Paul Barron , Peter H . Craig , Frederick Edmondson ABSENT : Messrs . H . B . Ruzicka , James Wood The meeting was called to order by the Chairman at 8 : 20 p . m . Minutes of the regular meetings of April 14 and May 19 , and of MINUTES the special meeting of June 23 , 1969 , were presented . These were approved on motions duly made , seconded , and carried as follows : April 14 , MOTION by Mr . Craig , seconded by Mrs . Miller ; May 19 , MOTION by Mr . Craig , seconded by Mr . Edmond - son ; June 23 , MOTION by Mrs . Miller , seconded by Mr . Edmondson . Showacre Had had a visit in Syracuse with Messrs . Breene and Hanson . 701 FUNDS Their office is up to date on the planning and political situa- tion in Lansing . The subject of the meeting was the contract between the State and Mr . Niederkorn . Messrs . Breene and Hanson said they would try to expedite Mr . Niederkorn ' s proposal of a limited housing element in the 701 . There was some concern • over the acceptance of the mapping , and they were going to talk with Mr . Niederkorn relative to whether he would accept the ex- isting maps in the mapping element of the Scope of Services . Messrs . Breene and Niederkorn held a meeting , but Mr . Showacre has not heard what the outcome was . Mr . Niederkorn has to re - ✓ iew what has been done , before he can give an answer . The Syracuse office had recommended that there be a joint meeting o f their office , the Planning Board , and Mr . Niederkorn , to re - view the Scope , the work that has been done , and to set up a plan o f attack . Mr . Niederkorn did not want to do anything until he had a contract with the State , although he would review the work in the meantime , so that when there is a meeting he would be pre - pared to make some recommendations . No one has discussed this with Mr . Niederkorn , since that time . It will require a periodic call from the Chairman of the Planning Board to keep this matter alive in the Syracuse office , but it was decided to wait at least two weeks for possible developments before bringing up the matter again with Syracuse . The members of the Planning Board then discussed the definitions DEFINITIONS of various terms as supplied by Mr . Edmondson : 1 . Town planning 2 . Comprehensive plan 3 . Zoning ordinance 4 . Subdivision regulations • 5 . Capital program Minutes , LANSING PLANNING BOARD , July 14 , 1969 , Town Hall , Regular Meeting , page 2 It was suggested that they would be completed by the time of the I/ next meeting , August 11 , and that from them the Board hopes to derive satisfactory definitions suitable for its use . It was suggested that a digest of the assets of the Town of TOWN ASSETS Lansing would be a good subject for a future meeting , and a re - quest was made that this be placed on the agenda for the next regular meeting of the Planning Board . Barron Announced that out of the $ 1 , 750 budgeted for the Planning Board , BASIC a total of $ 664 . 73 had been spent , leaving a balance of $ 1 , 085 . 27 , STUDIES out of which fixed commitments of approximately $ 150 would prob - ably be paid . It was the sense of members of the Planning Board that the Board therefore has a working balance of $ 900 . Edmondson In the discussion which followed , regarding the publishing of the Basic Studies , Mr . Edmondson recommended the addition of a preamble , and that the reports be given some continuity in order to have a format for the entire report , so that each section can stand both as a part of a comprehensive plan and as a separate , independent report . It was the sense of the Board that this material should be pub - lished by September of 1969 , or that publication should await its inclusion with the 701 material . • Mr . Edmondson was requested to work on the material , and volun - teered to do so with Mr . Niederkorn in order to come to a firm feeling for its appropriateness and form . Showacre Asked whether it would be possible to abstract the material in some way , so that there will be no duplicationof what will be in the 701 publication . The Board felt that this could not be done . As published in 701 material , the Basic Studies material would be recognizable , although in completely different form . The graphics and presentation would be entirely different . It was felt that a great many persons who will read the material in its full form would not read it as published by Mr . Niederkorn . Craig Stated that the Board will then publish the material unless for some compelling reasons the material should not be published . A report on the estimated cost will be ready for the next meeting , to be worked on by Messrs . Showacre and Craig . The meeting was adjourned at 9 : 50 p . m . • ' sY • ( 1 ) Town Planning is the process concerned with the shaping and guiding with the public consent of the physical growth and arrangement of towns in harmony with their social and economic needs . (2 ) A Comprehensive Plan is a long - term plan describing the goals of the Town . It serves as the pattern for the future growth and development of the Town . It shows existing and proposed roads , parks , public reservations and buildings , utilities , and other features existing and proposed . (3 ) Subdivision Regulations are controls placed upon the use and development of land , based on the principle that land development is a provilege be - stowed by the community upon the prospective developer . These regulations pro - vide guides for the reafe , sanitary , and efficient subdivision of land within the Town . (4 ) A Zoning Ordinance establishes and defines land use districts of the Town , and regulates the use of facilities within said districts so as to promote the health , safety , and welfare of the Town . (5 ) A Capital Program is a plan of capital projects proposed to be undertaken • urindg a six- year period , the estimated cost , and the proposed method of financing . F . W . Edmondson Jr . R .
