NLANSING PLANNING BOARD
February 25 , 1969 : Town Hall
Regular Meeting
PRESENT : Mr . James Showacre , Chairman ; Messrs . Paul Barron , Peter M. Craig ,
Frederick Edmondson , H . B . Ruzicka
Also : Town Board Member James Kidney , Planning Council Member David Flinn
( Chairman of the Traffic Committee ) , and several Lansing property
owners
ABSENT : Mrs . Viola Miller , Mr . James Wood
The meeting was called to order by the Chairman at 8 : 15 p .m .
Minutes of the regular meeting of February 11 , 1969 , were pre - MINUTES
sented . Upon MOTION of Mr . Craig , seconded by Mr . Edmondson ,
the minutes were approved , the spelling of one proper name
(Uher ) to be corrected .

Relations
Craig Has discussed with Mr . Preston matters relating to the progress Planning
of Planning Council committee reports . Two members of the Council
Council are now making a rough editing of the studies already
done . It was felt , however , that this should not be presented
until all of the studies can be combined in booklet form , so
that anyone present at a public meeting can have one of the
booklets . The basic studies are being edited by Messrs . Bent
and Preston .
Showacre The formal request for funds to help with planning expenses " 701 FUNDS "
has been approved by the State and the Federal government .
The contract will come to the Planning Board for signatures by
it and the Town Board , and it will then be returned to the
State Office for signatures by appropriate members of the
government . The State handles the funds and in turn pays all
of the expenses of the planning project .
Showacre The meeting for Lansing residents interested in unrestricted ZONING
zoning has been scheduled for March 12 , in the Town Hall . This
will be announced publicly before that date . Mr . Baughmann
will present an outline of what his committee would like to
• see in the unrestricted zones of the Town .

110111 Later , other committees will also be holding some type of meet -
ing for those who are interested in agriculture , industry ,
business , and residential zones .
The Chairman asked the property owners present for names of
persons who might serve as volunteers and chairmen of committees .
Mrs . Selden , who voiced her feeling that long - time residents of
the Town should serve in these capacities , was asked for sug-
gestions , but could not give any offhand .
Craig Asked for names of businessmen who might be willing to get in-
volved in this work and take some responsibility , as help is
needed . Mrs . Selden mentioned Evan Sheldon £Lake Road ) , and the
nameoof Jerry Caward was also mentioned . An outline of the
qualifications for people serving in these capacities was given ,
and the following were named as possibilities : Howard Haring ;
Fred , Rudolph , and Matthew Christopher .
An outline now being worked on by the Chairman and the Vice -
Chairman will be in written form for presentation to committees
at a later date . Actually , this constitutes the beginning of
a zoning ordinance , and help is needed .
Showacre Gave a comprehensive chronological report on the work done so
far toward a comprehensive plan and a zoning ordinance .
The basic studies represent about $ 14 , 000 to $ 15 , 000 , or better
than half of the original proposal . Through the efforts of
volunteers , this work is nearing completion . This should allow
the professional to make additional studies , but the State wanted
studies detailed in writing , in the proposal . A revised pro -
posal was therefore drafted , containing additional studies .
Edmondson While the zoning ordinance would not have to wait until every-
thing is ready , the basic studies would have to be completed .
If a zoning ordinance were developed prior to the approval of a
comprehensive plan - - with the comprehensive plan being pre -
sented later and perhaps conflicting with the existing ordinance - -
the process would be doubly difficult .
It would be a first order of business for the consultant , once
the contract is signed , to start on a comprehensive plan and
then a zoning ordinance . The plan could precede approval by
the State , depending on negotiations between the consultant and
the State ; or an ordinance could be written and then redrafted
after several years of experience with it .
The fact that in Lansing planning so many people are involved
is almost unique in town planning , and it may be time for the
consultant to come in and make a comprehensive plan based upon
• what is available now , and to help write a zoning ordinance .
The question would be whether Mr . Niederkorn is willing to do
this sort of thing .

It was then declared to be the intent of the Planning Board that " 701 FUNDS "
the original idea of having volunteers do as much work as pos - Conclusion
sible , calling Mr . Niederkorn in for professional guidance ,
should continue . In addition , the consultant would be asked
to conduct certain planning studies in depth , much as outlined
in the redrafted " 701 " proposal .
There being no further business to come before the Board , the
meeting was adjourned at 9 : 20 p . m . , on MOTION of Mr . Edmondson ,
seconded by Mr . Ruzicka , and carried .
