GENERAL BUSINESS
Stephen White, Chairman of the Board opened the meeting at 7 : OOPM.

Stephen White began by reading the Public Notice article published in The Ithaca
Journal. Carl Robbins introduced himself to the Board Members and began his
presentation by stating there is no industry in the location that he is wishing to enlarge his
structure . The only structure that is not residential in this district is The Town Barn. This
house is a very small structure to begin with. The previous owner converted this into a
two family residence with small units. The property has a sufficient septic system that
will accommodate a conversion to a three-unit house according to The Tompkins County
Health Department. Currently Mr. Robbins has the units leased out which prevents him
from residing there. In the future, Mr. Robbins would like to reside there . The size of the
addition would be 36 ' x 24 a one bedroom unit. Plot Plans were distributed to the
Members by Mr. Robbins.
The Public Hearing was opened to the floor at 7 : 05 PM.

Daniel Konowalow inquired if Mr. Robbins was aware of the current regulations when he
• purchased the property. Mr. Robbins states the regulations were different when he
purchased the property in July. The current regulations did not change until December
and Mr. Robbins did not find out about the change until he applied for a permit.
Paul Welch states that Zoning Regulations are put in place after study, consideration and
time for a good reason. Mr. Welch felt the more exceptions that are made, the less
effective regulations are .
The Public Hearing was closed at 7 : 10 PM .
Steve White commented that if this Variance is issued, the Zoning Board is setting a
precedence by allowing Multi dwellings in an IR district.
Daniel Konowalow states that the Zoning Board has not heard from the Planning Board
as to what their philosophy was on restricting the number of dwellings per property in an
IR district.
Ronald Bricker questioned why the Planning Board made this particular area an IR
district, as majority of the land is open field .
Richard Platt spoke on behalf of the Planning Board stating that they tend to draw lines to
keep the area in a box . If something is there, it is an existing use and an allowed use.
• Ronald Bricker completed the SEQR. Daniel Konowalow made a motion to declare a
negative declaration. Wayne Lucas seconded. VOTE : ALL IN FAVOR. MOTION
CARRIED UNANIMOUSLY .
Daniel Konowalow made a motion to approve Mr. Robbins petition. Wayne Lucas
seconded. VOTE : ALL IN FAVOR. MOTION CARRIED UNANIMOUSLY .
Indelicato, Bianca, Public Hearin, 29 Maple Drive, Parcel # 37 .341
Mr. White began by reading the Public Notice article published in The Ithaca Journal .
Ms. Indelicato appeared before the Board requesting an Area Variance to erect a pre-built
Storage Shed for the purpose of storing gas powered snow blower, tractor and lawn tools .
Ms . Indelicato does have a garage, however, due to the smell from the lawn tractor and a
back up propane heater in the garage, she wishes not to use it for storage for safety
reasons . The property location is in the R1 district, which requires 25 ' from the side
property. Ms . Indelicato has 15 ' to work with. The location where Ms . Indelicato would
like to place the shed is in the side area off the driveway for easy access . The back of her
property would not be accessible enough for her.
Daniel Konowalow states he is a little troubled with this request. This is a large lot, with
• plenty other locations where this shed could be erected. Mr. Konowalow feels placing
this shed 15 ' to the property line is unnecessary.
. Ronald Bricker suggested that Ms . Indelicato store certain items in her garage for
convenience.
Steve White opened the Public Hearing at 7 : 25 PM. No Public present. The Public
Hearing was closed at 7 : 26 PM .
Daniel Konowalow states there are a lot of options available for Ms . Indelicato other than
the one proposed.
Daniel Konowalow made a motion to deny the request . Wayne Lucas seconded. VOTE :
ALL IN FAVOR. MOTION CARRIED UNANIMOUSLY.
Approval of April 21 , 2004 Minutes
Daniel Konowalow made a motion to approve the minutes as submitted . Wayne Lucas
seconded. VOTE : ALL IN FAVOR. MOTION CARRIED UNANIMOUSLY .
At the call of the Chairman, the meeting was adjourned at 7 : 42 PM .
