Randall requested all members provide their comments and feedback for 21 questions proposed by potential agencies for PR& Proposal. Once answers are finalized, they will be 22 sent to prospective companies Friday, June 26, 2020. 23 24 Discussion on Trails Master Plan 25 Town of Lansing Parks, Recreation, and Trails Master Plan 26 RFP Answers 27 June 26, 2020 28 29 1.Could the Town provide some detail on its level of desired/expected conceptual design work as part of 30 the scope of services? A: The Town would like to see conceptual design for the Advisory Committee’s 31 prioritized short list of parks and trails projects followed by possible scope of work for detailed design 32 and specs by project. We anticipate the first phase is the creation of a list of 5-8 projects based on 33 PRTAC and public input; functional list would be a few projects. Please refer to Comp Plan for guide to 34 the community and priorities previously stated and review with critical eye for any opportunities that 35 may have been missed. 36 2.Could the Town verify if a statistically valid survey is not required? A: Yes, and there are survey services 37 available locally from CISER. Need defensible survey.38 3.If the ongoing COVID-19 situation continues to affect in-person gatherings and meetings by the time 39 project work begins, is the Town open to virtual meetings? Yes, and we need to be sensible about how 40 those meetings are developed. Concrete guidelines on how they should be run and what we hope to 41 get out of them. 42 4.Does the Town require that any subcontractors carry the same level of insurance as the prime 43 consultant? - ATTORNEY44 Page 2 of 3 5.Can map drawings of any Town Parks be provided to the consultants? Yes, Myers Park map and Lansing 45 Center Trails (and other trails). Scan in existing documents. 46 6.Is a copy of the original Town Parks Master Plan available and can it be provided digitally? Myers Park 47 only.48 7. Does the Town have demographic information or will this be available through the 2020 Census? 2010 49 data in Comp Plan also.50 8.If the COVID-19 Pandemic continues, this may influence our methodology for seeking public input. 51 Should we assume this may be a practical approach? Yes, this is a reasonable assumption. 52 9.Can we assume the Town will handle logistics for meetings? Location, posting of meetings, 53 refreshments, etc. Yes, though assistance with advertising and promotion of meetings would be 54 helpful. 55 10.What is the major funding source(s) for this Master Plan preparation? TB Resolution 56 11.What is the length of the contract? 18-24 months57 12.Will the Town undertake SEQR/Site Plan Review of the Parks Masterplan? Yes, Town will undertake 58 SEQRA as part of adoption.59 13.What is the funding source for this project and does it come with particular requirements such as an 60 MWBE professional services requirement? No MWBE.61 14.May we know who the members of the advisory committee are? PRTAC62 15.What is the anticipated level of engagement by municipal staff as part of this process? Including 63 engineering, highway, and the parks & rec department. Town will provide information as needed but 64 not staff time. 65 16.Is the existing zoning and comprehensive plan considered part of the analysis? Yes66 17.Will the Town provide base maps, GIS data, and other resources in support of the tasks described in the 67 RFP? Yes 68 18.Conflict of interest for TG Miller? – ATTORNEY69 19. How in depth does the designing programmatic improvements and amenities need be? Concept level 70 design? Yes71 20. Is it expected that the map showing the location of existing and undeveloped parks and trails should 72 include potential trail routes or park lands as identified by the community? Yes 73 21.There appears to be a typo in this bullet, that begins with “Text summary with…” Please clarify the intent 74 of this bullet. 75 22.Does evaluation of facilities relative to long-term operational costs include an evaluation of 76 maintenance practices and reductions for cost and energy savings? Yes, and Tompkins County Business 77 Energy Advisers.78 23.Given the current circumstances with Covid 19, is it still anticipated that the 6 Advisory Committee 79 meetings will be in person? The PRTAC. Ability to do a public presentation will be a consideration.80 24.Given the current circumstances with Covid 19, is it still anticipated that the Public Workshop will be in 81 person? 82 25.Approximately how many prioritized parks and trails projects are envisioned for planning level 83 estimates? We anticipate the first phase is the creation of a list of 5-8 projects based on PRTAC and 84 public input; functional list would be a few projects.85 26.What are the Town’s feelings about COVID-19 and its impact on the public engagement and project 86 meeting strategy? Are there specific engagements or meetings the Town feels should be completed 87 face-to-face/in-person? We insist the selected team would make an in-person visit. 88 27.Could some or all of the Advisory Committee meetings be conducted digitally, using videoconferencing 89 software? Could some or all of the staff and board updates/check ins/presentations be conducted 90 digitally? Yes91 Page 3 of 3 28.What level of public input is desired at the “Draft Plan” stage? The RFP states “Coordinate public input 92 including Conservation Advisory Council, Planning Board, and Town Board update(s).” We anticipate 93 PRTAC would take ownership of the Draft Plan at this stage.We’re placing emphasis on the Public 94 Workshop. WBS also Gantt chart 95 29.Do you anticipate a public meeting or survey at this time or something along the lines of accepting 96 public comment as part of these regular board and council meetings? Can you make it 100 available or fix the website link? Lansing Town Comp Plan (Would like to see the Parks, Recreation and 101 Trails System Goals in context of entire Comp Plan). 102 31.What is the desired project schedule? (generally speaking - is the Town Board "expecting" 9 months or 103 one year from consultant selection, etc.) 18-24 months from consultant selection.104 32.Who are the intended members of the Advisory Committee? (general public, businesses, municipal 105 leaders or 106 33.staff, etc.) Who will select the Advisory Committee? What will the relationship of the Advisory 107 Committee be to 108 34.the Town Board? Will they recommend a final plan/plan elements by the Town Board or some other 109 arrangement? Yes, PRTAC will recommend 110 35.Can you explain a little more about the roles and engagement of Conservation Advisory Council and 111 Planning Board in relation to this project (mentioned in Anticipated Deliverables of Step 7 "Draft Parks, 112 Recreation, and Trails Master Plan" but not prior). Are these groups anticipated to have input during the 113 process or only towards the end? These groups are anticipated to have involvement in 114 36.What is the role of the consultant in engaging with these groups?
