To register, go to 26 www.ccetompkins.org/202OAgSummit 27 28 Review of Tompkins County Agricultural District#1 updates were presented by Monika Roth, 29 Mila Fournier, and Graham Savio of Cornell Cooperative Extension 30 31 Review of draft Solar& Wind Local Law—update on proposed new NYS large-scale solar 32 permitting regime (Article 23) was presented by C.J. Randall, Director of Planning 33 34 There was a big budget bill announcement from the Governor's office on February 20th 35 proposing the following changes to large-scale renewable projects: 36 - Allowing large-scale renewable energy to avoid the permitting process under Article 10 37 of the Public Service Law, in favor of a new, streamlined process under Article 23 of the 38 Economic Development Law; 39 - Reducing the MW threshold of projects that may seek a permit at the State level, as 40 opposed to through local zoning and the State Environmental Quality Review Act 41 (SEQRA) process, from 25 MW to 10 MW; Page 1 of 2 42 - Directing the New York State Energy and Research Development Authority (NYSERDA) to 43 develop "build-ready sites" — including site control, interconnection and tax agreements 44 for the construction and operation of renewable energy facilities; 45 - Removing requirements for Notice of Intent to the New York State Department of 46 Agriculture & Markets; 47 - Providing a more uniform real property value assessment methodology for solar and 48 wind projects; and more. 49 50 Action: Motion to recommend the 08292019 draft Local Law to Amend The Land Use 51 Ordinance Relating To Solar And Wind Energy Systems—Chair Connie Wilcox 52 On behalf of the Committee, Connie Wilcox presented the Motion.
