19 Steven Wright called the meeting to order at 7 : OOPM . Mr. Wright suggested that since the
20 Orr & Desch variance requests were on adjacent properties, and both were for the same
21 reason , the hearings could be held concurrently. All present agreed.
22 Public Hearin, John & Mary Orr, 10 Ladolza Park Road West, Parcel # 33 - 1 -47 &
23 Public Hearing, Noel & Janet Desch , 12 Ladoga Park, Parcel # 33 - 1 -48 4
24 Mr. Wright opened the Public Hearing at 7 : 03 PM . At that time, Mr. Wright requested to
25 know if anyone from the public was present and cared to make a statement regarding the
26 variance request for 10 Ladoga Park West, Parcel # 33 . - 1 -47 .
27 Mr. Orr presented to the board a sketch plan showing a roof over the side entry door that he
28 would like to attach to his new Cottage that is being built. The roof would be four (4) feet
29 leaving six (6) feet from the property line . The side yard requirements for that location are
30 ten ( 10) feet side yard requirements . The Orr ' s previous Cottage had a back door entrance
31 however, with this new cottage the back entrance is too small , and therefore people will need
32 to be diverted to the main entrance door which is located on the side . A sidewalk will be
33 placed across the lawn, and with a roof over the porch it will make the Cottage very
34 attractive .
• 35 Linda Hirvonen asked if the stairs were allowed, but the overhang would not be .

I Richard Platt explained that the increase in elevation required stairs where a concrete step
• 2 would have been sufficient at the original grade .
3 Steven Wright asked neighbor, Noel Desch if he had any comments regarding Mr. Orr' s
4 request.
5 Noel Desch: No . The only thing I could add was that we both felt that it made sense to
6 coordinate the layout because we ' re going to end up at the same grade in that side yard area.

8 Mr. Desch gave an overview to our new alternate board member of his previous request
9 to have his cottage moved . Mr. Desch is now requesting that he be granted a variance to
10 add a roof over his side entrance to his cottage, also stairs . The roof would be 3 feet 11
11 inches from the side yard . The required side yard setback is ten ( 10) feet .
12 Daniel Konowalow inquired as to how long the two buildings have been there .
13 Noel Desch : I would guess early 50 ' s .
14 Mary Orr : Ours was built in 1939 .
15 Daniel Konowalow : What is the approximate dimension of the building?
16 John Orr: 28 foot x36 wide
17 Noel Desch : 34 x 34 .
18 Richard Platt : I would like to add that with the proposed porches in place they both meet
• 19 building code fire separation requirements .
20 Steven Wright requested any other questions/comments from the audience . No response .
21 The Public Hearing was closed at 7 : 12 PM .
22 Steven Wright completed the SEQR forms . David Dittman moved to declare a negative
23 declaration . Daniel Konowalow seconded.

27 Richard Platt : We need to note for the records that both owners are required to elevate
28 their residence to flood level . The regulations created this problem .

30 Based upon these findings, Linda Hirvonen motioned to approve the variances .

38 Re-Approval of Allen & Joan Tuttle, 1148, 1152 , 1158 Ridge Road, Parcel # 16 -1 -40
39 Mr. Tuttle appeared before the board requesting that his previous variance be re-
• 40 endorsed . Mr. Tuttle did not realize that the Town of Lansing ' s Subdivision Rules and

1 Regulations § 405 -c state that the approval must be filed with the Tompkins County
• 2 Clerk and the County Assessment Office within 60 days of approval . Mr. Tuttle and Mr.
3 Platt explained the previous variance request to our new board member, Daniel
4 Konowalow. Mr. Platt refreshed the board ' s memory that we had previously held a
5 Public Hearing and completed a SEQR form .
6 Linda Hirvonen moved that we re-approve the variance . David Dittman seconded .
7 Daniel Konowalow abstained from voting.
8 VOTE : Daniel Konowalow -Abstained
9 David Dittman - Aye
10 Linda Hirvonen - Aye
11 Steven Wright -Aye
12 With a vote of 3 Aye, and 1 abstained , the motion carried . Mr. Tuttle was advised that he
13 must file with the Tompkins County Clerk and the County Assessment Office within 60
14 days . A copy of Mr. Tuttle ' s acknowledgement/signature is on file in the Zoning Office .
15 Mr. Tuttle thanked the board .
16 Other Business
17 It was agreed that at the next meeting the minutes for the last year will be approved .
18 Minutes will be sent via email to all members, except Daniel Konowalow who was
19 recently provided with them .
20 Linda Hirvonen motioned to adjourn the meeting at 7 : 35 PM . David Dittman seconded .
