Triphammer Road of Franklyn Drive Tax Parcel No: 37.1-3-18 Anticipated Board action this
month: Public Hearing; Declaration of Lead Agency Project Description: The Applicant is
proposing construction of a new 3,000 sq. ft. bank with parking and other site improvements
and subdivision of the existing 3.46-acre parcel. The property is located in the General

Public Comment
*My name is Paul Southard, resident of 17 Maple Dr., Lansing, NY, since 1984. 1 wish these
comments to be read aloud into the record of this hearing:

1. It must be noted that the eastern 116.79 feet of this property is zoned R-1. I do not
agree with the planned 10-foot-wide access road around this portion of the property
to the previously constructed office complex. The office complex property has all the
access it needs from Triphammer Road. In addition, to provide the 10 feet of access
would likely cause damage to the mature evergreens on the adjoining property. This
portion of the property should remain and be allowed to be wooded and overgrown
for screening purposes to the adjoining property. There is already a culvert off
Franklyn Dr. that services this R-1 portion of the property. No additional culverts are
needed.
2. 1 do not agree with the bank exit onto Franklyn Dr. This is a residential street that
already experiences congestion, at times, when trying to turn onto Triphammer Rd.
If this is allowed to go ahead as shown, anyone who plans to head east on Peruville
Page 4 of 15
APPROVED
Rd. will likely turn left and proceed east on Franklyn Dr. to Armstrong Rd. and left
towards Peruville Rd. This would avoid the intersection at Triphammer and Peruville
Roads. This will put more through traffic on Franklyn Dr., a residential street with
many families with small children. The town needs to establish a proper posted low
speed limit for Franklyn Dr.
3. There is no arrangement of screening to prevent the headlights of vehicles using the
drive through lanes from illuminating the house and property across Franklyn Dr.,
which fronts out on Triphammer Rd.
4. Any parking lot and exterior building lighting must be designed to minimize upward
and off property light transmission.
5. Any air conditioning and heating equipment must be of a low offsite noise
transmission type similar to the Mitsubishi mini split systems.
6. Emergency generator testing should be confined to between the hours of 10:00am
and 6:00pm.
7. The County needs to establish a 35 mph speed limit for this end of Triphammer Road
from Sharon Dr. north.

Thank you, Paul Southard.
Motion to Open Public Hearing for Cayuga Lake National Bank at 7:26 pm
So Moved by: Larry Sharpsteen Seconded by: Lin Davidson (Motion Carried)

*Eric & Christine Eisenhut at 12 Bean Hill Lane. In the last meeting there was discussion of the
exit onto Franklyn as to whether that should be directed to force traffic out to N. Triphammer.
My personal opinion is, I think it would be better if people that live in the community, that is off
of Armstrong, Triphammer Terrace and off of Hillcrest would have the opportunity to avoid
making two left hand turns onto N. Triphammer to go home. The concern of speed limits and
people driving properly through neighborhoods, I think that is great, post the speed limits and
make sure those rules are in place. But from the stand point of a small community bank, I think
it is better that the residents that will be using that bank don't have to get out onto
Triphammer only to get off on Triphammer again. I encourage that the exit to come out of the
bank be either left or right. It's not going to be a cut through for people trying to avoid
intersections. I think it all about the safest way home. We are only talking about bank traffic.

Summary of Discussion
- The bank proposes two teller stations.
- The Planning Board would like to have a recommendation from the Highway
Superintendent about the possible traffic that might affect Franklyn Ave.
- N. Triphammer is a County Road & Franklyn is a Town Road.
- The Planning Board are not in favor of having more curb cuts onto Triphammer. They
would like to see the entrance come through the parking lot of the neighboring business
that was just built. It was discussed during their site plan review. It would be great if the
Bank could have an easement to allow use for the bank entrance.
- Anticipated traffic would be 25 to 40 cars a day. Payday would be the increased days.
APPROVED
- ITM which is a video teller that would be available at the drive through. It allows
employees to have employees work from home and for the bank to extend hours that
would reduce the congestion around 4 to 5pm.
- Vegetation will be between the driveway and the teller station which will reduce the
headlights shining into the house across the street.
- The bank would work with the neighbor to add buffering on the neighbor's property.
- Plant Siting are not complete as the bank has just recently heard back from NYSEG as to
what they can plant under the power lines. Plants should be size appropriate right out of
the box.
- The Planning Board request a few accent trees to be planted out between Triphammer
and the bank.
- The 10' easement is for the previous owner to walk across the yard with a push mower.
There is no proposal to install anything there in terms of removing vegetation or
building a road or something like that. It allows Andy to walk across their property
without their permission. The Planning Board doesn't see any good reason for the
easement.
- The circle line on the drawings are showing the current tree canopy and it will not be
touched by the bank.
- Drive in teller area has a State requirement for lighting.
- Out in front of the bank the huge weeping Willow will be taken down.
- Teller canopy will have Dark Sky complaint lighting.
- Wall packs can be limited to reduce lighting.
- Generator is timed and Fencing will be shielding Utility area and waste container.
- Building colors will be earth tones on the clapboard with wanes coating.
- Trip generation Studies on walk in or drive in, historically is 160 to 180 at peak hour and
will be reduced by extended hours.
- There will be a nice space for fundraisers like the girl scouts.
- Due to COVID a lot of transactions are done online now. Setting up new accounts can be
done online now.
- HVAC will be an air source heat pump mini split system. The compressors will be back
Utility area or on the east side of the building. There is not a lot of noise. Andy is
currently using this system on the building to the north. I don't even think the neighbors
know when they are running.
- This location will be the emergency backup source for the bank in Union Springs.
- George Breuhaus will talk with the neighbor across on Franklyn Road to discuss the
headlight mitigation plan.

Project: Retail Store and Minor Subdivision - Auburn Road
Applicant: Steve Vukas, Bohler Engineering MA, LLC on behalf of Franklin Land
Associates, LLC, Owners Location: West Side of Auburn Rd (NYS 34)/ North of Locke
Rd; Tax Parcel No. 5.4-32 Project Description: The Applicant is proposing Site Plan
approval for construction of a 9,100 sq. ft. retail store with parking and other site
improvements and subdivision of the existing 5-acre parcel. The property is located in
the Rural Agricultural (RA) Zoning District. This is an Unlisted Action under the State
Environmental Quality Review Act and is subject to environmental review. Project

Summary of Discussion
- It is on Auburn Road about 500' north of Decamp Road.
- A retail store is a permitted use in the (RA) with Site Plan Approval.
- The commercial project proposes to subdivide approximately 2 acres to construct a one
story 9,100 sq. ft. retail store that sells a variety of name brand products.
- The retail store tries to keep their prices affordable.
APPROVED
- Hours of operations are 8 am to 10 pm.
- They have submitted to NYS DOT for Two-way entrance.
- 37 Parking Spaces.
- Lighting will be Dark Sky compliant.
- Landscaping will by hydro seeded with some shrubs and plants.
- Stormwater flows in a southerly direction. They have designed a stormwater practice
that will be in compliance with the NYS DEC.
- Will start off with 10 local employees and can go up to possibly 15 employees.
- Applicant feels they have a successful business plan for the location.
- The retail store leases from the Developer for 15 years with an option to renew at the
end of the term. The Developer will maintain the site.
- The Planning Board would like to see a building that would blend into the neighborhood
better than a box store appearance, along with a reverse frontage. Would like a peaked
roof and something other than a square flat box.
- Buffers between neighbors that are other than a fence.
- The building is about 50' from the neighbor's property line on the North side.
- They plan to irrigate the front portion of the site. There is no municipal water and the
wells in the area have historically been problematic. No test well has been done at this
time.
- Will need more shrubs along the front to mitigate the headlight from the neighbors
across the road. The Board would like to see a Planting schedule.
- Tractor trailer deliveries would be once a week. They will use the parking area as a turn
around so not backing out onto Route 34 or backing into the parking lot.
- The Planning Board would like to discuss any issues the Fire Chief might have with the
project.
- Stockade fence would be a natural color.
-

Public Comments - Summary
*Benjamin Finio, residence on Sharpsteen Road.
- New residence not expecting a box store to pop up in the quaint rural area.
- Concerned about the effect on the Local Lansing Market.
- Primary concern is the traffic. As data from the County indicates this location on the second
most dangerous road in Lansing for accidents.
- Disagrees with some answers on the Short Environmental Assessment Form.
*Feels the answer should be "Yes" that the retail store will impact the traffic in this area
as noted in his primary concern above.
*Applicant answered "No" where it asks if there are any agriculture within 500', this is
wrong as there are horses in the adjacent pasture.
*Applicant answered "Yes" that the Structure is consistent with the neighboring area.
Ben does not agree.
*Mike Sigler, residence of Lansing.
- He thinks this is a really good illustration that maybe the Agriculture area (RA) should reduce
the Uses of commercial in that Zone.

*Chelsea I am a returning Lansing resident.
- Concerns with traffic
-There is an empty parking lot across the street, couldn't they consider building there to avoid
possibly having two empty lots in the future.
- Would like to see something local, not something out of State.
*Diane Angeroni moved to Lansing 24 years ago.
- Doesn't feel that Lansing needs a second Dollar General.
- Concerned with Accidents
* The dangers of turning onto Auburn Road where the speed limit is 55 miles an hour.
*The proposed location is also close to a bend in the road that limits line of site when
pulling out into traffic.
- Concerns of the affects this store will have on the neighbors with noise, traffic and lighting.
- Feels this will also pull the focus away from the Town Center.
- She would like a moratorium placed on the construction of Chain Stores when there is already
the same store existing in the Town until such time that the Town Center Committee has time
to review.
*Letter read from Robert Reiger—
- Would like to see more produce and nutritious food that will not be accessible from a Dollar
General
- Concerns with Traffic and Lighting
- Would like to see a moratorium

Continued Summary of Discussion after public comments
- A petition was dropped to the Planning office today, not wanting the Dollar General in
North Lansing.
- Planning Board members have received a lot of call upset with the project.
- Town Board has received at least 15 to 20 emails upset.
- A moratorium is very complicated and cannot single out one type of applicant. It is
based more on the "Use" of the land which would halt anything related; for example, a
local farmer wanting to sell groceries and mixed retail items.
- This is a Sketch Plan and nothing is set.
- The Planning Board would like to see:
o A building that doesn't look a box store.
o Would like to see more character, with a peaked roof and more of a county look.
o Would like parking to the rear of the building.
o Take into consideration of the speed of the traffic in that area.
o Would like to see detailed ideas of what the building would look like.

Industrial Solar Discussion
Mike Sigler as a private citizen.
- Concerned about Industrial Solar
- The Solar Law that was just past doesn't cover Industrial Solar.
o At least three companies looking at land in Lansing.
APPROVED
o We are looking at a 1,000 acres to 2,000 acres of continuous Solar Panels per
project. This is comparable to the size of two to four Ithaca Airports.
o The portion of the State that governs this will only be looking and enforcing
existing local laws that are reasonable. Like setbacks, buffers.......
o He has drafted a resolution for the Town to take a look at.
o Solar Farms are not Farms it a Solar City.
o This is not going to be just 1,000 acres. This could be four hundred Mega Watts
under the power lines. That would equal four 2,000 acre Solar Farms.
o The residents would not see lower power.
o The Town would see a tax benefit.
Mike is asking the Town to treat this like the project has already been proposed and act
accordingly.

Summary of Discussion
- The scope is much larger than what the Planning Board was thinking of when they
drafted the Solar Law.
- We understand that the State can site these Industrial size Solar Farms without approval
of the Planning Board.
- The new office of renewable energy siting committee has until April 2021 will hold four
Public hearings across the State some will be virtual and others will be in person.
- They are debating the Host community agreements which will be a standard application
and will set a per megawatt payment for these large scale systems.
- The Department of public service staff are pushing for a residential electric credit.
- Dean and Al will review possibilities and bring back to the Board at the next meeting.
