LANSING PLANNING BOARD
• October 27 , 1969 : Town Hall
Special Meeting
PRESENT : Mr . James Showacre , Chairman ; Mrs . Viola Miller , Messrs . Paul
Barron , Peter H . Craig , Frederick Edmondson
Also Mr . Tom Niederkorn , Town Planner ; Mrs . Lynn Lichtenstein , Mr .
Present : Niederkorn " s associate
ABSENT : Messrs . H . B . Ruzicka , James Wood
The meeting was called to order by the Chairman at 8 : 10 p . m .
Showacre Announced that the purpose of the meeting was to open the 701
Program . Mr . Frances Bennett is the contact man from the
State . The two major topics are to be : 1 ) initial housing
element and 2 ) the Basic Studies .
Niederkorn This was brought up by a letter dated August 26 , giving the HOUSING
deadline of September 30 ,- 1969 , for presenting the housing ELEMENT
element . The Government is now very much concerned about
being specific and explicit about housing . November 1 is the
deadline for communities to which grants have been made .
• There have been no approved housing elements as yet , so there
are no real guidelines as to what is and what is not satis -
factory . Mr . Niederkorn presented an " Initial Housing Element , "
which was revised by the Board ( revised copy attached ) .
The letter of transmittal , needed by Mr . Niederkorn , should be
addressed to Mr . Robert Hanson , Regional Director , Office of
Planning Coordinator , State Tower Building , South Warren Street ,
Syracuse .
MOTION by Mr . Craig , seconded by Mr . Edmondson , to accept the
Housing Element as revised , and direct the Chairman of the
Board to transmit it over his signature to the appropriate
office in Syracuse . This motion was carried .
Niederkorn An organization and meeting date should be set . It was the
sense of the Board that the regular meeting night would be the
best time ; or the alternate time would be the fourth Monday of
the month , which has been an open meeting night . It was de -
cided that the alternate ( fourth Monday) would be the best
choice , and 8 : 00 p . m . was set as the time . The first task will
be to review the work which has been done by the Council , the
members of which will be called together after Mr . Niederkorn
has reviewed the material which the various committees have
submitted .
• Craig Suggested that a second fire station be proposed for the air- FIRE STATION

• port area . The cost could be shared between the Town and the
State . The station would have to be manned , as merely volunteers '
service would not be adequate . Mr . Niederkorn will consult with
Mr . Soyring , at Cornell University , regarding Cornell ' s willing-
ness to allow the use of their land for this purpose .
This was followed by a discussion of ways and means of edu- PUBLIC
Gating the community about zoning and planning . RELATIONS
The recording secretary was excused at 10 : 00 p . m .

• INITIAL HOUSING ELEMENT
TOWN OF LANSING
This Initial Housing Element was drawn up in accordance with the requirements
and guidelines of Appendix 2 -A of the Comprehensive Planning Assistance , Handbook
I , March , 1969 , of the U . S . Dept . of Housing and Urban Development .
1 . Statement of Problems
A . Residential development is hindered by poor soil drainage and the lack of
public sewers .
B . Land and construction costs are high and the housing market is tight in
Lansing and the rest of Tompkins County . There appears to be an insuf-
ficient supply of housing .
C . According to a census in 1965 , the Town had the second highest growth rate
( 16% since 1960 ) of all towns in the County .
D . Mixed land use is becoming a problem in the southern part of the Town .
E . There are scartered areas of deteriorating housing throughout Lansing .
• The town square in Ludlowville is an example .
F . The Town has no general plan , no zoning ordinance and no building code .
2 . Statement of Obstacles
A . There is a lack of understanding on the part of the citizens as to the
nature of these problems and the need to do something about dem . The
situation is exacerbated by the fact that the southern portion of the
Town is urbanized while the northern part is not . People in the northern
part have not been as interested in planning and code enforcement as those
in the southern part .
B . Although an increase in population has been predicted , the directions
which the new growth will take are not clear .
C . Recent information as to housing condition is not available .
D . There are no units of government responsible for the creation or upkeep
of housing units .
3 . Statement of Objectives
A . Provide direction for growth and rationalize what has already taken place
through the creation of a master plan by 1971 , specifically with regard
• to housing .

• 1 . Encourage the formation of sewer and water districts .
2 . Develop a program for the establishment of a variety of housing types .
3 . Prepare a plan for upgrading housing that is deteriorated to delap -
idated .
4 . Statement of Planning Activities
A . Organization of Planning Board in 1967 .
B . Preparation of subdivision regulations in 1968 .
C . Hiring of Egner & Niederkorn Associates , Inc . as consultants , fall , 1969 ,
to do a " 701 " plan which will include a housing study .
D . Preparation of a zoning ordinance by 1971 .
E . Development of a Citizen ' s Planning Council in 1967 to gather basic in-
formation about the Town .
5 . Statement of Implementing Actions
A . Preparation of a plan and housing element .
• B . Recommend adoption of the plan , zoning ordinance , and subdivision regula-
tions to the Town Board .
C . Provide for the broad dissemination of planning and housing information
and objectives developed in the master plan study . This will be done by
the Planning Council of Lansing . Techniques for using this Council for
disseminating this information will be developed on a broad base .
D . Take steps to strengthen the technical ties between planning in Lansing
and the planning agency in Tompkins County .
