• LANSING PLANNING BOARD
May 13 , 1968 : Town Hall
Regular Meeting
PRESENT : Mr . James Showacre , Chairman ; Mrs . Viola Miller , Messrs . Alex Cima ,
John Ettinger
ABSENT : Messrs . Paul Barron , Frederick Edmondson , James M. Wood
The meeting was called to order by the Chairman at 8 : 10 p . m .
SHOWACRE Mr . Niederkorn very quickly made up a revision of the scope of SCOPE OF
services , reducing the total contract from the previous figure SERVICES
to $ 26 , 000 . This was sent to Albany , but as yet there has
been no response from Mr . Drogin .
The Chairman also had gone back to Mr . Niederkorn with the SUBDIVISION
subdivision regulations . Mr . Showacre attended the Town REGULATIONS
Board meeting on Friday , April 19 , and nearly two hours were
spent in going through the entire set of regulations . The
Town Board members raised a few questions , and some changes
were made in the regulations . There were , however , no drastic
• changes , and nothing in the general picture will be changed .
The only change which might have some effect had to do with
the subdivider giving land , or cash in lieu of land , for
recreation purposes , and it was decided that only a major
subdivider is to be held to this regulation .
The Town Board members inquired into the purpose of many of
the items . Mr . Showacre believes that he explained all of
these satisfactorily . The Town Board members were concerned
about the change in highway specifications . They are now
thinking of holding the subdivider responsible for putting
on the road surface . The regulations were changed to show
that the streets must be constructed in accordance with
specifications ; hence the wording in the subdivision regula -
t ions will not need to be changed if the street specifica-
t ions are changed .
Following the Town Board meeting , Frederick Edmondson had
called a meeting , held in his office , attended by himself ,
Mr . Niederkorn , and Mr . Showacre . They decided the procedure
would specify a public hearing folliowds *g the submission of
the final plat , as it is specified in the Town Laws of the
State of New York . The three agreed that they could not see
the reasoning behind having a public meeting after all im-
provements have been put in , rather than beforehand . They
• therefore included a provision for another public hearing
at the discretion of the Planning Board , to follow the pre -

• liminary plat , so that the Planning Board can hear comments
from interested people before any construction takes place .
This would involve the extent of construction . In some
cases where no major improvements are called for , perhaps
the first meeting could be omitted . The subdivider should
know about a proposed meeting at the earliest possible stage
in the procedure . Mr . Niederkorn was upset about this , as
he wishes to make the public hearing a requirement .
There will also be a paragraph stating that if a subdivider
wishes to submit for finalapproval only a section of his sub -
division at a time , then the entire subdivision must be filed
with the Town Clerk in accordance with the Town Laws of the
State . A major subdivision would be four or more lots . The
Board would consider all subdivisions , not just two or three
or four ; but all would be considered as such .
Mr . Niederkorn has requested a meeting of the Planning Board
on May 27 , for consideration of the subdivision regulations ,
and if Mr . Williamson can get to the ordinance designated to
be drafted by the Town Attorney and get this to Mr . Niederkorn ,
the latter will have the regulations ready by May 27 .
Mr . Catherwood had telephoned Mr . Showacre to say that he was CATHERWOOD
taking his subdivision map to Frank Liguori for approval . Mr . SUBDIVISION
Showacre attached a memorandum to the map indicating that
Town Highway Superintendent Don Sharpsteen had given approval
contingentupon a final inspection . He said also that when
the road bed was completed and the base put on the road for
the top , this Board would give him final approval . Mr . Gather -
wood said he would pick up the maps from Mr . Liguori and re -
turn them to the Planning Board after the roads had been put
in . So far , the maps have not been received .
MILLER The most recent meeting was held on the 29th of April . Two PLANNING
of the basic studies will be presented on Moxday night , COUNCIL
May 20th , followed by additional ones on June 3 , and the re -
mainder on June 17 . The presentations will start with the
study on fiscal analysis , followed by the one on community
facilities . It had been planned to either mimeograph or
xerox copies and send them out to the members who are con-
cerned with these particular topics , but the cost of the re -
production and postage would be considerable . Mr . Preston
feels there should be at least five or sic copies - - at least
a copy for each chairman , for study and analysis at the meet -
ings .
It was suggested to Mr . Cima that the housing analysis be made
on the basis of the seven sections used in the fiscal analysis .
It was also suggested that a biography of the Town be included
• as a two - or three -page addition to the studies .

• SHOWACRE Mr . Showacre stated that he had received a copy of a letter ETTINGER
of resignation , effective June 1 , 1968 , from Mr . Ettinger , RESIGNATION
sent to Harris Dates a month ago .
MILLER Stated that the Planning Board accepts the resignation with
deep regret .
ETTINGER For the purpose of spotting the locations of fire hydrants , LANSING FIRE
the Lansing Fire Department would like a copy of the map DEPARTMENT
which Mr . Showacre is now preparing . There has been dis -
cussion about a new fire house . Fire Department personnel PLANNING
are becoming quite interested in making a study , as some -
thing must be done in the matter of additional fire pro -
tection . Some of the members of the Fire Department think
that the present fireihouse should be moved to a southeastern
area ; or they might decide to build an addition onto the
present fire house .
SHOWACRE Pointed out that this matter is part of Mr . F . B . Wright ' s
report . Mr . Cushing Murray is on the Wright committee and
is supposedly working on this .
MOTION by Mrs . Miller , duly seconded and carried , to adjourn ,
at 9 : 20 p .m .
