Platt, Code Enforcement Officer * Bud Shattuck, Town Board Liaison PUBLIC PRESENT Lucy Cooper-White Todd Wilcox John (Jack) Young • Elliott Smith GENERAL BUSINESS Gregg Travis, Chairman of the Board called the meeting to order at 5 : 02 PM. Chairman Travis welcomed new member, Henry (Hurd Sheldon to the Zoning Board of Appeals . Acceptance/Denial To Hear Case Fore, Area Variance for Lucy Cooper- White, 123 Armstrong Road, Parcel # 38 44 = 1 5 Lucy White & Agent, Todd Wilcox appeared before The Zoning Board of Appeals requesting to have their case accepted for review . Mrs . White explained that she cares for a child that has a disability and will soon be wheelchair bound . Mrs . White would like to build a room off her garage that would accommodate this child . The property is located in the R1 District which requires the side lot set back of 25 feet . The applicant is requesting that the new structure be 15 feet from the property line. Daniel Konowalow inquired if installing an elevator had been considered. Mrs . White explained due to the cost and the available space inside the home, it would not be feasible. David Dittman questioned whether Mrs . White had contacted the owner of the surrounding parcel to see if a deal could be made for 10 ' of property. Mrs . White has contacted the owner(s) in the past and they have advised her that they are not willing to sell a small amount of land , they wish to sell the entire parcel at one time . • Todd Wilcox further explained they have worked with Richard Platt the Code Enforcement/Zoning Officer and have exhausted all other options . David Dittman made a motion to set the Public Hearing date for Tuesday, April 11 , 2006 at 5 : 00 PM . Linda Hirvonen seconded . Acceptance/Denial To Hear Case For : Use Variance, John Yount/ Andy Glasner-T. C . United Soccer Club & Elliot Smith-Ithaca Youth Soccer Club , East Shore Drive, Parcel # 37 . 1 -2 . 2 .6 John Young & Elliot Smith appeared before the Zoning Board of Appeals requesting to have their case accepted for review . Mr. Young ' s intent is to lease his property to the above Clubs for a donation of $ 1 . 00 per year in order to accommodate the need for additional (4-5) Youth Soccer Fields in the Tompkins County area. Arrangements have been made between the parties above and the Rink (Andrew Sciarabba) with regards to Parking and Restroom Use . The new fields would be located behind the Rink. Access to the property would be via East Shore Drive, through the Rink Lobby and out the back onto an access path. There will be an access drive from the Waterwagon Road for Emergency Vehicles only. No lighting will be installed on the Fields . A Storage Shed will be erected on the site . Linda Hirvonen made a motion to accept to hear the case. Daniel Konowalow seconded . Approval/Denial of February 21 , 2006 Minutes David Dittman made a motion to accept the minutes as presented . Linda Hirvonen seconded .
