• LANSING PLANNING BOARD
February 11 , 1969 : Town Hall
Regular Meeting
PRESENT : Mr . James Showacre , Chairman ; Messrs . Paul Barron , Peter H . Craig ,
Frederick Edmondson , H . B . Ruzicka
Also : Messrs . Samuel G . Baughman , Frederick P . Steinhardt (residents of
Lansing ) , and Gary Girard , a reporter from Radio Station WHCU
ABSENT : Mrs . Viola Miller , Mr . James Wood
The meeting was called to order by the Chairman at 8 : 15 p .m .
Minutes of the regular meeting of January 13 , 1969 , were pre - MINUTES
sented . Upon MOTION of Mr . Craig , seconded by Mr . Ruzicka ,
and carried , the minutes were approved .
REPORTS
Showacre There was no Treasurer ' s Report , as the former treasurer is Treasurer
no longer a member of the Planning Board .
• Craig The Public Relations Committee is maintaining good relations Public
with radio stations and newspapers . Relations
Marge Coppock will act as calling chairman for the Planning
Council and the Planning Board ; a telephone call to her will
put anyone in touch with either of these bodies .
Public interest materials are being developed , and because 'of
this WHCU has indicated they will be glad to publicize the
material . It was suggested by Mr . Steinhardt that Station WTKO
also be contacted inuthis connection .
Showacre A public meeting was held on January 27 which was very well at - PLANNING COUNCIL
tended . The topic for discussion was the zoning survey , which
had resulted in a land -use preference map . There was some dis -
cussion as to how the Council had arrived at the zones as shown
on that map .
Craig Had had a fairly long discussion with James Preston about the
entire issue of planning and the relation of the Planning
Council to zoning . What came out of the discussion was that
Mr . Preston feels he has become over - extended in activities and
would like to finish up the basic studies and then drop out of
the position of major responsibility . He is interested and will
• continue to contribute , but not as coordinator .
The Planning Council will have a reorganization , to take effect
approximately March first . The working groups will be :

Residential Ettinger , Stull
Unrestricted Baughman , Wadell
These men have accepted responsibility for these groups . Business
is the only category that is not yet covered . Has talked with
Messrs . Hauteniemi and William Hutt . The first necessity is to
get someone who can run a group . The second part of the problem
is to generate a list of persons who will be able to work in a
group . These people will be provided with a brochure containing
a zoningnap ; a preliminary study of the survey map or the por -
tions that will apply ; copies of the basic studies with informa -
tion available from them ; copies of other ordinances for the
various areas ; checklists of points to consider ; and copies of
the Planning and Zoning book .
Mr . Craig exhibited the planning materials and books which he
had received in response to his request for such material to
the New York State Office of Planning . A pamphlet and zoning
ordinance from Oakland , California , and Cato , New York , were
also displayed as models .
• Showacre Mentioned that the Council is progressing with some of the
maps - - base map , land - use , assessed valuation , public utilities
and community facilities , and recreational areas and school
districts . Still to be made are slopes maps , three soils maps ,
and the highway map . The latter will be put off until last ,
in the hope that some highway material from the State will
arrive and be of help .
A preliminary zoning map is also to be made .
Showacre No information has been received on 701 Funds . 701 FUNDS
Craig When this was discussed at the Town Board meeting it was said
they thought they would have the information in April .
Expressed his admiration for the way in which Mr . Niederkorn
had conducted himself at a meeting which Messrs . Craig and
Showacre attended recently , when besides the usual attacks on
planning there were a number of personal attacks . Mr . Niederkorn
had remained cool and poised during that period , and given
reasonable , honest , calm , and informative replies .
Showacre Announced that the next meeting of the Planning Council , to PLANNING
be held February 24 , would be a public meeting . It is planned

to make a report on all of the studies and projections which
• have not been reported on previously . Hopes that most of the
maps which have been collected will be in portfolio form for
that meeting .

Showacre Announced that the next order of business was the election of ELECTION
• officers of the Planning Board , this being the first meeting OF
of the new year for the Planning Board , now in its third year .
OFFICERS
The following were elected :
Chairman : Mr . Showacre , nomination by Mr . Edmondson , seconded
by Mr . Craig , and carried .
Vice Chairman : Mr . Craig , nomination by Mr . Edmondson ,
seconded by Mr . Ruzicka , and carried .
Secretary : Mrs . Miller , nomination by Mr . Craig , seconded
by Mr . Edmondson , and carried .
Treasurer : Mr . Barron , nomination by Mr . Craig , seconded by
Mr . Edmondson , and carried . Mr . Ruzicka was also nominated ,
by Mr . Barron , but declined the nomination .
In each of the above elections , a MOTION to close the nominations
was duly made , seconded , and carried , and instructions issued
that the election be recorded .
Showacre Presented the names of committee chairmen , as follows : COMMITTEE
Professional Planning Relations - Mr . Edmondson . CHAIRMEN
• Public Relations - Mrs . Miller ; the work . to be divided so that
Mr . Craig will work with the news media and Mr . Ruzicka will
work with the townspeople .
Planning Council , Liaison - Mr . Craig , with help from Mr .
Barron for the agricultural and unrestricted contingency .
The chairman then asked if any special committees are needed RECREATION
to handle special problems . He has received inquiries about AREAS
outdoor recreation areas , and whether anything is being done
toward setting up such areas . Stated that very little is being
done because most of the areas which are ideal for this purpose
are in sections that will probably wind up by having the least
restriction . Natural resources that should be protected are
the areas that should be set aside now , before the land is pur -
chased and ruined for the purpose by outsiders .
Edmondson Stated that without research it is very difficult to find any -
one experienced in this field .
Craig Suggested Mrs . Doris Brown as having indicated a great in terest
in this field , and as being influential in her position of pres -
ident of the Lansing League of Women Voters .
• Barron Suggested Paul Euher as being very much interested in this area .

• Showacre These areas will appear on the master plan . One problem is
whether the land should be public or private . Every effort
should be made , for example , to provide for future space for
the Field and Game Club , which may have to move from its
present location to one farther north .
Craig Another alternative is to purchase the State Conservation
rights and access to the water rights . He has talked to the
Conservation Service in Cortland about this . The State may
have many plans about these lands .
Barron It is possible through the ASCS programs to acquire land of
this sort . (The Chairman will try to obtain some relevant
material . )
The meeting was adjourned at 9 : 05 p . m . on MOTION of Mr . Barron ,
seconded by Mr . Ruzicka , and carried .
