GENERAL BUSINESS
Stephen White, Chairman of the board called the meeting to order at 5 : 00 PM . Mr. White
clarified for the record that the Legal Notice should have said "Area" Variance . With that
being said, the Legal Notice published in the Ithaca Journal was read .
Danield Konowalow made a motion to open the Public Hearing at 5 : 03PM . Ronald
Bricker seconded . VOTE AS FOLLOWS :

Lucille Kemple, 22 Stormv View Drive, Parcel #41 445 51 , R1 District
• Area Variance for : Second Dwelling Unit attached to home

• Architect Claudia Brenner appeared before the board with a brief overview of the
proposed project. Mrs . Kemple is requesting an Area Variance to attach a second
dwelling unit to her existing home . The proposed request would consist of a 1 , 100 square
feet dwelling unit attached to the existing home . The requirements for the R1 district
allow a maximum area of 750 square feet to be added .
Public Comments :
Barbara Hulbert questioned the board if by granting this Variance would it set a
precedence for others, or would they have to go through the entire process/hearings as the
Kemple ' s?
Richard Platt advised Mrs . Hulbert that each case is handled individually. This is not a
blanket approval, it is a Variance issued to a single individual .
Ronald Bricker made a motion to close the Public Hearing at 5 : 10 PM . Daniel
Konowalow seconded .

Discussion :
Ronald Bricker questioned if acceptance from The Tompkins County Health Department
had been received.
Claudia Brenner advised she has received a letter dated 11 /30/05 of acceptance from the
Health Department. In addition Ms . Brenner provided the Health Department with an
outlined proposal indicating how the new bathroom (s) 1 %2 will be hooked into the
existing connector.
David Dittman indicated if the proposal did not have a kitchen, than the applicant would
not be applying for a Variance.
Claudia Brenner further explained the only impact from the perspective of the
neighborhood for the additional square footage would be the dormers .
Daniel Konowalow had long term concerns for the home .
Lucille Kemple explained she would reside in the main home until such time that she
becomes incapacitated, at which time she would move to the smaller unit.
Lucinda Jacobs advised she and her partner will remain living in the home . The home
will not be sold .

Other Business
Richard Platt brought before the board an application for acceptance/denial for Dwight &
Donna Hormbrook, 2 Sharon Drive, Parcel # 37 . 1 -2 -35 . 1 . Mr. Platt explained that the
Hormbrook ' s purchased a home that was previously subdivided and consolidated back to
make one lot. The Hornibrook ' s would like to split it as it was before and build a new
home.
After a brief discussion, it was the consensus of the Zoning Board of Appeals that neither
lot would conform to The Town of Lansing Rules and Regulations therefore, they would
deny the case .
Chairman Resignation
Stephen White advised the members present that he would be stepping down from the
Zoning Board of Appeals effective December 31 , 2005 . Richard Platt further explained
The Town Board appointed Gregory Travis, Planning Board Member to fill Stephen
White ' s position effective January 1 , 2006 for a term of one year.
Ronald Bricker made a motion to adjourn the meeting at 5 : 45 PM. David Dittman
seconded.
