The information concerns the activities of the Planning Board , and some explanation concerning the meaning and purpose � of Town planning . The invitation is to you to take an active part in helping to create a Master Plan for Lansing by cooperating with the Planning Council , a volunteer organization formed to work with both the Planning Board and the people of Lansing . LANSING , FORHED A PLANNING BOARD After many years of deliberation , on February 14 , 1967 , the Lansing Town Board established and appointed a seven-member Town Planning Board . The membiers of the Planning Board , all of whom serve without pay , represent , in so far as possible , all areas of Lansing and a variety of business and professional interests . ( Initially , membersiiwill serve staggered terms of one to seven years . As each term expires , a new member will be appointed by the Town Board to serve for seven yearsij . FrectEdmondson 5 " Drake Road Director , Cornell Planning Office Herld Ley 6 " Salmon Creek Road Ralston- Purina Veal Calf Specialist Viola Miller 7 " Bush Lane Housewife _REASON FOR A PLAN The recent rapid growth , especially in the southern part of Lansing , the bring- ing of water and , eventually , sewer facilities into the Town , the needifor Federal and State money for various projects , the hope for an orderly and profitable residential , commercial , industrial and recreational growth in Lansing ', are some of the reasons that make planning necessary . WHAT DOES THE PLANNING BOARD DO ? The Planning Board obtains data on which the Town Board , which is ,. the legis - lativebody for Lansing , can determine the development goals of the Town . The Planning Board then acts only aS an advisory group to the Town Board , with no power to make, Town law . It keeps the elected officials up to date on the problems of Lansing ' s development . It continually reanalyzes the community and its position , and the, attitudes and desires of its citizens . It puts its current thinking on future development in the form of a Master Plan . The development of this Master Plan will take a long time . The Planning Board must become thoroughly familiar with all aspects of Lansing . This has to be done by special studies which will become the basis forithe Master Plan . These studies will include Present Land Use Maps , an Economic Base Study , a Soils Study , Population Study , Streets and Highway Study , a Business Study , and other studies as needed . Coordinating all this material should be done by a • professional planner . However , many of the surveys , gathering of existing inform- ation and other work could quite possibly be done by volunteer groups Of Lansing residents . Lansing happens to be blessed with many people who are specially qualified to help in all these areas . Not only could this method of doing the studied save money , but it could also speed along the process ; even more important , it would give many people a better understanding of their Town and a feeling of having ' a real part in planning its future . • T - 2 - PLANNING COUNCIL CREATED The Planning Council was created to take information about planning directly from the Planning Board to the people , and to bring back to the Board the ideas and desires of the people of Lansing . The Council will work closely with the Planning Board . The Council is presently made up of members from about 25 small neighborhood areas which comprise entire Town . This group has already begun a study of Lansing through a series of meetings under the leadership of Extension Specialists Ernest Cole and Kenneth Gardner . ' As Council members learn about Lansing , they will in turn hold meetings in their neighborhoods where anyone expresses an interest , either in knowing more about planning or in working for planning . The Council is not limited to its present membership . Others , who have a real interest in planning , are wel come°� ! Not everyone feels , at this time , that planning is necessary . You may be one of those people . If so , you should be among the first to request a meeting in your neighborhood . In the interest of good planning , all ideas should be heard . It is possible that Mith a better understanding of the goals and objectives of planning , the person who is now against it just might favor it . Over the years , Hand even now , much has been said about planning and zoning that either does not apply to Lansing or is completely erroneous . Therefore , it is most important that everyone has the opportunity to hear the facts and express his own opinion ! ! ! WHAT ' S HAPPENING NOW Right now , along with other work and study , Subdivision Control is under consideration by the Planning Board and the Town Board . In a limited way it is already,; in effect . Many of the ordinances concerning this were passe0y the Town Board before the Planning Board was formed . These ordinances are being brought together , added to where necessary , and formalized so that any developer can find out easily in the beginning of his undertaking just what he has to do . �� It does not improve his temper , or his loyalty to your Town to find out too late that he has to start all over in order to comply with the laws , which after all were made for your protection as a taxpayer . Good developers want to comply with regulations which protectlithem as well as you . It was also necessary for the Planning Board to have Subdivision Control in order for Lansing to apply for " Urban Planning Assistance ( 701 ) " funds from the State and Federal Governments to help finance the Master Plan . This , incidentally , is one way of bringing back into Lansing some of the State and Federalitax monies you have helped pay . On April 24th , the Town Board met with the Planning Board to hear about planning for Lansing with " 701 " assistance from Mr . Shepard ° Drogin from the State Office of Planning Coordination . Mr . Drogin stressed the necessity for planning and what to expect from " 701 " . This was the first of severalkuch meetings , BE INFORMED The Planning Board is giving much time and study not only in an effort to be well- informed about planning , but also to learn in detail as much as possible about the Town of Lansing . The Board also wants to know what the people of Lansing want . By working with the Planning Council , whose members will , in turn , be working with the residents of Lansing , your Board will know exactly what the people of the Town want and need when the professional planner , whoever he may be , finally makes his proposals for the Master Plan of Lansing . h - 3 - look over the right now to to k Yo'u the residents of Lansing , have the opportunity g list of names at the end of this letter , choose someone you know , and let him know that you want to know more about planning for Lansing . It ' s a two-wayistreet . Your Planning Board and Council want to work with you , but it is you who must let them know that you want information , or that you , too , want to help in ' some way . To do all . that could be done , the Council needs more volunteers . This 14s an opportunity for the people of Lansing to work together to create something special for Lansing , something we can all be proud of , a Master Plan , created riot by just a Board of seven people , but by all the people of Lansing for all the people of Lansing''+ ! ! This shall be inter- preted to include the following considerations which shall guide the Planning Board ' s decision . A . Land to be subdivided shall be of such character that it can be used safely for building purposes without danger to health or peril from fire , flood , or other menace . AO B . Proper provisions shall be made for drainage , water supply , sewage , and other needed improvements and utilities . C . Proposed streets shall compose a convenient system conforming to the Highway Superintendent ' s specifica- tions , and those of the Lansing Planning Board , and shall conform to existing streets and surrounding environment . PLANNING BOARD Town of Lansing PROCEDURE FOR SUBDIVISION APPROVAL 1 . Subdivider shall submit application form to Town Clerk A . Minimum of 5 days before a regular meeting of the Planning Board 2 . Subdivider shall attend a regular meeting of the Planning Board A . Submit basic site plan sketch ( 2 copies ) * 1 . Show topographic features 2 . Proposed lots 3 . Proposed location of buildings , if any 4 . Proposed streets 5 . Proposed water and sewer facilities 3 . Subdivider shall submit a Preliminary Layout to Planning Board A . Three copies necessary showing #2 ( A ) 1 -5 * B . Planning Board review and discussion with Subdivider C . Planning Board advises Subdivider in writing of changes which will be required before conditional approval of Preliminary Layout 4 . (Within 45 days after #3 ) Planning Board shall review for compliancle with #3 ( C ) and take action on Preliminary Layout A . Conditionally approves with or without modifications OR B . Disapproves , stating reasons in writing 5 . (Within 6 months after #4 ( A ) above ) Subdivider shall submit final subdivision plat and supporting data to the Planning Board at a regular meeting ( the Town Clerk should receive the material at least 5 days prior to the meeting ) . A . Two copies of all supporting data required by the Planning Board B . Four copies of plat required ( 2 cloth and 2 paper ) by the Planning Board 1 . If a Tompkins County Health Department subdivision , one cloth and one paper copy to the Health Department . 2 . Each copy must show Health Department approval , if applicable C . Planning Board reviews final plat for compliance and installation of improvements . 6 . (Within 30 days after #5 ) The Planning Board shall hold a public hearing . 7 . ( Within 45 days after #6 ) Planning Board shall take action on final plat . A . Approve B . Disapprove 1 . Meeting with Subdivider to . explain reason for disapproval . 8 . Approved Subdivision Plat A . Town Clerk , one cloth copy ; Planning Board , one paper copy ; ( Health Department , one cloth and one paper copy ) ; Subdivider , one cloth and one paper copy ; one paper copy for each lot in the subdivision : 9 . Subdivider shall file one cloth copy of Plat with County Clerk within 90 days of # 7 ( A ) or it must again be submitted to the Planning Board before filing . * Also; required for a proposed Tompkins County Health Department subdivision , defined as five ( 5 ) or more lots outside of a water and sewer district . a _ • • -1i DEFINITIONS DEAD-END STREET : means a street or a portion of a street with only one vehicular outlet . EASEMENT : means authorization by a property owner for the use by another , and for a special purpose , of any designated part of his property . SUBMISSION DATE : means the date when a Subdivision Plat shall be considered submitted to the Planning Board , as provided in Section 276 of the Town Law , and is hereby defined to be the date of a meeting of the Planning Board at which all required surveys , plans and data are submitted . PRELIMINARY means the preliminary drawing or drawings in- LAYOUT : dicating the proposed manner or layout of the subdivision to be submitted to the Planning Board for its consideration . STREET : means and includes streets , roads , avenues , lanes , or other ways . SUBDIVIDER : means any person , firm , corporation , partnership , or association , who shall lay out , for the purpose of sale or development , any subdivision or part thereof as defined herein , either for himself or others . SUBDIVISION : means the division of any parcel of land into two ( 2 ) or more lots , plots , sites , or other division of land , for the purpose , whether immediate or future , of transfer of ownership or building development , and shall include resubdivision . ',, SUBDIVISION PLAT : means the final map or drawing on which the Sub- divider ' s plan of subdivision is presented toH' the Planning Board for approval and which , if approved , will be submitted to the County Clerk for recording .
