LANSING PLANNING BOARD

The meeting was called to order by Chairman Showacre at 8 : 10 p . m .
The Chairman stated the purpose of the meeting - to review the
application for 701 Program funds . Mr . Drogin explained the 701
Program , stating that its purpose is to encourage planning , and
that it only seeks in a concise fashion to gather all the information
necessary and present it in easily understood form . The informa -
tion must , however , be included in the scope of services . A planning
consultant is always hired to solve certain specific problems con-
nected with the planning .
NIEDERKORN Mentioned that he had already met with this Board several times
and that the scope of services has been discussed
SHOWACRE Noted that the scope of services as set forth will permit the Board
to determine what is necesssry to be done . Some data are being
gathered on a voluntary basis .
DROGIN Made the following points :
1 . mOnFhh of the major probjems is going to be the commercial zoning
of /Triphammer Road . It is no longer a question of trying to pre -
vent commercial enterprise , ; but a question of controlling . it . This
may necessitate regulations concerning landscaping , set -backs , and
other related matters .
2 . In doing a land -use plan for Lansing it is necessary to con-
sider the elements around the airport , but this may require some
more specific studies covering such things as (a ) future expansion
plans or (b ) what should be the uses of the land around the airport .
3 . The Board should try to determine what will be the effect of
the proposed power generating plant , i . e . what kind of industry , if
any , would it attract ? would it require new rights - of -way for its
• utility lines ? how many new workers would it attract , and where
would they live ?

4 . A study might be made of the steep topography and the feas -
ibility of developing it for residential use . What are the pos -
sibilities , if any , for this kind of development ?
5 . What is the impact of Cornell in terms of its future expan-
sion , of its spinning off new and related industries ? Is it
thinking of anything like this , and how would this affect Lansing ?
6 . The whole residential pattern of the country is changing from
one - house - on- one - lot to a planned development , in terms of a total
environment , in terms of water areas , conservation areas , and then
relating new subdivision areas to these open areas . Perha %s
Lansing could examine the ihatiamm trends and ascertain how the Town
could develop its open areas .
Mr . Drogin also stated that he would accept the scope of services
just as it stands , if the Board does not feel that greater in-
tensity studies of certain areas is necessary . He also suggested
that if the Town survey which is being conducted supplies all the
information considered necessary , along certain lines , then perhaps
something else could be substituted in the scope of services .
DATES Asked whether this means that something should be added to the
• scope of services .
DROGIN Said he meant only that certain areas are so important that you
might request the consultant to do a specific study in order to
arrive at specific answers .
DATES Said he feels this is already covered .
NIEDERKORN Agreed with this , but said it could be tied down more tightly .
DATES Feels that the drainage problem is very important to Lansing , and
is perhaps an engineering problem , but that this too would be
covered in the scope of services as it stands .
DROGIN The Town may wish to have a package presentation which would in-
clude conservation , etc . , and this would take in drainage , con-
servation and recreation areas . This provides a very strong
weapon in dealing with subdividers , or in seeking funds . Since
state and federal governments pay for five - sixths of the program ,
it may be well to consider this sort of presentation at this
time . It is better to set forth exactly what the planner is to do ,
rather than to add services later on .
In talking about the permanent use of open space , areas of this
• sort in a town should be outlined and reserved permanently . When
this is established , it can serve as a basis for requesting pub -
lic funds and also provides a basis for denying a subdivider the
use of certain lands because ofconflicts with permanent open
land use .

• The question is whether the scope of services satisfies the needs
o f the Town .
SHOWACRE Stated that this is a continuing program , and the consultant can
be asked to perform other services at later dates . Some of the
problems will come before the Town very soon and others at some
✓ emote period .
ETTINGER Wouldn ' t the depth of these studies be unknown until you have at
least started on a land -use map ?
MILLER It would be a little difficult at this time to know in what areas
leap to concentrate . The interest does not lie only in the south
e nd of the Town . Wouldn ' t it be necessary to do more studies on
the Town in order to decide where you want to put the emphasis ?
NIEDERKORN The land - use map will be developed to show what is needed and what
specific control is needed .
SPRY What powers do you have ?
NIEDERKORN Short of purchasing the land , you don ' t have very much power .
SHOWACRE The Conservation Department has some say as to what we do with
streams , etc .
• DROGIN In looking at the whole picture you can ' t single out one thing .
The Department of Agriculture is taking much more interest in
rural development ; the Conservation Department is taking much more
interest in land use ; the federal and state departments are also
interested in providing money for recreation areas , etc . . All
this may enable you to control subdivision use .
DATES This seems to be a Utopian plan , and it seems to cover everything we
need and meets all of our requirements . We can ' t afford per -
fection , but anything is better than what we have now .
DROGIN In order to present the application for processing we need to have
from the Town :
1 . A letter from the local agency indicating that they do not
want a neighborhood analysis .
2 . A local agency transmittal letter specifying the scope of
services .
3 . A resolution of ordinance granting the Planning Board the
power of subdivision control .
4 . A letter describing the office space and equipment available
. for the consultant , where he can store maps , records , and have a
suitable place in' which to work .

• 5 . AA resolution letter from the Town Board indicating that they
will pay the one - sixth share ; payment can be made after the pro -
gram is completed , generally three years after the program was
started . With the total cost at $ 33 , 776 , the Town would have to
pay $ 5 , 629 , and the public funds share would be $ 28 , 117 .
After the consultant has submitted all of the material , it will
take the State about a month / a onar � iensthe ' material will be sub -
mitted to the federal government . This may take another month or
so , or there may be a long delay , which may mean no approval for
six months or even longer after the material is submitted . A
priority system may also delay the processing , although Lansing
would be scored high because of its many problems .
EDMONDSON Will county planning take the place of town planning ?
PETERS No ; we are happy to see a Planning Board which is tied in with
county planning .
DROGIN The State takes a larger look if the boards are allied . Better
and more help is available if the planning is on a county basis .
DATES The fact that there will shortly be county planning means that
the Lansing Town Planning Board will not be less useful , but will
• be busier than it is now .
SHOWACRE I Town and county regulations are often interrelated , and there will
be coordination between the two when they are both active groups .
DROGIN The consultant has estimated his cost as $ 30 , 980 . The State ad -
ministrative cost , to provide a representative to attend numerous
meetings and provide a second professional , is $ 2 , 468 . The fed -
eral inspection fee is $ 328 . The total cost of the project is
therefore $ 33 , 776 , of which the Town share is $ 5 , 629 . The admin-
istrative charge will not increase even if it costs the State
more ; and it will decrease if it costs the State less .
The State acts as a third party and contracts with the consultant
and handles all negotiations with him on his contract .
PETERS It is important that the Town Board and the Town Planning Board be
in accord as the work proceeds .
The meeting was adjourned at 9 : 20 p . m .
