James Showacre , Chairman ; Mesdames Louise Barr and Viola Miller ; Messrs . Paul Barron ; Peter H . Craig , H . B . Ruzicka Also : Sam Baughman ABSENT : Frederick Edmondson The meeting was called to order by the chairman at 8 : 30 p . m . Minutes of the regular meeting of December 8 , 1969 , were pre - MINUTES sented . These were approved , on MOTION of Mr . Barron , seconded by Mr ` Craig . Showacre Suggested that the Planning Board might wish to become affiliated NEW YORK with a group of planning boards by joining the New York State STATE Planning Federation , which includes a subscription to its news PLANNING publication . It was recommended that some Board member in - FEDERATION vestigate this matter and report at the next meeting . MOTION by Mrs . Miller , seconded by Mrs . Barr , that Mr . Craig investigate • the Federation before the next meeting . Members of the Board discussed the desirability of supporting the organization . The MOTION was approved . Showacre It will be up to Mr . Niederkorn to state how much of the Basic BASIC Studies material he will use , or whether he wishes to have STUDIES additional work done . Miller Had not called a meeting of the Council , as she wished to have advice from the Planning Board as to when they should meet , and how they should proceed . Showacre There will be a joint meeting of the Planning Board , the Town Board , with Mr . Niederkorn and possibly Mr . Bennett attending , on January 23 . This will be followed by the " 701 " meeting on Monday , January 26 . Miller There will be a notice in the paper about the January 26 meeting , inviting the public to attend . Showacre This will answer any possible complaint that the public is not being kept informed of what is going on . Miller Believes the members of the Council should be invited as a PLANNING group , to have presented to them the published copy of the COUNCIL • Basic Studies . Craig They could be told about what is going on in " 701 , " but they should also be given something to do . It is most desirable to have meetings of the Council again . Mr . Niederkorn could use them primarily in a public relations capacity , to get correct information trans - mitted to the public . Miller This could be tabled until the meeting with Mr . Niederkorn on January 26 . Craig Agreed with this , since the Planning Board is in a difficult position because of the fifteen years of misinformation which has been disseminated , and also because some Town residents took the results of the most recent Town election as a mandate against planning , Showacre The Planning Board does what the Town Board assigns to it . All of the newly elected members of the Town Board talked favorably about planning and controls , in their election campaigns . The Planning Board could go to the new Town Board with the dead - end ordinance and the mobile homes ordinance , etc . , in order to ascertain the Town Board ' s thought on planning . Craig Had attended the most recent meeting of the Town Board , and re - Miller ported that the members had expressed a positive approach to planning . The one big thing now is the master plan for " 701 . " • The meeting of January 26th should reveal the feelings of the Town Board on this , and after that meeting definite matters can be broached . The cooperation of the Town Board must first be gained . Individual Town Board members could be sounded out as of their feelings on various related matters . Craig The success of the Planning Board depends upon its interaction with the Town Board . Miller Confidence and trust must somehow be built up between the two boards . With the new Town Board this may be possible . Craig Nancy Glick is the new reporter assigned to this Board by the PUBLIC Ithaca Journal . She would like to do a story on the Basic RELATIONS Studies and the joint session of the Town Board and the Planning Board . The question is whether the Planning Board should estab - list a relationship with her and explain Planning Board matters to her , or merely put her off . Miller If she is to publish anything at all , a statement should come from the Planning Board , so that we can be sure it is accurate . Craig Reporters do not want to have their material edited , but perhaps because Miss Glick is new she might welcome this . Pete Walsh might intervene in this , and get the material published as the • Planning Board wishes it to be . Showacre Mr . Niederkorn wishes publicity , but it must be accurate . Craig If the material could be carefully checked before it is published , should it be released or not ? Miller Believes it should be released . Showacre No harm could be done by this . Barron There should be some explanation in the paper , since everyone will not be able to read the published Basic Studies . Baughman Miss Glick could state that the Basic Studies are now in published form and can be borrowed on a library basis . Craig Will telephone Jerry Langdon and explain the problem , stating that the Planning Board is more than willing to grant the release , but cannot have any misinformation published , and must therefore have the copy read by a member of the Planning Board before it is pub - lished , so that errors can be corrected before publication . Showacre The published item could contain information about the meetings of January 23 and January 26 . • It was the sense of the Board that this would be satisfactory . Showacre Outlined the first business of the new Planning Board at its PLANNING February meeting as the election of a Chairman , Vice Chairman , BOARD Secretary , Treasurer , and chairman of public relations and ELECTIONS various standing committees . Miller Stated that Mr . Niederkorn has approached his work for Lansing TOWN with a very great desire to do the very best possible job for PLANNER this Town , just as the townspeople wish it to be done . He is extremely interested in getting as many people as possible out to the meetings , and is willing to give more rather than less time than might have been anticipated in the beginning . The meeting was adjourned at 9 : 20 p . m . •
