Paul Barron , Alex Cima , John Ettinger Also : Mr . Gerald R . Talandis , Developer ; Mr . Thomas Niederkorn ABSENT : Mr . Frederick Edmondson The meeting was called to order by the Chairman at 8 : 00 p .m . At 8 : 05 p .m . Mr . Talandis entered , and Mr . Niederkorn at 8 : 10 p .m . TALANDIS Mr . Talandis was permitted to address the Board as soon SUBDIVISION as he entered . He owns about sixty acres in the Town of DEVELOPMENT Lansing , on Graham and Dart Roads , about 300 feet short of Warren Road . At present he has no specific plans , but may build either houses or apartments or a combination of • these . He has in mind individual lots 80x100 feet ; houses to cost approximately $ 17 , 000 to $ 19 , 000 . No concrete plans will be presented to the Board for at least a year , as this development will be a ten- to fifteen-year pro - gram . Although construction would probably not start un- til the spring of 1970 , Mr . Talandis expects to rough-cut the roads during the summer of 1968 . When questioned about possible recreational space to be allowed for on this land , Mr . Talandis stated that his past experience has been that buyers do not wish areas of this sort in subdivisions . He would , however , be glad to supply the land for this and then deed it to the Town for maintenance , as he feels that this is a community problem once the property development is completed and the de - veloper has left . He will come before the Board eventually with a rough plan , and the Board can then approve each segment of the develop - ment as he proceeds . Mr . Talandis left at 8 : 35 p .m . NIEDERKORN Mr . Niederkorn then met with the Board to review the pro - SUBDIVISION posed subdivision regulations which he has formulated . 11111 During the reading and discussion he emphasized the point REGULATIONS Minutes , LANSING PLANNING BOARD , January 22 , 1968 ; Town Hall , Special Meeting , page 2 • that in spite of the fact that regulations are all spelled out , the Board nevertheless has some discretion and can ease up or tighten up , or slow down or expedite , in individual cases . Following the reading and discussion of the proposed regulations , Mr . Niederkorn presented some questions answered by the Board as follows : In regard to roadbuilding , the subdivider should take care of everything except the surfacing of roads . The subdividers should put in water , sewer , storm drainage , and lighting at their own expense . The street names can be provided by the subdivider , with the installation of street signs provided by the Town . The subdivider should provide and pay for permanent so - lutions to possible drainage problems on his subdivi - sion as well as any existing development which may be adversely affected by runoff from his subdivision . Cluster concepts , i . e . putting houses on small lots and pooling the extra space for recreation areas , could be encouraged and the house designs geared to • this concept . This would be at the discretion of the Planning Board . Niederkorn left at 11 : 25 p .m . , but will meet with the Board at its next meeting , on Monday , February 12 . ETTINGER Distributed to the members present copies of a booklet BUILDING CODES entitled "How . " He also had available a copy of various AND PERMITS New York State publications on building codes , obtained from Mr . Donald Dixon , of Skaneateles , of the New York State Department of Building Codes : a Construction Code Manual ; a Model Housing Code ( intended for cities ) ; copies (which he distributed ) of a model ordinance , the blanks of which could be filled in and submitted to the Town Board for approval . This code is in use by many towns in New York State . He had also a list of what communities are now charging , as well as sections of the Law . SHOWACRE Suggested that Mr . Ettinger fill in whatever blanks are to be answered and use the resolution for building inspector permits in the State publication and submit this to the Town Board . MILLER Stated that the Planning Board is being criticized because TOWN PLANNING it has proposed no constructive action . • BOARD SHOWACRE Said he felt that this Board should make the proposals to the Town Board . Mr . Dixon can be called upon to attend Minutes , LANSING PLANNING BOARD , January 22 , 1968 ; Town Hall , Special Meeting , page 3 any meetings of this Board or meetings of the Town Board Ill • when it is felt that this might be advantageous . The Chairman suggested that this Board pass the resolutions as soon as possible , and in order to promote this the Board might ask that Mr .' Dixon attend a Town Board meeting to help explain the resolutions . It was suggested that Mr . D ixon meet with this Board first and then with the Town B oard afterward . MILLER MOTION , seconded by Mr . Barron , that this Board proceed with the utmost haste in: providing a suitable resolution for both the building code and the building inspector , for considera - t ion by the Town Board . In the discussion which followed , Mr . Barron stated his objection , that this may be moving too fast to be brought to the people at one time . Mr . Ettinger stated his feeling that this Board has been sit - t ing for a year worrying about reactions ; that he would like to bring this matter before the public . The motion was put to a roll-call vote , resulting as follows : Mr . Barron Yes Mr . Ettinger Yes Mr . Cima Yes Mrs . Miller Yes Mr . Showacre Yes It was the sense of the Board that at the next meeting def- • inite resolutions and methods of implementation therefor will be approved . It is not yet known who will be appointed by the Town REPLACEMENT FOR Board as a new member of the Planning Board to replace Herbert Ley . HERBERT LEY The Board then proceeded to consider itself in executive ELECTION OF session for the election of officers for the calendar year 1968 . The present officers are : OFFICERS Chairman James Showacre Vice Chairman John Ettinger Secretary Mrs . Viola Miller Treasurer Alex Cima MOTION by Mr . Barron , seconded by Mr . Ettinger , that the slate of officers as shown above be proposed , and that the Secretary cast one ballot for this proposed slate . This motion was carried unanimously .
