24 Motion to Approve the August 6, 2020 CAC meeting minutes - no changes needed to be

32 Update on revised draft Natural Resources Inventory
33 Scenic Inventory
34 - Existing data at the County did not appear to be complete or meaningful.
35 o Example was an area noted as scenic included a drainage ditch.
36 o Photos looked scenic but the Map locations were not meaningful.
37 o Numbering system did not match Tompkins County Mapping System.
38 o An outside firm was hired by the County to make the 100-page document.

40 o Using existing data with the latitude and longitude on the GIS interface, and the
41 indicated direction to face along with the visual scope as a 360 view or a narrow view.
42 o Dividing up the specified 6 sectors between the CAC members.
43 o Each CAC member taking pictures from the road in the direction indicated from their list
44 of designated visual points.
45 o After collecting the pictures,the group could collaboratively decide which areas are
46 worthy of being classified as a scenic view shed area.
47 o Karen will send each member a map with points to work on.
48 o The group is looking for noteworthy areas.
49 o Ludlowville was not included from the outside firm.
50 o View Shed means; if you are standing in a particular place what can the viewer see from
51 that spot.
52 o Leaves on and leaves off will give a different view shed depending on what time of the
53 year it is.

55 Value of the Scenic View Shed
56 - Will depend on where the CAC Board would like to head next?
57 - What do you want to do with the Scenic View information?
58 - The work that Karen is proposing would help if you really want to create a scenic
59 protection overlay district.
60 o How does that get enforced? It would be integrated into the Land Use
61 Ordinance.
62 o It would depend on your advice to the Town Board as to how stringent these
63 would be.
64 ■ Would it apply to any kind of structure; would it apply to everything from
65 single family homes all the way up to other types of uses?
66 ■ The Comprehensive Plan and the Natural Resource Inventory almost acts
67 as the CAC's Comp Plan.
68 - Concern of seasonality.
69 - Have a plan of how will this be used.
70 - Photos will be a way of getting to the heart of the matter. The should be cataloged and
71 more comprehensive, to avoid a reactionary reaction and be proactive.
72 - Planning Board would possibly be interested in mitigating the loss of Iconic Views.
73 - It is ok to take pictures as long as you are standing on public property.
74 - Thinking about identifying areas for example, like the last 2 miles of Lansingville Rd.

76 The open space inventory is one of the next pieces for the Conservation Advisory Council to
77 work on. It will include the water shed, the wetlands and streams that have already been
78 cataloged in the NRI. Once you complete the open space index you can apply to the town to

79 become a Conservation Board. Which will mandate your requirement in environmental
80 review.
81 - Then you can look into how to fund the conservation and purchase of development
82 rights for properties that are really high priority.
83 The CAC members decided on the Proposal from what Karen was proposing with the view
84 sheds with points and creating information similar to the data that was existing to describe the
85 photos that are decided to be scenic.

87 Karen will send out a map of the area the members have chosen to review.

89 Robyn will work on the description of the photos chosen for the View Sheds. Robyn would like
90 to add a caption title.

92 Has everyone had a chance to take a look at the NRI and make any comments that could be
93 sent to Terry?

95 Dave Wolfe has provided the group with an executive summary.

97 All the CAC members should be listed at the beginning of the document.

99 The Open Space Index would include properties that are already under conservation
100 easements. This document can be included in the NRI.

102 Hopefully the NRI will be in a final state at the next meeting in October. It would be nice to see
103 it referred to the Planning Board and Town Board for comments. This will get the NRI closer to
104 being adopted.

106 There is an acknowledgement summary in the Executive Summary and in the NRI, they are not
107 the same. Do we need both or can we merge them?The Executive Summary needs to be
108 incorporated into the NRI and have one acknowledgement.

113 Terry sent around information about the Solar Presentation. Cayuga Power Plant are going to
114 be giving a public presentation next Wednesday evening at 6:30pm. You can watch on YouTube

117 Should have some news soon about the Appalachian Regional Commission Power 2020 Grants.
118 This is the installation of a 17-mile dark fiber optic line.
