• LANSING PLANNING BOARD
December 8 , 1969 : Town Hall
Regular Meeting
PRESENT : Mr . James Showacre , Chairman ; Mrs . Viola Miller , Messrs . Paul
Barron , Frederick Edmondson , H . B . Ruzicka
ABSENT : Messrs . Peter H . Craig , James Wood
The meeting was called to order by the Chairman at 8 : 30 p . m .
Minutes of meetings were approved as follows : MINUTES
Regular meetings , July through November , on MOTION
of Mrs . Miller , seconded by Mr . Edmondson .
Special meetings of October 27 and November 24 , on
MOTION of Mrs . Miller , seconded by Mr . Barron .
Barron . As of July 1 , 1969 , $ 665 had been spent , leaving a balance TREASURER ' S
of $ 1 , 085 from the original budgeted amount of $ 1 , 750 . REPORT
• On MOTION of Mrs . Miller , seconded by Mr . Edmondson , the
Treasurer ' s report was accepted .
It was decided that the remaining balance will be used for
publication of the Basic Studies and the secretarial typing
of these Studies .
Miller Reported that as of this evening she has information that RECOMMENDATIONS
Mr . Wood will tender a letter of resignation from the FOR NEW MEMBERS
Planning Board on Tuesday , December 9 , 1969 .
The following names were suggested by various members of
the Planning Board as suitable candidates : Carl Winkelblecht ,
Sam Baughman , Delmar Kearl , Lyle Wedell , Herbert Ley , Roger
Sandsted , Clarence Benson , Larry Tvorha , William Nedrow ,
David Hardy , William Boles , Louise Barr , Gretta Preston .
These names will be presented in the form of a letter .
These are individuals who have evidenced an interest in
planning and have worked on phases of it . The following
MOTION by Mr . Ruzicka , seconded by Mr . Edmondson , was approved :
That the Planning Board recommends that the Town Board give
consideration to the following , in selecting new appointees
for the Town Planning Board , effective with the first Planning
Board meeting in February of 1970 . Assuming that the Town
• Board would like recommendations , we are submitting these
names for their consideration .

• There was a discussion of the necessity for Planning Board " 701 "
members to be present at the meetings , and for members of
the Town Board to be present at the special meetings to be
held on the fourth Monday of each month . Also the importance
of having the public attend these special open meetings .
Mr . Niederkorn does not expect to present any planning
materials without being thoroughly questioned on what has
been done . He will have a proposal and some recommendations
for the special subject to be presented at any meeting .
Miller Messrs . Niederkorn and Bennett had been promised that the Plan-
ning Board would work out something at this present meeting
and at the January meeting on public relations , in order to
present the subject to the public and get their interest .
There was a discussion of the choice between an initial large
meeting or a number of smaller group meetings . The importance
of visual presentations was discussed .
Edmondson Feels that the public will not become excited about planning
until a great deal of the planning is under way . We should
build up interest over what is happening , and then it will be
an opportune time to have meetings where there will be en-
thusiasm . Studies and sketches interest people , and will
• generate attention and enthusiasm .
Miller Suggested trying to get a Council meeting set up for what
was formerly their regular meeting night - - the third Monday
in January .
Edmondson Agreed with this idea , and suggested that if the Council could
be incorporated into the Planning Board ' s meeting with Mr .
Niederkorn it would be a . good idea , as Council members should
attend all such meetings . After an interval , and after ob -
taining slides and other interesting materials , a public
meeting could be held .
Barron Inquired whether it would be possible , in getting piciu res , to
show what is going on in Lansing .
Edmondson Stated that Mr . Niederkorn will be able to furnish this sort
o f material from his land - use study , which is to be completed
by the end of January .
Showacre Mr . Niederkorn wishes to present the time table and the land -
u se material at the first meeting of the Council , by the middle
o f January . He wishes to get started in the best fashion , as
quickly as possible , and with the biggest "bang " he can , and
then keep it going from there .

• At the meeting in January this Board should know the status
of the Council . Mrs . Miller will have for presentation at
the meeting of January 12 a report on this .
Edmondson Re - emphasized the necessity for all members of the Planning
Board to be present at its meetings .
Miller Presented a list of workers on the Council to be included BASIC STUDIES
in the front matter of the Basic Studies publication . This REPORT
list was approved as presented .
The number of copies to be printed was set at 100 ; also dis -
cussed was the number to be retained for circulation among
interested readers . The Chairman suggested that a library
system be used for the loan copies .
It was decided that the title should be : BASIC PLANNING
STUDIES FOR THE TOWN OF LANSING .
Messrs . Showacre and Edmondson will work together on the lay -
out for the title page .
