LANSING PLANNING BOARD
June 8 , 1970 : Town Hall
Regular Meeting
PRESENT : Mr . Peter H . Craig , Chairman ; Miss Louise Barr , Mrs . Viola Miller ,
Messrs . Frederick Edmondson and H . B . Ruzicka
ABSENT : Messrs . Paul Barron , Sam Baughman

The meeting was called to order at 8 : 30 p . m .
On MOTION of Miss Barr , seconded and approved , the minutes of MINUTES
the regular meeting of May 11 , 1970 , and the 701 meeting of
May 25 , 1970 , were approved as presented .
REPORTS
Miller Has never received a reply to her letter sent some time ago Public
to the New York State Federation of Planning Organizations Relations
concerning the possibility of the Lansing Planning Board be -
coming a member and receiving their publication . She will
write again .
Barr Several small apartments are going to be built at the exit Residential
of the elementary school on Route 34 . Development
• Ruzicka The transition at the Cayuga Rock Salt Company has proceeded Business and
very well . The strike has been settled . Industry
A small hardware store has been opened in the former Howland
store .
Craig Read aloud the following excerpts from an article entitled SEWER FUNDING
"House Votes to Triple Funds for Water and Sewer Lines " which
appeared in the New York Sunday Times of May 17 , 1970 :
The House has voted to more than triple to
$ 500 -million the money for helping small communities
build water and sewer lines .
The money was added to an omnibus appropriations
bill that now carries about $ 17 . 3 -billion for the De -
partment of Housing and Urban Development , . . .
Mr . Niederkorn has felt that this study would be helpful . The TRAFFIC STUDY
format for the study should be programmed by him , and would
enable the Planning Board to ascertain how many persons would
be needed to conduct the study . The fact that the present
date is beyond the school year for both Cornell and the sec -
• ondary and elementary schools makes it questionable whether
such a study could be made now . It would be necessary to ob -
tain permission from the New York State Traffic Division for the

study , as it involves stopping cars and asking questions of
• the drivers . On the other hand , postponement of the study un -
til fall might make it too late to be useful to Mr . Niederkorn .
Mr . Craig will telephone Mr . Niederkorn on Tuesday , June 9 , to
check on this point . A memorandum will then be circulated to
the members of the Planning Board giving them the information
thus obtained .
Miller A great deal of help has been received in the past from Cornell
personnel , which would be practically impossible to get during
the summer .
Craig The responsibility lies with Mr . Niederkorn as to whether or
not the study will be made .
Craig Will go before the Town Board at their meeting on Friday , SUBDIVISION
June 12 , with the information that the Subdivision Regulations REGULATIONS
are entirely adequate as written , and cannot be put into
briefer form ; he will ask for action on them as they are .
Miller No progress seems to be being made with the Regulations . Dis -
cussions have been held only with the Town Board and several
persons invited by that Board . Inquired whether it might be
wise at the 701 meeting to try to get some visitors to attend
and hear Mr . Niederkorn . The Planning Board might invite some
persons who would have an intense interest in the Town . Per -
haps Mr . Catherwood - - or if he is out of town , Mrs . Catherwood - -
Dr . Fisher , and possibly Mr . Butler would be interested in at -
tending .
Ruzicka Felt that Arlyn Rounds might be persuaded to attend , as he has
evinced some interest in the matter .
Barr Suggested that the following developers might also be asked to
attend : Horvath , Kulakowski , Schoenfeld , Daniel Cochran , Cima ,
Nangeroni , and Wood .
Edmondson Feels that until there is something really exciting to talk
about at such a meeting , outsiders should not be invited to
attend .
Miller Recalled that at the former public hearing on Subdivision Regu -
lations there were almost no major differences of opinion on
the regulations as then presented .
It was decided that inviting developers to a 701 meeting would
be a good idea . A week in advance of such a meeting Mr . Nieder -
korn will be informed of the plans by Mr . Edmondson . Mrs . Miller
will make personal telephone calls to the developers to extend
the invitation . It was also decided not to have a newspaper
notice , but that anyone who might really be interested could be
• invited . It was further suggested that Jim Cirona and Roger
Sovocook be invited by personal telephone call .

Miller Feels that if the Planning Board is willing to give to the RELATIONS
Town Board the essence of actions taken by the Planning WITH TOWN
Board , it would seem that the Town Board should let the BOARD
P lanning Board know when they pass regulations and handle
other matters which should rightfully be handled by the
P lanning Board . So much is handled by the Town Board in
executive meetings that attendance at their regulat meetings
by members of the Planning Board does not serve to keep the
P lanning Board well informed .
Ruzicka Voiced his opinion that this is a resonable assumption
Barr Agreed with this . There may be some objections , but the Plan -
ning Board should be informed about such matters , as they
come under Planning Board jurisdiction .
Edmondson Does not know what the attitude of the Town Board is on this
matter .
Craig Our minutes should show that we never receive any information
from the Town Board . Since he became chairman of the Planning
Board , two requests have been received from the Town Board , one
for Subdivision Regulations , and the other for maps . Both were
supplied to the Town Board .
Ruzicka Announced his intention to resign from the Planning Board as MEMBERSHIP
of this evening . Mr . Craig will send a memorandum to each RESIGNATION
member of the Town Board accepting with regret Mr . Ruzicka ' s AND
resignation for personal reasons . In this same memorandum REPLACEMENT
there will be suggestions for replacement . The names to be
suggested are : Mr . Alan Taylor or Milliken Station Road , and
Steven Farkas , Jr . , of 91 Drake Road . Both of these men have
agreed to serve if asked .
Miller MOTION to send this memorandum to the members of the Town
Board ; motion seconded and approved .
The Board expressed its regret to Mr . Ruzicka that he finds it
necessary to resign .
Mr . Ruzicka offered his services for the future in any suitable
work .
Craig Stressed the necessity of starting the Board meetings promptly MEETINGS
in the future , and also pointed out the necessity of the
secretary ' s telephoning each member ahead of time , to remind
them of the meeting dates . The next 701 session will be on
Monday evening , June 22 .
The meeting was adjourned at 9 : 20 p . m .
