorporated into
the sections . The reading and discussion lasted until 10 : 20 p . m .
Mr . Craig announced a Sewer Agency meeting at 3 : 30 on Thursday SEWER AGENCY
afternoon , August 27 , at the Court House , and urged any Planning MEETING
Board member who can do so to attend that meeting .
The meeting was adjourned at 10 : 25 p . m .
