Alex Cima Also : Messrs . Harris Dates , Floyd Ferris , H . D . Ruzicka ABSENT : Messrs . Paul Barron , Frederick Edmondson , John Ettinger , James Wood The meeting was called to order by the Chairman at 8 : 15 p .m . There being no quorum present , any action taken at this meeting will have to be ratified at the regular meeting of June 10 , 1968 , providing a quorum is present at that time . This special meeting was called to review Article IV , "Procedure , " of the Sub - division Regulations , which had not originally been accepted by the Board . Also Article XI , Violations and Penalties . It was brought out that the junkyard and the dump ordinances of Lansing embody penalties . The Chairman read aloud Article 1 , Land Subdivision Rules and Regulations of the Town of Lansing , New York . Mr . Niederkorn had supplied revisions to the parts not previously approved by the Board . • In Section 402 , D , second paragraph , the words "Preliminary Plat " were deleted . It was noted that these revised regulations follow the Town Laws of the State of New York . The Chairman called attention to the fact that although the State Law recommends and authorizes fees for subdivision applications , this Board has not suggested any feessdhedule . Mr . Dates felt that a fee schedule should be set when these regulations go into effect , for the protection of the residents of Lansing , as people from outside are coming in , developing property , and then leaving . . Mrs . Miller concurred . Article XII Standard Savings Clause , Court Review , Effective Date . There must be a public hearing announced by a newspaper classified notice . Copies of the proposed laws must be available to the public . After the public hearing the Planning Board could make changes as proposed at the hearing . The Planning Board must then adopt the regulations , after which the Town Board must accept them . Following that approval , the Subdivision Regulations must be published in their entirety in the newspaper . Ten days after publication , they become law . Discussion of the regulations and their possible effect in the Town of Lansing followed . Mr . Dates stated that he would call a special meeting of the Town Board to go through these proposed regulations , after which action for their possible enact - ment could be taken . This should be done as quickly as possible . He specified that Mr . Niederkorn and Mr . Williamson , as well as some members of the Planning Board , must be present . The meeting was adjourned at 9 : 40 p . m .
