Alex Cima ABSENT : Messrs . Paul Barron , Frederick Edmondson , H . B . Ruzicka , James Wood The meeting was called to order by the Chairman at 8 : 10 p .m . There being no quorum present , any action taken at this meeting will have to be ratified at the regular meeting of December 9 , 1968 , providing a quorum is present at that meeting . Minutes of the regular meeting of October 14 , 1968 , and of the special meeting of October 28 , 1968 , were presented . MOTION by Mr . Cima , seconded by Mrs . Miller , and carried , to accept these minutes as presented . Showacre Announced that the Town Clerk should be asked by Mr . Cima to FINANCES submit a rundown of the expenses incurred by this Board so far this year . • Miller Inquired whether the Basic Studies Reports should be typed and paid for professionally , or whether volunteer typists should be sought . It seems that there will not be enough volunteer help of this kind to save the expense of professional work . Showacre Noted that there will be expenditures for postage for the Zoning Survey . The reports could be assigned as the first item on the new budget (for 1969 ) . If the map file which was ordered ap - proximately two months ago has not yet arrived , the money which was budgeted for that item could be used for other expenses in- curred in the present fiscal year . Showacre The Town Board has as yet done nothing about this matter . SUBDIVISION Miller Very much dislikes the change they have made . Would like to REGULATIONS recommend that the penalty clause not be included , as it could be included later in the proposed zoning regulations . Showacre Nothing has been heard from the 701 Funds application . 701 FUNDS Harris Dates has been informed of the work of the Planning PLANNING Council . Messrs . Craig , Francis Kallfelz , Tom Payne , and COUNCIL Showacre met to discuss the survey . They decided that the top sheet would be printed by Tom Payne ' s office , with the SURVEY . name and address and the tax map number , so that the top sheets could then be assembled with the subsequent pages and Minutes , LANSING PLANNING BOARD , November 11 , 1968 ; Town Hall , Regular Meeting , page 2 • stuffed in window envelopes . A return card would also be printed by Mr . Paynes office , with the front showing the Lansing Zoning Commission , Box 60 , South Lansing , New York , so that all of the survey postcards will be returned to the Town Hall office . The back side of the postcards will be printed to show the name and the tax map number by parcel . Also printed on this side of the card will be the names of five categories of real estate : (1 ) agricultural , (2 ) business , (3 ) industrial , (4 ) residential , and (5 ) unrestricted . The questionnaire will ask each property owner to circle the designation he wishes for his property . There will be space for comments ; recipients will be invited to write addi- tional comments stating their particular wishes , with explana- tions . It is expected that 90 percent of the returns can be handled by a single postcard mailing . Mr . Payne has the use of an office printing machine and can print the whole job for this Board at a reasonable price ; it would also be possible to have them mimeographed . The cards for this purpose are in long strips , with a narrow strip on each side which puts them through the printing machine . After being printed they are then detached and can be placed in envelopes , alphabetically sorted so that various property owners will receive only one envelope and only one set of instructions even though they may own a number of parcels of land . The Chairman emphasized the necessity for clearly written defini- tions of the five categories . In the meantime , a wall tax map will be prepared which will cover • the entire Town of Lansing ; it should be placed on some sort of backing which will permit moving it for convenience . Each card returned by a property owner will be used to locate the relevant parcel on the tax map , and its location will be given a color to show in which category it falls . Transparent marking could be used for this sort of indication . The Town Supervisor has stated the necessity for making it clear that zoning will be effected - - and not that this mailing is in any respect to indicate approval or disapproval of zoning . By the time of the meeting of the Council on the fourth Monday in November (the 25th of the month ) , the work crews can be or - ganized to mail the questionnaire . There should be newspaper notice of this meeting . Miller There will be a meeting of Council chairmen on November 21st . Mr . PLANNING Preston is working on editing and condensing the reports to get COUNCIL them all into uniform style so that they can be easily read by anyone , and copies could perhaps be available in the future as a record . There being no further business , the meeting was adjourned at 8 : 55 p . m . s- •
