Viola Miller , Acting Chairman ; Miss Louise Barr , Messrs . Paul Barron , Sam Baughman , Frederick Edmondson , and Steven Farkas , Jr . Also : Mr . Thomas Niederkorn , Planning Consultant ; and real estate de - velopers Karl Butler , Frank Horvath , and Raymond P . Kulakosky ; Mr . Francis M . Bennett , Principal Planner , Central New York District ABSENT : Mr . Peter H . Craig The meeting was called to order at 8 : 10 p . m . by the Acting Chair - man , Mrs . Miller , whom Mr . Craig had appointed to serve in his absence necessitated by his having to present a paper in Las Vegas in connection with his professional and academic duties . Mr . Steven Farkas , Jr . , the new member of the Planning Board , NEW MEMBER was introduced , and welcomed by the other members of the Board . Miller Announced that Mr . Craig had worked out outlines and a cover - SUBDIVISION • ing letter which were sent to each member of the Town Board REGULATIONS this week , as the Town Board is having an executive meeting on June 26 , at which time they will go over this material and report back to the Planning Board . Miller Had telephoned all of the developers in the Town , to invite MEETING AT - them to this meeting . The importance of their attending TENDANCE BY these 701 meetings was explained to them at the time the REAL ESTATE invitation was extended . DEVELOPERS There being no further business to be presented to the Board , the meeting was turned over to Mr . Niederkorn at this point . Niederkorn Summarized what had been presented at the most recent 701 meet - ing . Emphasized the fact that there is so much diversity in the Town that it must be treated specifically with regard to these interests , whenever planning is done . What he is doing now will be the basis for policy decisions later on . The disparate types of area in Lansing were illustrated by four maps varying in coverage from a map of Tompkins County to a map which amounts to almost a site development map of the southern end of the Town . Mr . Niederkorn pointed out that Lansing is already well served ROADS by north - south roads , but not so well by east -west roads , the Salmon Creek gorge seeming to be the controlling factor in this • situation . The worst points of congestion are in Forest Home , the intersection of Route 13 and North Triphammer Road , and at Minutes , LANSING PLANNING BOARD , June 22 , 1970 , Town Hall : 701 Planning Session , Regular Meeting , page 2 • the Corners . At some indeterminate future time a road circling Ithaca may funnel traffic around the Town of Ithaca and thus avoid this congestion . Cornell and the County and the Town may collaborate on a road which would relieve the congestion caused by traffic coming into the Cornell Campus . Warren Road could be improved by a few selective improvements and thus relieve the traffic situation on North Triphammer Road . The escarpment all along the lake shore and Salmon Creek is a DEVELOPMENT governing factor in preventing development in those particular areas . Mr . Niederkorn then proceeded to display a map overlay which showed present and potential activities which will indicate the intensity of development . At this point he distributed a de - scription of the four criteria of intensity of development , as follows : RURAL 1 . One dwelling per 10 - 15 acres . 2 . Basically agricultural in character - - little development . 3 . Soils or topography may be a deterrent to development . 4 . Transportation facilities have little or notinfluence on • development . 5 . Little need and little possibility of public and water sewer facilities . 6 . Limited need for community facilities ( fire protection , recreation facilities ) . 7 . No land development controls necessary . MODERATE 1 . One or less dwelling per net acre . 2 . Scattered concentrations of homogeneous or single - character land uses . 3 . Soils or topography may be a deterrent to development . 4 . Transportation facilities have limited influence on de - velopment . 5 . Limited need and little possibility for public water and sewer facilities . 6 . Basic community facilities available or needed . 7 . Basic land development controls necessary (use of land , • size of lot ) . Broad concentrations of homogeneous or single character land uses . 3 . Soils or topography may be a limited deterrent to development . 4 . Transportation facilities have strong influence on development . 5 . Secondary area for water and sewer facilities . 6 . Full range of community facilities available or needed (garbage , schools , more parks , wider range and variety , more intensive fire protection) . 7 . Basic and support land development controls needed (use of land , size of lot , setback , height restrictions , percentage of land coverage , yard restrictions ) . URBAN 1 . Over four dwellings per net acre (apartments , multi - family dwellings ) . 2 . Broad concentrations of mixed character land uses ( industry , • commerce , residential development ) . 3 . Soils or topography no deterrent to development ( just a question of money ) . 4 . Transportation facilities have strong influence on de - velopment . 5 . Primary area for public water and sewer facilities . 6 . Full range of community facilities available or needed (branch library , hospital ) . 7 . Full land development controls needed immediately ( sign control , yard restrictions ) . Rural density was designated for the entire northern half of Lansing and a strip along the West Shore . Moderate density took in Ludlowville , Myers , and the east side between Warren Road and the Town boundary . This includes the airport , a swampy area , and some agricultural lands . High density includes Route 34 to the moderate density area . Urban density includes the area from Bush Lane and Oak Crest to the south . • Minutes , LANSING PLANNING BOARD , June 22 , 1970 , Town Hall : 701 Planning Session , Regular Meeting , page 4 • In the discussion which followed , Mr . Niederkorn pointed out SCHOOLS that Lansing Elementary School has about reached capacity according to the standards he recommends , and that this should be borne in mind by the planners . Suggested realignment of routes was shown on an overlay . The ROADS realignment would provide for free flow of traffic rather than a stop - and - go pattern , and also would give some relief to the overcrowded situation on North Triphammer Road . All of the new roads suggested are within the high or urban density areas . The secondary roads can be put in by either the Town or the individual developers , but should conform to the pattern of planned traffic movement . If this is not done , there will be no straight runs for utilities and the expenditure will be much higher in the long run . In Lansing it is difficult to get from east to west or vice versa , and the attempt in the suggested realignment is to overcome this condition . While there are various streams in the Town , the real and most DRAINAGE prominent drainage system is between Bush Lane and Route 13 . The greater the amount of development , the greater the im- portance of maintaining the natural drainage system , or perhaps even to enlarge and enhance it . This is difficult to accomplish without any controls , but it will have to be done in order to • prevent flood conditions . The safeguard is a necessity for the upstream areas as well as the areas being used for parking or shopping plazas . The plan as displayed shows parks and recreation areas placed along the streams . In working on planning for Lansing , Mr . Niederkorn will proceed from the south end to a larger and larger area within the Town . If there were a zoning ordinance , the north end of the Town would be classified as "no restrictions , unclassified zone , " be - cause it is quite different from the remainder of the Town and should not be restricted . Barron Commented that such a classification would make some persons happy and others very unhappy . It is his understanding that beginning on Friday , June 26 , there will be no more dump regulations , and that other towns are already bringing in their garbage to this dump . Butler Feels that the dump situation was better before regulations were started . Commented that the school site designated by Mr . Niederkorn had been offered to the school system several years ago and had been turned down by them . • Minutes , LANSING PLANNING BOARD , June 22 , 1970 , Town Hall : 701 Planning Session , Regular Meeting , page 5 • Niederkorn In answer to the question as to what would have been different in Lansing if it had had zoning , Mr . Niederkorn mentioned the following : There would be no apartments on Farrell Road . There would not be the present concentration on Triphammer Terrace , which may prove to be a sanitation and flooding hazard if there is a continuation of the development . Baughman Commented that the residents there are already having problems of runoff . Niederkorn Continued his remarks by saying that if there had been zoning it would have had an effect on the lower North Triphammer Road area , confining commercial enterprises like the Ford and LaFrance garages in an area farther south . Butler Feels that the planners of any of these commercial areas have a great deal at stake and will strive to prevent any problems such as those of drainage , etc . The present plan for the new shopping mall at the intersection of North Triphammer Road and Route 13 looks interesting and can solve the drainage problem . Any and all planning should be done in a way that can be flexible as sub - sequent developments make this necessary . Changes must be built into any planning . Miller Remarked that usually the owners of a large amount of land are • the ones likely to exercise great care in selling or in the use of the property . It seems to be the small land - owners who do a dis - service to the community in the disposition or use of their land . Baughman Asked for Mr . Butler ' s opinion of the proposed north - south roads shown on the overlay , as they go right through his property . Butler Replied that no one , even the experts , could tell what roads would be needed , that they would develop according to land - use . Horvath His experience is that people want to get away from straight roads and the traffic involved on them . Niederkorn An origination and destination study will be done in the fall , TRAFFIC when help from Cornell will be available and traffic will be STUDY at full strength . Miller Thanked the outsiders who had attended the meeting , and invited them to attend again and to invite others who might be interested . Niederkorn Commented that ordinarily planners are about a year into the study before they arrive at the present stage of the study , but that in the case of Lansing the Basic Studies permitted this stage of progress ahead of the usual time . 11111 The meeting was adjourned at 9 : 40 p . m .
