Alex Cima , John Ettinger ABSENT : Messrs . Paul Barron , Frederick Edmondson , James M . Wood The meeting was called to order by the Chairman at 8 : 20 p . m . Minutes of the meeting of March 11 , 1968 , were presented . MOTION by Mr . Ettinger , seconded by Mrs . Miller , and carried , to accept the minutes as previously distributed . Showacre Stated that the difficulty with the planning is now one of PLANNING timing , because of the number of projects it process . Miller In lieu of a report , Mrs . . Miller submitted the minutes of PLANNING • the April 1 , 1968 , joint meeting of the Lansing Planning Council and the Lansing Planning Board . COUNCIL Ettinger Is not worrying about having additional people on the Com,* TRANSPORTATION mittee until after he and Mr . Flinn attend the seminar to be held by Ernest Cole at the end of April . Robert L . Wilk" CIRCULATION Iv.a nr, might be persuaded to participate in this committee COMMITTEE work . People from the Town Highway Department might be very helpful in doing work such as gathering practical inform- tion out on the roads themselves . Both Messrs . Wilkinson and Ettinger have sufficient office help to take care of any necessary office work . If preparatory work can be done by an expert , others can perhaps carry on from there . Does not know yet just what the committee is supposed to do , but at - tendance at the Cole seminar will be a guide to the committee members as to what is needed . Showacre Suggested a number of projects which could be started , and worked on between now and the time of the seminar . The report should be used as a start , and recommendations should come last . The ability of people to pay for proposed improvements must be a basic consideration in planning . The night of April 15th there will be another meeting of the PLANNING COUNCIL II/ Council , at which time it is hoped the subdivision regula » tions can be presented . Drogin ' s finding out about the Council committee work that has been done , he attended the recent joint meeting of the Planning Board and the Council , and is again working on the request and pushing it actively . Now the Planning Board must come up with an amended Scope of Services which reflects the work of the Planning Council . Mr . Showacre distributed copies of a "Consultant ' s Detailed Proposal , " which retains the original services to be done by the Council and reviewed by Mr . Niederkorn , but also includes some additional services . Before Mr . Niederkorn proceeds , he needs to know exactly what this Board wants , and then he can send the request to Albany . Ettinger Felt that it would be dangerous to accept the proposal if it is not flexible , as we should not be bound to pay Mr . Nieder » korn for certain listed studies if by any chance the study is done in some way other than by him . MOTION by Mrs . Miller , seconded by Mr . Ettinger , and carried , that the Chairman take this proposal to Mr . Niederkorn and check it over with him and find out what his reaction is , and bring that information back tothis Board . Mr . Showacre will write a letter to Mr . Niederkorn to accom- • pany the proposal , stating that the Board unanimously recom- mended that he consider this and use it in developing an amended Scope of Services , but that he does not have to be bound by the exact wording . Miller The Planning Council wants to be sure that they are doing the work which Mr . Niederkorn actually wants to have done . Ettinger Suggested that anything Mr . Niederkorn wants to put in the pro - posal , with which Chairman Showacre concurs , be satisfactory to this Board . He feels it very urgent that the proposal go out this week instead of waiting for the material to be brought back to this Board . The material should be sent out as soon as Mr . Niederkorn and Mr . Showacre concur , without any delay whatsoever . Upon MOTION by Mr . Ettinger , seconded by Mrs . Miller , and car - ried , the meeting was adjourned at 9 : 55 p . m . • Minutes , LANSING PLANNING BOARD , April 8 , 1968 ; Town Hall , Regular Meeting , page 2 • There will also be a meeting for the town planning boards of Tompkins County with New York State Electric and Gas people , in the auditorium of their plant at Etna , at 7 : 30 p . m . on April 22 , 1968 , for the purpose of discussing the Bell Plant and how it will affect the county . Because of its location in Lansing , not only the Planning Board but also the Council committee chairmen will be invited . Showacre The schedule now calls for the Chairman of the Planning SUBDIVISION Board to meet with the Town Board to go over these regu- lations . It is not felt that the Town Board will approve REGULATIONS them completely , but until the Town Board accepts them it is impossible to schedule any of the necessary public hear - ings . The first meeting should provide a fair idea of what the Town Board wants , and on this basis the recommenda - tions of the Town Board and the Planning Board will be com- bined and given to Mr . Niederkorn , with the request that a copy be made for submission at a public hearing . After a draft has been prepared for this purpose , there must be an announcement of the hearing . The Planning Board of course does not wish to accept Town Board decisions with which they are not satisfied . Mr . Showacre has drafted a tentative type of town ordinance DEAD-END ROADS concerning dead -end roads which will go to the Town Board 411 for their decision , and may be a means of approaching the ORDINANCE Town Board in connection with subdivision regulations . This draft was read to the members present . It was the sense of the Planning Board members that the only approach is to put the temporary dead »end roads on the sub - division maps , with projections to show that they will become through roads in the future . There has been no further action in connection with this CATHERWOOD subdivision . SUBDIVISION Cooke Cadillac is rumored to be locating acrossifrom the COOKE CADILLAC Cinema Theater , in back of the Sheraton Motor Inn . Showacre In addition to the information contained in the minutes of 701 FUNDS the special meeting of April 1 , 1968 , Mr . Showacre stated the following : Mr . _ Drogin originally asked if the Planning Board did not wish to consider a number of special services , and was not happy about spending a great deal of money on basic studies . Lansing ' s request for funds was therefore shelved for various reasons . Now the request has been modified in accordance with Mr . Drogin ' s wishes . Active interest must be expressed • by the Planning Board , as there is apparently no cooperation
