22 Discussion on draft Solar&Wind Local Law and proposed new NYS large-scale solar
23 permitting regime (Article 23)

25 Discussion of potential impact to assessed value of residential properties based on proximity to
26 large-scale solar project. Discussion related to potential impacts of eminent domain, loss of
27 Home Rule authority, Host Community Agreements, and stormwater management.
28 Recommendation to send comments to Representative Tom Reed; Sen. Pamela Helming;
29 Assemblywoman Barbara Lifton; Assemblywoman Donna Lupardo, Chair, NY Assembly
30 Agriculture Committee; and Sen. Jen Metzger, Chair, NY Senate Agriculture Committee. Send
31 comments also to New York State Department of State (NYSDOS); New York State Department
32 of Agriculture & Markets (NYSDAM); New York State Energy Research & Development Authority
33 (NYSERDA); and New York Planning Federation.

35 Motion to recommend Town Board review existing Article 10 process and new NYS large-
36 scale solar permitting regime (Article 23) and send comments to state legislators and agencies
37 Motion by: Larry Sharpsteen Seconded by: Al Fiorille (Motion carried unanimously)

39 Discussion of suggested changes to draft Solar and Wind Local Law, including a requirement for
40 third-party measurements of down pressure and noise by dB for the life of the wind energy
41 system.
