HomeMy WebLinkAbout1968-03-11 Minutes II/ LANSING PLANNING BOARD March 11 , 1968 : Town Hall Regular Meeting PRESENT : Mr . James Showacre , Chairman ; Mrs . Viola Miller ; Messrs . Paul Barron , Alex Cima , Frederick Edmondson , John Ettinger ABSENT : Mr . James M. Wood The meeting was called to order by the Chairman at 8 : 15 p .m . Minutes of the meeting of February 12 , 1968 , were presented and discussed briefly . MOTION by Mr . Barron , seconded by Mrs . Miller , and carried , to approve these minutes . Miller Reported that the next meeting of the Planning Council will TOWN SURVEY • be on Monday night , March 18 , at which time some preliminary reports from study committees may be made . Mr . Ken Gardner will be at the meeting and will describe something of the studies which have been made and the type of work done in Candor in connection with town planning . With the help of Mrs . Willman and Mrs . Dart , the survey of Lansing is now finished . Over 90 percent of the residences in the Town have been covered , and no area has been left out . The questionnaires were checked for all occupations . A card index has been compiled from the questionnaires for help in finding people to do basic studies . This material will be cross - indexed later on . Mrs . Miller is to give a speech about Planning , etc . , . on Wednesday , March 13 , to the Senior Citizens group of the Town of Lansing . Ettinger Had written to Mr . Catherwood with reference to finalizing CATHERWOOD his subdivision plans . Mr . Catherwood ' s reply said that he hoped this Board would be able to approve his plans in SUBDIVISION final form at this meeting , although approval had not been obtained from the Health Department . In his subsequent letter , Mr . Ettinger informed Mr . Catherwood that he also needs the approval of the Highway Superintendent . Mr . • Catherwood ' s reply of March 6 stated that he could not be ready with his final plat plan for the roads for this meet » ing , but will have this in time for the Board ' s April meet - ing . Minutes , LANSING PLANNING BOARD , March 11 , 1968 ; Town Hall , Regular Meeting , page 2 Showacre Has had inquiries about the tract of land owned by Vol - LANSING • brecht on Drake Road behind Colonial Cleaners , the first TRACT from an Auburn lawyer , and then from a local realtor . Frank Liguori mentioned that he wondered what reaction the NEW SEWER Lansing Planning Board would have if Lucente and Kulakosky DISTRICT were given approval to put in a sewage treatment plant in the Warren Road -Asbury Road area . Mr . Liguori stated that this would be for one thousand units . According to Mr . Edmondson , treatment for one thousand units would require a seven-acre lagoon . Cima Discussed his development plan in relation to the problem DEAD -END ROAD of a temporary dead -end road . He will attend the Town Board meeting Tuesday night , March 12 , as this is a Town matter . Barron Thinks some Town problems should be worked on forcefully PLANNING BOARD by the Planning Board . Three of these are the junkyard OBJECTIVES ordinance , the dump regulations , and the matter of dead - end roads . Suggested a need for more publicity on these matters . Mentioned a good article on land use , which he feels should be read by members of this Board , in the February American Agriculturist . This can be obtained by writing to Box 23 , Roberts Hall , Ithaca , New York . • Miller Stated that there is an article in the March issue of SUBDIVISION "Better Homes and Gardens " on open- space development . PLANNING Showacre Referred to a letter he had written Mr . Drogin concerning 701 FUNDS a possible change in the development of our Master Plan with the State . As yet Mr . Drogin has not replied . Some discussion followed concerning the use of studies done by volunteer workers . Edmondson The only drawback for their use is that it is possible for the State to refuse payment to the professional unless they are sure that the basic data are correct ; and if the pro- fessional vouches for the correctness of the volunteer work he must of necessity do a great deal of the work him- self and check all of it . Showacre Mr . Drogin said that the more volunteer and local work in- volved , the better off we are , so far as he is concerned . The Board then turned to a review of Subdivision Regulations . SUBDIVISION The Recording Secretary was excused at this point (9 : 30 REGULATIONS p .m . ) • After an hour ' s discussion of points that did not seem Minutes , LANSING PLANNING BOARD , March 11 , 1968 ; Town Hall , Regular Meeting , page 2 workable to most of the Board , it was decided to hold a • meeting with Mr . Niederkorn on March 25 . The meeting was adjourned at 10 : 30 p .m . • • •
