Craig , Chairman ; Miss Louise Barr , Mrs . Viola Miller , Mr . Steven Farkas , Jr . Also : Mr . Thomas Niederkorn , Planning Consultant ABSENT : Messrs . Paul Barron , Sam Baughman , and Frederick Edmondson The meeting was called to order at 8 : 20 p . m . by the Chairman , and turned over to Mr . Niederkorn at once . N iederkorn Announced that Mr . Williamson has so far done no work on the SUBDIVISION Subdivision Regulations since the Town Board meeting of June REGULATIONS 26 , and inasmuch as he will be going on vacation he will not be able to do any work on these regulations until afterwards . Miller Called attention to the fact that there appears to be no penal - ty clause in the draft of the Groton Subdivision Regulations . • Niederkorn Replied that there had been a penalty clause in the draft he had made for Groton , but that it did not appear in the draft issued by the Groton Board . Miller Remarked that the regulations minus the penalty clause were the ones adopted . Craig Does not wish the Lansing Town Board to know that subdivision regulations can be written without a penalty clause . N iederkorn Discussed a possible publid meeting to be held in October to PUBLIC present a review of the 701 work . MEETING Miller Felt that early in October will be the best time for such a meeting . The groundwork can be laid in September . N iederkorn Feels an effort should be made to have^ a fairly sizable meet - ing , as there is enough material to hold the attention of a large group . Miller Remarked that people in Lansing are asking questions which should be answered ; they wonder if the Planning Board knows what is goingon with the Sewer Agency , and if not why not ? At what stage is planning ? Is zoning dropped forever ? They feel that they have been short - changed in not having something • tangible as answers . Minutes , LANSING PLANNING BOARD , July 27 , 1970 , Town Hall , 701 Planning Session , Regular Meeting , page 2 • Craig Believes that late September or early October would be a good time for a public meeting , with October being preferable . Farkas Suggested seeing whether the school is available and if there are facilities there for showing slides . Miller Suggested the second Monday in October , the 12th , as a good evening for a public meeting . Craig Announced that all of the members of the Planning Board should begin to prepare for this meeting , since it should not be merely a presentation on the part of Mr . Niederkorn . Niederkorn Stated that an important part of the planning contract deals ZONING with zoning in no uncertain terms , and this must be dealt with very tactfully in Lansing . A start can be made with preliminary steps that are not so controversial . He will start submitting portions of the zoning articles at meetings of the Planning Board . It was the sense of the Planning Board that there should be no secret meetings , but that everything should be out in the open . There will be some members on the Planning Board itself who will be against zoning . • Farkas Announced that at the recent Sewer Agency meetings Dr . Broad had made it very clear that controls will be needed in towns ; that the Board of Health will insist upon this . Craig The present members of the TO*n Board will not even consider zoning , but at a public meeting something might occur which would change their minds . There will have to be such controls eventually , so a zoning ordinance should be started on now . Niederkorn Pointed out that the Planning Board should start off by recog - nizing that noisy public meetings may occur in connection with zoning . If you can get the idea of controls accepted , that is a good start , and then gradually the controls can be strenthened as needed . Craig The viewpoint he has heard expressed most strongly in the north end of Lansing is that they may accept controls if the controls affect only the south end , not the north end , of the Town . Farkas Stated that Harris Dates knows , from having been at the Sewer Agency meeting the other day , that zoning is badly needed . If he would take a stand for zoning , many of the people in the north end of Lansing would be in favor of zoning . • Miller Dr . Broad made a statement that the sanitation group was meeting to draw up new regulations , and that they were tired of being the Minutes , LANSING PLANNING BOARD , July 27 , 1970 , Town Hall 701 Planning Session , Regular Meeting , page 3 • control for the County . Most of the towns now have their own controls - - all except Lansing . Furthermore , the new code will be much more strict , as new building can and should go into the districts with publid water and sewer facilities . N iederkorn At the next meeting we will start on the zoning ordinance and ease into the whole step . Barr Felt that it might arouse interest if it were known through - Miller out Lansing that work is being started on a zoning ordinance . Craig Disagreed with this , as the idea would be inflammatory . Miller Feels that planning is stagnant just now . Craig Believes that a good public meeting will present the subject from a reasonable standpoint , but that if people go to the meeting with preconceived animosity , no good will be accomplished . N iederkorn There is no use in denying that you are writing a zoning ordinance . N iederkorn Distributed copies of a draft 701 study of the airport situa - TOMPKINS tion and displayed three maps of the airport area . COUNTY • The proposed extension of the long paved air strip will have AIRPORT to be to the northwest , as that is the only direction in which it can go . The effect of the additional 1000 feet of runway will be to clear the area beyond it of all trees , and there will be no growth or building in this area , which is well be - yond the strip itself . Miller Noted that planes are now coming in at a much lower altitude , and the increase in noise is noticeable . Niederkorn in 1969 44 , 000 passengers arrived at the terminal , and 43 , 000 flew out , most of the latter going to transfer points to some other airline . There has been a steady increase in airport activity since 1965 , and there is a general feeling that both general aviation as well as other air activities will continue to increase in the future . Discussed the hazard zone , shown on the second map . This is an area where there is considerable nuisance potential resulting from the noise and the accident possibility . No high structures , places of publid assembly , or residences should be located in this type of area . Dryden has already established a hazard zone in its planning . The FAA has many recommendations for the con - trol of such areas in order to prevent bad results for residents • later on . The Research Park is ex - panding and eventually the entire area will be filled with some kind of research , commercial , light manufacturing and assembly enterprises . Much of the land is swampy and must be drained . Miller An adequate ditch has drained the land on the west side , which used to be wet at all times . For any development the drainage system would have to be started a long time ahead . Niederkorn The entire strip along Warren Road on the west side would be ideal for a small industrial park . A case should be made for an industrial park instead of a heavily residential area . The disadvantages and the possibilities should be pointed out to Lansing residents so that they are forewarned . All things considered , it is an advantage to have the airport in this area , and the surrounding area is a natural place for the development of light industry and light manufacturing , small research and scientific laboratories . This is far better than if residences were built in the area . There are no hard and fast rules for the use of land in such zones , but probably in 25 to 30 years the problems will be much more severe than they are now . By • that time there will be a heavy investment in the airport , and the idea of moving the airport will be difficult to face . The meeting was adjourned at 9 : 25 p . m . •
