LANSING PLANNING BOARD
March 9 , 1970 : Town Hall
Regular Meeting
PRESENT : Mr . Peter H . Craig , Chairman ; Miss Louise Barr , Mrs . Viola Miller ;
Messrs . Frederick Edmondson , H . B . Ruzicka
ABSENT : Messrs . Paul Barron , Sam Baughman
The meeting was called to order by the chairman at 8 : 15 p . m .
The minutes of the regular meeting of February 16 , 1970 , were MINUTES
presented , and were approved as modified .
REPORTS OF
STANDING
COMMITTEES
Barr There was no report from this committee to be presented . Residential
Development
Craig Suggested that a list of all the builders and developers in the
Town of Lansing be developed .
4111 Ruzicka Reported that Cayuga Rock Salt has changed hands , from a leased Business
proposition to a permanent sale . Cargill of Minneapolis , Min - and
nesota , are taking it over as of April 6 , 1970 . They will mod - Industry
ernize the plant and put a great deal of money into it .
The Cement Company will cease operations ; shipments will be made
hereafter from other locations . The Lansing plant will remain
idle for a while , as there are no immediate plans for utilizing
it .
There has been an expansion of the Precision Tool and Die plant .
Miller No report for this committee . Public
Relations
Edmondson No complaints to report except for night noise from the trucks Transporta -
of salt and highway materials on Route 34 . Mr . Niederkorn has tion and
requested a destination study , which Mr . Edmondson will help to Traffic Flow

Craig Reported that he had had a meeting with Tom Miller a few weeks Professional
ago . The Planning Board should look forward to the problem of Relations

• the Board of Health . Also , there are financial difficulties .

• Also , he had met with Frank Liguori last week , and talked about
Lansing Town Planning Board ' s relationship with the Regional
P lanning Board . Mr . Liguori had tried to get Tompkins County
involved in the Syracuse Metropolitan Area . It was rejected , as
that area is now well organized and would have to be reorganized
in order , to include Tompkins County .
No County Planning Board has been appointed as yet . It is the re -
sponsibility of the Board of Representatives to make the appoint -
ments .
Mr . Liguori is very much interested in what the Lansing Planning
B oard is doing . He will attend some of its meetings , or at least
send his representative . He wishes to be kept informed about
what is going on in Lansing .
A Tompkins County Planning Coalition Board has been proposed .
Craig Has checked into this organization and found that it would be a NEW YORK
useful one for this Board to join . MOVED by Miss Barr , seconded STATE FED-
and carried , that the Lansing Planning Board become a member of ERATION OF
the New York State Federation of Planning Organizations . PLANNING

TIONS
• Under Old Business , the matter of a public information meeting PUBLIC
to deal with the comprehensive plan was brought up . INFORMATION
MEETING
Edmondson Mr . Niederkorn is in a position to have such a meeting at any
t ime , but needs definite information as to time and date , in
order to assemble the presentation materials .
It was decided that the meeting would be held on the regular
701 meeting night , March 23 , 1970 , at 8 : 00 o ' clock .
Craig Believes that the meeting should be more of a seminar than a
lecture , and that not more than 25 persons should be invited .
There will be no public announcement , but any other residents
who wish to attend will be welcome .
All members of the Town Board are to be invited . There was a
discussion of the doubtful wisdom of inviting only certain res -
idents and not others .
Ruzicka Suggested that there be a return to the plan of inviting repre -
sentatives from various organizations ; this would preclude
anyone ' s feeling hurt because of not having been invited .
Edmondson Invitation should be by telephone , with the statement that the
meeting is an open one .
• This method was agreed upon . There was a discussion of whom to
invite , and a list was compiled .

• Craig Under New Business , Mr . Craig stated that Tom Miller suggested PROPOSED
that it would be a very good thing to have a detailed land - use DETAILED
map with every structure shown on it . LAND- USE

Edmondson This means getting out with a coordinated team and working hard
for at least two weeks . This sort of job takes skilled work -
manship , and entails seventy criteria and some personal in -
terrogation . Mr . Niederkorn should be pressed into doing this
job before anyone is called in from the Council .
Craig The Town Board has asked for a full set of maps to be in - SET OF MAPS
stalled in this room for their use . FOR TOWN
BOARD USE
Miller MOTION , seconded and carried , that the Planning Board provide
the maps that have been requested , and then send the bill to
the Town Board .
Mr . Craig will handle this matter .
Ruzicka Offered his resignation from mebership on the Planning Board , be - MEMBERSHIP
cause of a number of reasons , some of which are personal . There RESIGNATION
were very strong objections from other members of the Board , and BY
the Chairman requested that the matter be held in abeyance for a MR . RUZICKA
month or two . Mr . Ruzicka consented to this delay , and consider -
ation of the matter was therefore postponed .
11111 Miller MOTION , seconded and unanimously carried , to accept the change in BYLAWS

the bylaws of the Planning Board as outlined in the minutes of AMENDMENT
the meeting of February 16 , 1970 .
The meeting was adjourned at 9 : 30 p . m .
