79 Board meeting. The property is located in the Rural Agricultural (RA) Zoning District. This is an
80 Unlisted Action under the State Environmental Quality Review Act and is subject to

86 - Steve Ruoff, Lamarr Peters, and George Hunt were present to discuss this project.
87 - The applicant is not pursuing the daycare program for this project.
88 - The location of the turf field will be closer to the road.
89 - There was a concern over the number of spaces and the location of the parking lot.
90 - The applicant stated that there will not be an increase in patrons, so there will not be an
91 increase in traffic. The field is private.
92 - There is a concern about lighting due to the field moving closer to the road.
93 - The Planning Board members would like to see the driveway loop around, creating two
94 means of egress.
95 - The Planning Board members would like drawings depicting where future fields would
96 be located.
97 - The Planning Board would like to see more shade trees around the field.
98 - The applicant will provide updated drawings that include widened access to the back
99 building by Thursday May 27, 2021 to ensure they can be scheduled for Special Permit

164 4/29/2021), subject to the following conditions:
165 a. Compliance with the recommendations of the Town's Engineer and SMO for any
166 final stormwater plans prior to the issuance of any certificate of occupancy or
167 compliance for the Project.
168 b. Building Permits are required to construct the approved building and site
169 facilities. Plans must meet all code requirements, including the sealing of plans
170 by a licensed engineer or architect. All improvements shall be constructed in
171 compliance with all state and local building code requirements.
172 c. In accordance with Town Code § 270-27(K), this site plan approval is valid for
173 only 36 months from the date hereof, and the applicant/owner is required to
174 commence and substantially complete the construction or other activities for
175 which the site plan is applicable within said 36 months or this approval shall,
176 unless extended upon application timely made, expire, lapse, and be of no
177 further validity, force or effect.
178 d. The applicant must be issued a Sign Permit in compliance with Town Code
179 Chapter 210 to erect, install, build, place, emplace, site, or substantially rebuild
180 or repair any signs.
181 e. All new lighting fixtures will be "dark sky compliant" glare-free, downward
182 directed, and shielded lighting as promotes the dark-sky standards of the
183 International Dark-Sky Association (IDA) and lamps will be not higher than 3000K
184 CCT to minimize adverse human and ecological impacts.

394 Cliffs North of Myers Point and UNA-25 Hidden Glens, respectively) as well as the Lakeshore
395 Natural Features Focus Area; and

397 WHEREAS, Project plans, and related information, were duly delivered to the Tompkins County
398 Planning and Sustainability Department per General Municipal Law § 239; et seq., and such
399 Department responded in a May 21, 2021 letter from Katherine Borgella, Tompkins County
400 Commissioner of Planning, pursuant to §239 -1, -m, and -n of the New York State General
401 Municipal Law with no recommendations or comments; and

403 WHEREAS, Town Board Resolution 19-108 on July 17, 2019 endorsed and supported the FLLT's
404 2019 Consolidated Funding Application to the New York State Office of Parks, Recreation, and
405 Historic Preservation (OPRHP) for a grant under the Environmental Protection Fund; and
406
407 WHEREAS, the 2018 Town of Lansing Comprehensive Plan Natural Resource Goals NR-2D and
408 2E, respectively, are to "Encourage funding mechanisms such as the Purchase of Development
409 Rights (PDR) or fee simple land purchase to acquire or preserve important natural areas or open

410 space" and "Encourage private property owners to establish conservation easements to protect
411 environmentally sensitive lands and open space"; and

413 WHEREAS, this land in the Town of Lansing is a Priority Protection Area as identified in the
414 Tompkins County Conservation Plan and would protect over 4,300 feet of lake frontage along
415 with a significant portion of Tompkins County Scenic Resources Inventory's Noteworthy View
416 #1: view of the Cayuga Lake shoreline from Taughannock Falls State Park; and
417
418 WHEREAS, the Planning Board has considered and carefully reviewed the requirements of the
419 LUO relative to subdivision review, the unique needs of the Town due to the topography, the
420 soil types and distribution, and other natural and man-made features upon and surrounding the
421 area of the proposed site plan, and the Planning Board has also considered the zoning in the

806 amount of impervious cover and potential future stormwater in the area; and
807 WHEREAS, a new highway plan was laid out and considered by the Planning Board and duly
808 approved and referred to the Town Board on May 18, 2020, along and together with its
809 recommendation that the Town Board approve the sale of this gore of land as it was no longer
810 needed by the Town for any current or future public purpose, it saves a largely unnecessary ZBA
811 application, and avoids the need to extend the roadway approximately 109 feet to mainly or
812 only serve as access to one parcel upon which the above-referenced application denotes a plan
813 to build a single-family residence; and
