This had quite a bit of discussion. This RFP was for architectural 55 and engineering services and not for the building of the building. So, based on that, we 56 voted in, one in, adopted that resolution. 57 - Board member reports. 58 - Discussion about the COVID impact on what the Town may hit, with mortgage tax. At 59 that time, we had approximately 20% possible downturn. Sales tax we still however, are 60 quite healthy with our fund balance. The property is located in the Residential 91 Low Density (R1) Zoning District. The subdivision as proposed requires suitable improvement of 92 Forest Acres Drive. This is an Unlisted Action under the State Environmental Quality Review Act 93 and is subject to environmental review. On February 24, 2020, Planning Board directed the 94 Planning Department to prepare a memorandum that considers options for this project's 95 review in relation to the relevant policies in the 2018 Comprehensive Plan and the decision- 96 making criteria and standards in the current Land Use Ordinance and Subdivision Rules and 97 Regulations. Along with the other updated 127 documents. 128 Discussion on the Tompkins County IDA 129 We will try another iteration of this with some updated maps. I'll try to send along a little bit also about 130 the rationale for considering incentivizing on existing or adjacent things like transit and transportation 131 corridors and on plan existing and plans of infrastructure.There's some really interesting research out 132 there on this in terms of a higher per acre revenue to municipality as well as decreasing pressure to 133 build on agricultural land as well. So there could be a nice balance here in terms of thinking about some 134 years about what the tax base will look like in the town. How can we really get the most for our dollar 135 because you know, all land is finite in every municipality. So, we're just one of the reasons we just want 136 to examine this is to see and look at a bunch of years and think about what you'd like to see where, so 137 this is a great start to this conversation. So, I'll make those changes and get to those to you.
