Viola Miller ; Messrs . Paul Barron , Frederick Edmondson Also : Mr . Peter H . Craig (Co-coordinator of the Planning Council ) ABSENT : Mr . H. B . Ruzicka , Mr . James Wood , Mr . Alex Cima The meeting was called to order at 8 : 15 p .m . by the vice -chair - man , Mr . Edmondson . Miller Read the following correspondence : CORRESPONDENCE Letter (undated ) from the Office of Planning Co- ordinator , received by the Chairman during the week of January 1 , 1969 . Letter dated December 18 , 1968 , from the State of New • York Department of Health . No action was required in connection with these letters . Craig Reported for the Citizens for Safety Committee that the New BELL LABORATORY York Electric and Gas Company as of now has a very extensive plan for the development of the Bell Laboratory Station . It is not yet completely engineered , and will not be until they get into construction on it . They required a number of licenses ; the most crucial question will be whether the plant will be safe from a radiological standpoint . AEC will prob- ably apply their guidelines very strictly , but it is expected that Bell will be able to meet these guidelines . Thermopolu- tion is not in their purview and they will not consider it . The company will probably go ahead and complete the plant , and will then bargain from the position of a $ 200 -million piece of equipment . The plant will have a two- stage turbine , which makes it more efficient than any other . They condense the steam in this second stage . They could not use cooling towers as the plant is at present engineered . The cost of cooling towers would be much more than has been estimated , and fog down-wind and noise would be some of the side effects . They wish to avoid cooling towers , but must have lake water available for cooling . • The fear is that algae bloom will become intense if the water Minutes , LANSING PLANNING BOARD , January 13 , 1969 ; Town Hall , Regular Meeting , page 2 temperature is raised . Algae experience logarithmic growth , • and the condition cannot be treated chemically . So far as can be known now , nothing disastrous will happen if the plant is put in , so probably it will be built . Showacre Minutes of the meeting of December 16 were presented , and MINUTES were approved , upon MOTION of Mr . Barron , seconded by Mr . Edmondson , and carried . Miller Presented the breakdown of a tentative budget , as follows : BUDGET Secretarial $ 300 Planning Council 200 ( for basic studies ) Subdivision 150 ( for Administration) Land Use and Zoning Maps 500 Zoning Regulation 500 Contingency 100 Total $ 1 , 750 as shown by the survey , Craig Presented a map showing land - owners ' preference , / using the SURVEY MAP • tax map as a base . The sample was about 50 percent and ap - proximately across the board . There was remarkably little difficulty in deciding how the region should be indicated . The far north section was : Unrestricted , with some Agri- culture . The preference for Residential was heavy in the south section . The Council has tried to make legitimate generalizations from the cards already received . The map will be worked up in reasonably visible fashion , and the information put on so that it can be seen easily . Edmondson Emphasized the importance of having the markings and colors conform to the conventional practices ; also that Mr . Nieder - korn should also be asked to conform to this . Miller Remarked that whatever Mr . . Niederkorn is using should be used in maps being turned out by this Board or the Planning Council . Craig Presented four topographical maps , the information from which will be placed on a single map to be used as a basis for de - cision-making rationale . Edmondson Recommended using tracing paper for a start in recording all information as to land use , so as to arrive at a pattern . • The Board commended Mr . Craig for the work which has been done on this project . Minutes , LANSING PLANNING BOARD , January 13 , 1969 ; Town Hall , Regular Meeting , page 3 Showacre Presented a zoning schedule , which is a copy of what is in ZONING • the publication "Zoning in New York State . " The Board de - cided that the symbols as shown on the chart in this publi- cation are accurate and conform to the State format , and could therefore be the standard for work done by this Board or by the Planning Council . The first -column definition of "districts " must be decided upon before any of the other columns can be filled in . A copy of this schedule will be made up for each member of the Zoning Commission so that each one can have a worksheet . Craig Brought out the fact that the zoning books do not specify a category for other than densely populated or agricultural or suburban classifications . Borderline cases are not covered . There could be , however , differentiation between a Rural Res - idence Zone and a Residential Zone . Even in unrestricted areas , Health Department restrictions prevail . Chairman Stated that Board meetings will be held the second Monday of each month , and that staff meetings or work sessions may be called for every Monday . Accordingly one day a week should be set aside for work sessions , particularly while the weather is cold . Craig Requested that Planning Council priorities be reviewed . PLANNING • Showacre Replied as follows : COUNCIL September 9 , 1968 Subdivision Regulations February 10 , 1969 Basic Studies March 10 , 1969 Population Projections (by areas of the Town) Also Future Highway Map April 14 , 1969 Future Land -use or Zoning Map Also Zoning Regulations June 9 , 1969 Capital Budget for Lansing September meeting Official Map of the Town ( future roads , etc . ) Craig Asked what the plan is for writing a zoning ordinance in the ZONING next six months . ORDINANCE Showacre According to the schedule , sufficient work will be done to draft regulations and a map , and turn them over to the Town Board . 701 Funds , if available , will do a professional job on the whole project . Mr . Niederkorn would tighten up the pre - sentation of the information . By the time Mr . Niederkorn gets into the 701 Funds work , two years of experience with the draft material should be of great help . • Minutes , LANSING PLANNING BOARD , January 13 , 1969 ; Town Hall , Regular Meeting , page 4 Craig Asked what kind of basic data is most needed for making the • decisions which will be necessary . Members of the Board suggested land use maps land owners maps soils maps and interpretations (apparently Mr . Cole has this material ) traffic patterns economic areas and business areas population projections schools community facilities slopes climate rainfall Edmondson Everything that can be delineated on a map should be . • Miller This Board has been specifically asked by Mr . Harris Dates PLANNING BOARD t o make a recommendation from this Board to the Town Board MEMBERSHIP concerning Mr . Wood . Introduced the following resolution asking for a replacement for Mr . Wood . WHEREAS the Lansing Planning Board of seven members was created in February 1967 to serve in an administrative capacity at the desire of the Lansing Town Board ; and WHEREAS one member resigned in August 1967 due to business commitments ; and WHEREAS the Planning Board was composed of only six members from August 1967 to February 1968 until Mr . James Wood was appointed to increase the Planning Board membership t o a full complement of seven ; and WHEREAS , for the entire period of February 1968 to February 1969 Mr . Wood was unable to attend a regular or special meeting of the Planning Board due to conflicts with other commitments ; NOW THEREFORE BE IT RESOLVED , that the Lansing Planning Board recommend t o the Lansing Town Board that it appoint a new person to complete Mr . Wood ' s term on the Planning Board . • Following discussion , it was MOVED by Mrs . Miller , seconded by Minutes , LANSING PLANNING BOARD , January 13 , 1969 ; Town Hall , Regular Meeting , page 5 • Mr . Edmondson , and carried , to accept the resolution and pre - sent it to the Town Board . Mention was also made of the fact that Mr . Alex Cima ' s term on the Planning Board ends on January 31 , 1969 , and that considera- tion should be given to the matter . Mr . Craig or Mr . Kearl , who have been active on the Planning Council , were mentioned as possibilities along with Mr . Cima . The meeting was adjourned at 10 : 30 p .m . • •
