HomeMy WebLinkAbout1968-08-12 I z'. • J1 ' 4 Minutes 1 LANSING PLANNING BOARD • August 12 , 1968 : Town Hall Regular Meeting PRESENT : Mr . James Showacre , Chairman ; Mrs . Viola Miller ; Messrs . Frederick Edmondson , H . D . Ruzicka Also : Mr . Frederick Spry (until 8 : 15 p .m . ) ; Messrs . Robert Friedbauer and Otto Schoenfeld , Real Estate Developers ABSENT : Messrs . Paul Barron , Alex Cima , James Wood The meeting was called to order by the Chairman at 8 : 05 p .m . Messrs . Friedbauer and Schoenfeld presented the material on REAL ESTATE their proposed real estate developments . Mr . Schoenfeld owns DEVELOPMENTS land near Route 13 , between Triphammer and Warren Roads . He presented maps to show his plan for development of this area with reference to the development of Mr . Friedbauer ' s project . Mr . Schoenfeld was informed that the Lansing Planning Board cannot give its approval to his proposed road system until he has received approval from the Town of Ithaca Planning Board , inasmuch as part of his proposed roads are in the Town of Ithaca . • Mr . Friedbauer then presented his plans , which involve the possibility of the development in the Town of Lansing and the adjacent road in the Town of Ithaca . He plans to build 144 two- and three -bedroom town-house apartments with a central open area which will be wooded and perhaps have a swimming pool . Two squares of the apartments would be built first , as a first step . The site planner will furnish information as to where these initial units will be built . It was decided that there should be a special meeting of the Lansing Planning Board on August 26 , 1968 , for the purpose of taking action on these plans . Mr . Schoenfeld asked whether there could be a joint meeting of the Ithaca Town and Lansing Planning Boards if there is any difficulty in his meeting with the Town of Ithaca Planning Board . This idea was approved . Messrs . Friedbauer and Schoenfeld then departed . Edmondson Mentioned the necessity for a repository , accessible to the EQUIPMENT Planning Board , for the storage of maps , preliminary plans , and other such materials , inasmuch as if such material were to be lost there would be no legal recourse in case of alter - cation . MOTION by Mr . Edmondson , seconded by Mrs . Miller , - • and unanimously carried , to purchase a filing cabinet for such Minutes , LANSING PLANNING BOARD , August 12 , 1968 ; Town Hall , Regular Meeting , page 2 • material , to be placed in the Town Clerk ' s office , to which the Planning Board would have access . The minutes of the meeting of July 8 , 1968 , were presented . MINUTES MOTION to approve , by Mr . Edmondson , seconded by Mr . Ruzicka , and unanimously carried . Showacre In the proposed Subdivision Regulations , the ordinance re - SUBDIVISION garding enforcement of the regulations should be divided REGULATIONS off , as proposed by Mr . Edmondson , into a separate ordinance , and then only that particular separate ordinance would have to be published . The Town Board will have to hold a public meeting for only that part , and not the entire body of the regulations . Mr . Showacre will formally present this to the Town Board at its meeting on August 13 , and if the change is approved this will preclude the necessity for another public hearing . The material should be presented to the Town Board for its approval in the form of changing the stencils where possible , and making new stencils wherever necessary . . A large sum of money would be saved by the above procedure. Mr . Showacre will recommend at the Town Board meeting that it hold a public hearing on the ordinance enforcv$nguthe sub - division regulations , and in the meantime the Planning Board • will prepare a final draft for their approval . This material will be ready for the special Planning Board meeting on August 26 . Showacre Has received a copy of the proposal with the changes cover- 701 FUNDS ing the Scope of Services and the Cost Analysis . In that document it is definitely spelled out that the Planning Council is going to work with the Planning Board . This pro - cedure makes necessary the completion of the Council ' s work with the Planning Board in the first year . There being no further business to come before the meeting ., the meeting adjourned , upon MOTION of Mr . Ruzicka , seconded by Mrs . Miller , and carried , at 9 : 15 p .m . •
