John Ettinger Also : Mr . Frederick P . Steinhardt ABSENT : Messrs . Paul Barron , Alex Cima , Frederick Edmondson * * * The meeting was called to order by the Chairman at 8 : 15 p .m . There being no quorum present , no formal business could be con- ducted . Minutes of the meeting of December 11 , 1967 , were presented . MOTION to accept by Mr . Ettinger , seconded by Mrs . Miller . Carried . • The Chairman submitted to the Board members present the SUBDIVISION rough draft of the first part of the subdivision regula - REGULATIONS tions as prepared by Mr . Niederkorn , who wishes the Board members to study the five articles which he has outlined , and be prepared to answer the six questions to which he needs answers . The Chairman presented the financial report for the FINANCIAL calendar year 1967 . REPORT In reply to Mr . Ettinger ` s question as to whether the News - letter was actually worth the expense involved and the great amount of time and work contributed by Mrs . Miller , she replied that the first issues had aroused a great deal of interest , but that from now on unless there is something definite to report it is not worthwhile . Discussion which followed revealed that while the issues had not perhaps changed the opinions of any of the opposition , they at least had been read and discussed , and had cooled a great deal of the emotional criticism which had prevailed . Many of these individuals do not read the newspapers , and the Newsletter may therefore be their only source of informa- tion on the subject of planning . • MOTION by Mr . Ettinger , seconded by Mrs . Miller , to table the financial report . Carried . Minutes , LANSING PLANNING BOARD , January 8 , 1968 ; Town Hall , Regular Meeting , page 2 • SHOWACRE The Chairman reported that to his knowledge all of the APPLICATION necessary forms had been submitted and that the 701 ap - FOR 701 FUNDS plication is now in the stage where Mr . Niederkorn is putting it together ; after this , Mr . Dates and Mr . Show- acre must sign it , and the application will then go to Albany . Mr . Showacre will follow up on this and obtain Mr . Dates ' signature . MILLER Reported that Mr . Smidt has been held up in working on PUBLIC the data cards , but hopes to have everything ready by the RELATIONS February meeting of the Council . Additional Council mem- bers will be needed to help in assembling the facts from the cards . ETTINGER Expressed the opinion that perhaps pulling out the raw data from the cards may involve some unwarranted ex- pense , but the Chairman and Mrs . Miller felt that a great deal could be obtained from the cards on a free basis . Mr . Ettinger volunteered the use of his firm ' s sorter , providing someone is available who knows how to set it up to take out the various types of information desired . SHOWACRE Asked whether Mr . Smidt had said anything about reactivat - PLANNING COUNCIL ing the committees . • MILLER Replied that he intends to do this in February . SHOWACRE Inquired as to the status of this subdivision . CATHERWOOD ETTINGER Replied that the map which Mr . Catherwood had submitted SUBDIVISION to the Town Board had been accepted by them as a final map , and that everything had been set up before the Lansing Town Planning Board had come into existence . He will check over the map and make sure that Mr . Catherwood will not be held up in any respect . He must have Health Department approval , Road Commission approval for his roads , and the Planning Board should have a written record of what Mr . Catherwood has done along these lines . SHOWACRE Called a special meeting of the Planning Board for Monday , SPECIAL MEETING January 22 , 1968 , at eight o ' clock , for the purpose of : ( 1 ) Election of officers . ( 2 ) Discussion of the remainder of the rough draft of subdivision regulations . (Mr . Niederkorn will be at that meeting in order to ascertain what the Board wishes to do about his outline and the six questions he has posed . He will have to know the thoughts of the Board on these matters in order to complete these regulations . ) (3 ) Resolutions concerning building codes , building permits , building inspector . (4 ) Resolution concerning the appointment of a Town Engineer . SHOWACRE The Chairman emphasized that it is up to the Board to make BUILDING CODES two recommendations to the Town Board : ( 1 ) that the Town AND PERMITS Board pass a resolution requiring building permits and Minutes , LANSING PLANNING BOARD , January 8 , 1968 ; Town Hall , Regular Meeting , page 3 • building codes and ( 2 ) that the Town Board appoint a Town Engineer . This involves asking that the Town Board create by resolution the position of Town Engineer on a fee basis . MILLER Expressed the opinion that this Board must no longer wait PLANNING for a master plan to be approved , to make some recommenda - tions for specific control . Recent events have made it plain that it is better to have some sort of control and perhaps be wrong and have to change later , than to permit commercial enterprises to take over areas in the Town with no restrictions whatsoever . SHOWACRE The Chairman suggested that between now and the regular February meeting several members of the Board prepare pro - posals to be taken to the Town Board . It was the sense of the members present that on the basis of this procedure this Board should formulate some recommendations on build - ing permits and codes , and that these be submitted in written form , with several of the Board members present at such a time . Mr . Ettinger is to prepare a resolution asking the Town Board to appoint a Town Engineer on a fee basis . He may also present a resolution to the Planning Board at its • special meeting of January 22 , 1968 , pertaining to build - ing codes , using the New York State building codes for this region as a guide . MILLER Brought up the matter of a possible resolution regarding ADVERTISING the standardization and regulation of advertising signs . SIGNS MOTION , seconded and carried , that the meeting adjourn at 9 : 40 p . m. 1111
