22 Chair Jerry Caward opened the meeting at 6:33 pm.

24 Chair Jerry Caward enacted Alternate Thomas Butler as a voting member due to excused
25 absence of a voting member.

35 - During Privilege of the Floor— Lin Davidson spoke about frustration with Site Plan
36 Review as doesn't allow for control of Noise including issues with Fireworks.
37 - Added Discussion from the Planning Board:
38 o The Code Department has raised the fee for Fireworks Display Permit to $250.00
39 was $100.00.
40 o Why can't people look into Drone Choreography instead.

41 - Resolution Reappointing Dean Shea as Town of Lansing Planning Board Member for a
42 Seven Year Term and Reappointing Thomas Butler as a Planning Board First Alternate
43 Member for a One Year Term and Dale Baker as a Planning Board Second Alternate
44 Member for a One Year Term was held until the February 19th Town Board Meeting
45 - Adopted Sixty 2020 Organizational Resolutions
46 o Two of the Sixty Organizational Resolutions were:
47 ■ Establishment of the Project Review Committee
48 ■ Establishment of the Parks, Recreation, and Trails Committee
49 - Approved Resolution for a Temporary Shed Encroachment Agreement for Water tank
50 Lot 38, Horizon Drive, and Authorizing Execution

52 Discussion on Land Use Ordinance
53 - The Public doesn't realize there are things the Planning Board is not legally allowed to
54 do during Site Plan Review
55 - Several of the Planning Board Members would like to see some additional language in
56 the Land Use Ordinance to assist the Planning Board during Site Plan Review
57 - Discussed possibly setting a moratorium on Event Centers and similar businesses until
58 we have time to work through some of the issues like noise, traffic, fireworks among
59 other criteria that the Planning Board would like to add to Site Plan Review
60 o Town Board would have to pass the Moratorium
61 o Might be nice to give Planning Board time to work through the Land Use
62 Ordinance
63 o Not sure it is needed as there will be four Event Centers in the Town and The
64 Village of Lansing has two on East Shore Drive and the surrounding area had
65 numerous locations. With so many already in place a savvy business owner
66 would not want to locate their business in Lansing
67 o What happens if a Winery wants to open, most of them have an Event Center
68 - Larry Sharpsteen and Dean Shea will act as a steering committee to review LUO Audit
69 for a month, then bring back their input to the Planning Board. They can have up to
70 three board members without having an open public meeting
71 - The 2nd Monday of the month will be scheduled for working meetings only, and only on
72 an as needed basis for the Planning Board working meetings (public is welcome to
73 observe but no actions or projects will be addressed at the working meetings). Currently
74 scheduled for February 101h, March 91h, April 131h for Land Use Ordinance Review
75 - How much regulation is too much regulation? How many existing regulations in your
76 lifetime have been rescinded?The only one that was remembered was prohibition
77 - Audit Questions 1-4 could be handled as a Statement of Purpose at the beginning of the
78 Ordinance instead of in front of each item within the Ordinance.
79 - How many Zoning Districts are considered efficient?
80 - Codification will help a lot to assist the public and employee in finding all the Local Laws
81 in a user-friendly way
82 - The goal is to step back and say do we have this clause, have we covered this legal
83 question, how does this play into our vision

84 - A one-drive link will be set up for the Planning Board Member to access the document
85 to add changes or suggestions during the process
86 - The GIS map will be the go-to map when the Planning Board is making decisions

88 Planning Report
89 - Climate Smart/ Cornell Cooperative Extension is looking into the EV Charging Stations
90 for the Town of Lansing
91 - At the next Town Board meeting there will be a Resolution for the LED Conversion for
92 the Lighting Districts. Lighting will be 3,000 Degree Kelvin
93 - A Bid Packet will be out to replace the front doors of the Town Hall. The Town has
94 received a grant for $15,000 to assist in the cost. The doors will be Handicap Accessible
95 - February 3, 2020 at gam the Ag Committee is meeting. Connie is making breakfast. EDF
96 Renewables will give a brief presentation. Ag District discussion will be on the agenda.
97 - Power Plant Futures Committee will be assisting with finding funding to help secure
98 broad band connections. Thursday 13, 2020 at the Town Hall
99 - Capital Planning will be starting March for the Consolidated Funding Association Season.
100 On the Highway wish list is a vacuum truck
101 - Will be working on the Stormwater element of the Town Center to get a sense of the
102 overall development scheme.
103 o Questions were asked about Milton Meadows. When can the Planning Board get
104 an update on tenant occupancy?They would like to know how full the capacity is
105 in complex at this time and how the assisted living portion will affect the Town's
106 tax base. Currently the project buildout is 70% complete
