SPECIAL WORK TOWN BOARD MEETING
March 11, 2020
A Special Work Meeting of the Lansing Town Board was held at the Town Hall Board Room, 29
Auburn Road, Lansing, NY on the above date at 6:31p.m. The meeting was called to order by
Edward LaVigne, Supervisor, and opened with the Pledge of Allegiance to the flag. Roll call by
Jessica Hall, Deputy Town Clerk, showed the following to be
PRESENT:
Andra Benson, Councilperson (arrived 6:32pm) Doug Dake, Councilperson
Bronwyn Losey, Councilperson Joseph Wetmore, Councilperson
Edward LaVigne, Supervisor
ABSENT: No one absent
ALSO PRESENT: Guy Krogh, Town Counsel, Charlie “Cricket” Purcell, Highway
Superintendent, C.J. Randall, Director of Planning, Dan Veaner, Lansing Star, Andrew Sullivan,
Lansing Ledger, Ted Laux, and a few other attendees.
GRADALL DISCUSSION
Cricket reported the following:
• Current machine has been in service 18 years
• Key piece of equipment at Highway Department
• Multiple uses - flooding, water main breaks, fallen trees, highway maintenance
• Looking for verbal commitment that Town will purchase, to secure price
o Price increase April 1, 2020
o Work out details of funding and cost sharing
MOTION TO AUTHORIZE HIGHWAY SUPERINTENDENT TO PURCHASE A
GRADALL; NOT TO EXCEED $420,000 FROM THE UNENCUMBERED FUND
BALANCE OF THE CONSOLIDATED WATER DISTRICT
MOTION M20-02
Councilperson Joseph Wetmore, moved THAT THE HIGHWAY SUPERINTENDENT BE
AND HEREBY IS AUTHORIZED TO PURCHASE A GRADALL FROM THE
APPROVED BID LIST, IN AN AMOUNT NOT TO EXCEED $420,000, TO BE
FINANCED FROM THE UNENCUMBERED FUND BALANCE OF THE
CONSOLIDATED WATER DISTRICT.
Councilperson Doug Dake, seconded the motion.

2020 TOWN CENTER INCENTIVE ZONE MAP UPDATE
Director of Planning C.J. Randall and the Town Board discussed the following:
• What information does Board want/need to see to make decisions on map
o More defined larger sized maps with road names to help set boundaries
o Imagery on maps helpful
o What are other municipalities doing regarding public benefits
• Map boundaries of the Town Center Area need to be clarified
o Do we want to expand Town Center Area where projects are eligible?
▪ Possibly include Sewer District #1 area
▪ Look at long term planning/development
▪ Remove developed areas from Town Center Map
o Possibly set zones within Town Center to help determine type of projects to be
developed in Incentive Zone – C.J. will check into this
• Number of sewer units available for Sewer District #1
o Knowing this will help clarify the maximum density feasible in that area
• Put on next Planning Board Work Session Agenda

SOLAR & WIND LAW – LOCAL LAW – ARTICLE 23 BRIEFING
Director of Planning C.J. Randall and the Town Board discussed the following:
• New proposed legislation is a complete revamp of how large scale renewable energy
projects will be sited – changes include:
o Reduction of project size from 25MW to 10MW
o Shifting departments for responsibility of project siting at state level
o Removal of notice requirement to New York State Department of Agriculture &
Markets
o Removal of Town’s authority to negotiate payment in lieu of taxes (PILOT)
• Agriculture Committee and Planning Board recommend Town Board send comments on
proposed Article 23 to State Legislators. C.J. Randall has a list of agencies and elected
officials this needs to go to
• Lansing is unique due to close proximity to bulk transmission lines, flat land with
minimal trees, existing substation at former Cayuga Power Plant, and facing southwest
o This combination of characteristics does not exist anywhere else in State
The current version of proposed Local Law regarding Solar and Wind Energy Systems was
reviewed. A few minor changes need to be made and a public hearing date can be set at next
week’s Town Board meeting (hearing to be at April Town Board meeting). The County has
performed an informal review of Town of Lansing proposed Solar & Wind Local Law, their
comments were discussed.
HIGHWAY DEPARTMENT BUILDING RENOVATION PROJECT
Director of Planning C.J. Randall will have a motion at next week’s Town Board meeting to send
request for proposal (RFP) out. There is no cost to Town to issue RFP.
Supervisor Edward LaVigne asked Town Board to review following documents:
• Capital improvement planning
• Energy Contracts (2) – gas and electric
o Town Counsel Guy Krogh stated:
▪ No guaranteed savings with these contracts
▪ Consequences if bill not paid
▪ Can try to negotiate but not usually productive
▪ Contact Mr. Krogh with questions
HEALTH CONSORTIUM
Supervisor Edward LaVigne stated a response is required on the Municipal Cooperative
Agreement by Thursday, March 12th. Decision was made to respond – “At this time, we have no
questions”.
