Paul Barron , Alex Cima , John Ettinger , Hank Ley ABSENT : Mr . Frederick Edmondson Also attending : Mr . Levi Wood , Lansing resident * * * * The meeting was called to order by the chairman at 8 : 15 p . m . Minutes of the previous meeting were read and approved . Showacre Report of visit by Edmondson and Showacre to meeting of the ITHACA Greater Ithaca Planning Board meeting March 6 . There was a difference of opinion on the Ithaca Board as to how much of PLANNING their information could be made available to the Lansing Board . Certainly the portion compiled when Lansing was a BOARD member of the Board is available . The Ithaca Board planner has been instructed to survey the problems of Ithaca ' s South Hill area , and will probably have little time at first to devote to other problems . Ithaca Board voted to permit Lansing to send a representative to its meetings , such person to be without vote in the metings . Edmondson and Showacre felt there is little to be gained by joining the Ithaca Board at this time . Ettinger Why did Dryden leave the Ithaca Planning Board ? Did it receive good value ? Do you recommend that we send a repre - sentative to their meetings ? Cima Didn ' t Lansing belong to the original planning board ? The Lansing Town Board did not feel the association was of much value . Miller The maps of the Town were a product of that period . Showacre Dryden signed a contract with the Ithaca Planning Board and paid the fee . ( $ 500 per year) . The 701 plan was drawn up by the Board under the contract . The Board felt Dryden did receive good value . Dryden has not attended meetings since its contract expired . Lansing was a member for one year . Ley MOTION : Lansing Planning Board not join the Ithaca Planning Board at present , but send a non -voting representative to the meetings . irMiller Second . Passed . Miller Report of Public Relations Committee . Committee is prepared PUBLIC to get out a letter to the public describing the Board and RELATIONS its activities sometime in April , when there are funds COMMITTEE available . Ley attended the meeting in INFORMATION Syracuse of the New York State Commission on Conservation of Agricultural Land , Copies of the speeches will be circu - COMMITTEE lated to Board Members . A map has been prepared dividing the Town of Lansing into 25 centers of interest . It is proposed to appoint one or two people from each center to a planning council . This council would serve an information receiving and dis - seminating function . Kenneth Gardner and Ernest Cole of the Tompkins County Extension Service have been contacted and would be willing to conduct two or three training sessions for the Planning Board and planning council . Ley MOTION : A special meeting be called March 20 to discuss this matter with Messrs . Gardner and Cole . Ettinger Second . Passed . Cima Report of Committee for Subdivision Interests . Cima has SUBDIVISION been discussing the problems of the Town with various residents . There is concern about unoccupied older houses , INTERESTS billboards , thru -way from Ithaca to Auburn , shopping area near Stellar Industries , housing developments . It is his COMMITTEE feeling that there need to be many discussions with many people to discover the needs and wishes of the residents . Mr . Wood It is a mistake to jump into zoning without planning . All agreed . Showacre Report of Professional Planning Relations Committee , given PROFESSIONAL by Showacre in absence of Edmondson . A letter has been received from Mr . Darwin Field , Chief , Bureau of Community PLANNING Planning , Albany , saying that a man has been delegated to come to Lansing Monday , April 17 , to discuss planning with RELATIONS the Town Board and the Planning Board , and to outline pro - cedures for applying for state and federal grants for town COMMITTEE planning . Ettinger MOTION : A special meeting be held April 17 for the purpose of discussing planning with the Albany delegate . Ley Second . Passed . Ettinger MOTION : April 3 be designated a training session to be conducted by Messrs . Gardner and Cole for the planning council . Miller Second . Passed . Showacre Formal creation of Town of Lansing Planning Council . Proposed LANSING to set up a Planning Council of townspeople to assist the Town Planning Board . Organization , purpose , membership and PLANNING officers to be as specified on the attached organizational plan .
