HomeMy WebLinkAbout1970-05-11 i Z R Minutes • LANSING PLANNING BOARD May 11 , 1970 : Town Hall Regular Meeting PRESENT : Mr . Peter H . Craig , Chairman ; Miss Louise Barr , Mrs . Viola Miller ; Mr . Frederick Edmondson ABSENT : Messrs . Paul Barron , Sam Baughman , H . B . Ruzicka The meeting was called to order by the chairman at 8 : 30 p . m . Minutes of the meetings of April 13 and April 27 were pre - MINUTES sented , and approved . Mrs . Miller , for Public Relations , and Miss Barr , for Res - REPORTS OF STAND - idential Development , had no information to be reported . ING COMMITTEES Edmondson Reported on a meeting held with Messrs . Naegly , James Howell , Professional Charles Howell , Craig , Niederkorn , and Tom Miller , in which Relations Mr . Miller made a proposal for a presentation to be sub - mitted by the Town of Lansing to the County for a sewer feasibility study in Lansing along Route 34 . He established first of all that in order to get Federal and State financing , • certain criteria had to be met for an interceptor sewer , and that anything less than this would not receive such financ - ing . The County would be advised to get as much of this out - side aid as possible . There was a discussion as to the pos - sible location of the proposed line . Mr . Edmondson displayed a map showing the sewer system as set forth by O ' Brien & Geer , for stages 1 , 2 , and 3 . The pre - viously proposed County line has been extended beyond the original outline . Mr . Miller suggested that the only sewer interceptor qualified for this aid would be one at the lower point of the sewer district as outlined by O ' Brien & Geer . The matter of expense was discussed . Mr . Niederkorn felt that the proposed system would open up the area to indiscriminate growth . Following discussion , how- ever , it was decided that the point already mentioned is the only one which would satisfy Federal specifications . The advantages are that politically this is a good decision . There is no favoritism . It has a very logical geographical definition . It takes in all areas , so that any possible de - velopment will be covered . It will be cheaper to use a plant in this location than to build one in some other area . • Only collector sewers could go into this ; no individual can plug into it . It is unlikely that there would be, money enough to go all the way to Gulf Stream . The Town of Lansing would have to pay the money for an interceptor sewer . Taxes in the Town could not support this . The com- prehensive plan , together with the proposal , should be very convincing to the Town Board . There will be another meeting of the County Sewer Agency at 3 : 30 p . m . on Thursday , May 21 , 1970 . Messrs . Craig and Miller attended the April 30 meeting . Craig Attended the meeting held on Friday , May 8 . The only item of TOWN BOARD concern to the Planning Board was the Subdivision Regulations . MEETING Edmondson Mr . Niederkorn should go into the next preliminary stage at the next meeting , with some concrete planning for the southern end of the Town . Craig Wrote a letter to Mr . Sovocool , the attorney for the Ithaca ITHACA MALL Associates of Boston , inviting them to attend a meeting of the Planning Board and present a description of their plans for the proposed Ithaca Mall . Craig Had asked for a reaction at the Town Board meeting . Ap - SUBDIVISION parently the Town Board is having a problem coping with the REGULATIONS • regulations because they are so extensive . In order for them to be understandable , the size should be cut down and much of the detail handled by the Planning Board . Edmondson The State is going to wonder about it , if the Planning Board includes as its Subdivision Regulations a weak , shortened statement . Craig It could be divided into two components , one with what the Town Board would pass , and another with the details which could be handled by the Planning Board . It was agreed that this would be a tenuous and dangerous basis , as the State probably would not accept it . Edmondson The only thing that can be done is to look over the present regulations and extract a policy and get it approved . Then the regulations could be worked on in this vein . Craig Designated Mr . Edmondson and himself as a committee of two to work along these lines and have something to present to the Planning Board at its next meeting , on June 8 , for approval before the material is submitted to the Town Board . The following names were suggested for submission to the PLANNING BOARD • Town Board as candidates for a replacement for Mr . Ruzicka : MEMBERSHIP Steven Farkas , Jr . , and Alan C . Taylor . Minutes , LANSING PLANNING BOARD , May 11 , 1970 , Town Hall , Regular Meeting , page 3 • Edmondson MOTION by Mr . Edmondson , seconded and carried , that the Secre - tary contact both Messrs . Barron and Baughman to find out whether they are willing for the Planning Board to approach Messrs . Farkas and Taylor . The Secretary will then report to the Chairman . Mr , Edmondson will then , contingent upon previous contact with Messrs . Barron and Baughman for their reaction , contact Mr . Farkas and Mr . Taylor to see if they would accept the nomina - tion . If only one of these men is willing , then only his name would be submitted to the Town Board . If both are willing , the two names will be submitted , first Farkas and second Taylor , in that order . The meeting was adjourned at 9 : 10 p . m . • •
