They will meet with the ZBA on October 13, 2020. 90 - Requesting a 75' maximum height as the existing pad is on a slope that picks up 10'. 91 - Driveway on one side is only 15' wide as the area has a steep slope. 92 - On the west side the edge of the road and the centerline of the creek is in excess of 93 100', Cargill will confirm the measurements. 94 - The color of the Shed will be in an earth tone. The property is located in the General 154 Commercial (132) Zoning District. This is an Unlisted Action under the State Environmental 155 Quality Review Act and is subject to environmental review. Project submittals are located at: 156 https://Ifweb.tompkins-co.org/WebLink/Browse.aspx?id=46623&dbid=7&repo=Lansing 157 158 Public Comment 159 *My name is Paul Southard, resident of 17 Maple Dr., Lansing, NY, since 1984. 1 wish these 160 comments to be read aloud into the record of this hearing: 161 162 1. It must be noted that the eastern 116.79 feet of this property is zoned R-1. I do not 163 agree with the planned 10-foot-wide access road around this portion of the property 164 to the previously constructed office complex. The office complex property has all the 165 access it needs from Triphammer Road. In addition, to provide the 10 feet of access 166 would likely cause damage to the mature evergreens on the adjoining property. This 167 portion of the property should remain and be allowed to be wooded and overgrown 168 for screening purposes to the adjoining property. There is already a culvert off 169 Franklyn Dr. that services this R-1 portion of the property. No additional culverts are 170 needed. 171 2. 1 do not agree with the bank exit onto Franklyn Dr. This is a residential street that 172 already experiences congestion, at times, when trying to turn onto Triphammer Rd. 173 If this is allowed to go ahead as shown, anyone who plans to head east on Peruville Page 4 of 15 APPROVED 174 Rd. will likely turn left and proceed east on Franklyn Dr. to Armstrong Rd. and left 175 towards Peruville Rd. This would avoid the intersection at Triphammer and Peruville 176 Roads. This will put more through traffic on Franklyn Dr., a residential street with 177 many families with small children. The town needs to establish a proper posted low 178 speed limit for Franklyn Dr. 179 3. There is no arrangement of screening to prevent the headlights of vehicles using the 180 drive through lanes from illuminating the house and property across Franklyn Dr., 181 which fronts out on Triphammer Rd. 182 4. Any parking lot and exterior building lighting must be designed to minimize upward 183 and off property light transmission. 184 5. Any air conditioning and heating equipment must be of a low offsite noise 185 transmission type similar to the Mitsubishi mini split systems. 186 6. Emergency generator testing should be confined to between the hours of 10:00am 187 and 6:00pm. 188 7. The County needs to establish a 35 mph speed limit for this end of Triphammer Road 189 from Sharon Dr. north. 190 191 Thank you, Paul Southard. 192 Motion to Open Public Hearing for Cayuga Lake National Bank at 7:26 pm 193 So Moved by: Larry Sharpsteen Seconded by: Lin Davidson (Motion Carried) 194 195 *Eric & Christine Eisenhut at 12 Bean Hill Lane. In the last meeting there was discussion of the 196 exit onto Franklyn as to whether that should be directed to force traffic out to N. Triphammer. 197 My personal opinion is, I think it would be better if people that live in the community, that is off 198 of Armstrong, Triphammer Terrace and off of Hillcrest would have the opportunity to avoid 199 making two left hand turns onto N. Triphammer to go home. The concern of speed limits and 200 people driving properly through neighborhoods, I think that is great, post the speed limits and 201 make sure those rules are in place. But from the stand point of a small community bank, I think 202 it is better that the residents that will be using that bank don't have to get out onto 203 Triphammer only to get off on Triphammer again. I encourage that the exit to come out of the 204 bank be either left or right. It's not going to be a cut through for people trying to avoid 205 intersections. I think it all about the safest way home. We are only talking about bank traffic. 206 207 Summary of Discussion 208 - The bank proposes two teller stations. 209 - The Planning Board would like to have a recommendation from the Highway 210 Superintendent about the possible traffic that might affect Franklyn Ave. 211 - N. Triphammer is a County Road & Franklyn is a Town Road. 212 - The Planning Board are not in favor of having more curb cuts onto Triphammer. They 213 would like to see the entrance come through the parking lot of the neighboring business 214 that was just built. It was discussed during their site plan review. It would be great if the 215 Bank could have an easement to allow use for the bank entrance. 216 - Anticipated traffic would be 25 to 40 cars a day. Payday would be the increased days. Page 5 of 15 APPROVED 217 - ITM which is a video teller that would be available at the drive through. It allows 218 employees to have employees work from home and for the bank to extend hours that 219 would reduce the congestion around 4 to 5pm. 220 - Vegetation will be between the driveway and the teller station which will reduce the 221 headlights shining into the house across the street. 222 - The bank would work with the neighbor to add buffering on the neighbor's property. 223 - Plant Siting are not complete as the bank has just recently heard back from NYSEG as to 224 what they can plant under the power lines. Plants should be size appropriate right out of 225 the box. 226 - The Planning Board request a few accent trees to be planted out between Triphammer 227 and the bank. 228 - The 10' easement is for the previous owner to walk across the yard with a push mower. 229 There is no proposal to install anything there in terms of removing vegetation or 230 building a road or something like that. It allows Andy to walk across their property 231 without their permission. The Planning Board doesn't see any good reason for the 232 easement. 233 - The circle line on the drawings are showing the current tree canopy and it will not be 234 touched by the bank. 235 - Drive in teller area has a State requirement for lighting. 236 - Out in front of the bank the huge weeping Willow will be taken down. 237 - Teller canopy will have Dark Sky complaint lighting. 238 - Wall packs can be limited to reduce lighting. 239 - Generator is timed and Fencing will be shielding Utility area and waste container. 240 - Building colors will be earth tones on the clapboard with wanes coating. 241 - Trip generation Studies on walk in or drive in, historically is 160 to 180 at peak hour and 242 will be reduced by extended hours. 243 - There will be a nice space for fundraisers like the girl scouts. 244 - Due to COVID a lot of transactions are done online now. Setting up new accounts can be 245 done online now. 246 - HVAC will be an air source heat pump mini split system. The compressors will be back 247 Utility area or on the east side of the building. There is not a lot of noise. Andy is 248 currently using this system on the building to the north. Page 12 of 15 APPROVED 531 - Hours of operations are 8 am to 10 pm. 532 - They have submitted to NYS DOT for Two-way entrance. 533 - 37 Parking Spaces. 534 - Lighting will be Dark Sky compliant. 535 - Landscaping will by hydro seeded with some shrubs and plants. 536 - Stormwater flows in a southerly direction. They have designed a stormwater practice 537 that will be in compliance with the NYS DEC. 538 - Will start off with 10 local employees and can go up to possibly 15 employees. 539 - Applicant feels they have a successful business plan for the location. 540 - The retail store leases from the Developer for 15 years with an option to renew at the 541 end of the term. The Developer will maintain the site. 542 - The Planning Board would like to see a building that would blend into the neighborhood 543 better than a box store appearance, along with a reverse frontage. Would like a peaked 544 roof and something other than a square flat box. 545 - Buffers between neighbors that are other than a fence. 546 - The building is about 50' from the neighbor's property line on the North side. 547 - They plan to irrigate the front portion of the site. There is no municipal water and the 548 wells in the area have historically been problematic. No test well has been done at this 549 time. 550 - Will need more shrubs along the front to mitigate the headlight from the neighbors 551 across the road. It is 603 based more on the "Use" of the land which would halt anything related; for example, a 604 local farmer wanting to sell groceries and mixed retail items. 605 - This is a Sketch Plan and nothing is set. 606 - The Planning Board would like to see: 607 o A building that doesn't look a box store. 608 o Would like to see more character, with a peaked roof and more of a county look. 609 o Would like parking to the rear of the building. 610 o Take into consideration of the speed of the traffic in that area. 611 o Would like to see detailed ideas of what the building would look like. 612 613 Industrial Solar Discussion 614 Mike Sigler as a private citizen. 615 - Concerned about Industrial Solar 616 - The Solar Law that was just past doesn't cover Industrial Solar. 617 o At least three companies looking at land in Lansing. Page 14 of 15 APPROVED 618 o We are looking at a 1,000 acres to 2,000 acres of continuous Solar Panels per 619 project. This is comparable to the size of two to four Ithaca Airports. 620 o The portion of the State that governs this will only be looking and enforcing 621 existing local laws that are reasonable. Like setbacks, buffers....... 622 o He has drafted a resolution for the Town to take a look at. 623 o Solar Farms are not Farms it a Solar City. 624 o This is not going to be just 1,000 acres. This could be four hundred Mega Watts 625 under the power lines.
