HomeMy WebLinkAboutRFP_Lansing_ParksRecTrails_MasterPlan_2020Town of Lansing, New York Request for Proposals, May 22, 2020 Parks, Recreation, and Trails Master Plan Professional Services The Town Board of the Town of Lansing, Tompkins County, New York is soliciting proposals from qualified firms to prepare a Parks, Recreation, and Trails Master Plan as outlined in the Scope of Work section of this request. I. General Information A. INTRODUCTION The population of the Town of Lansing has grown over the past 10 years, exceeding 11,000 as of the 2010 US Census, with anticipated growth of 1.75% per year. The Town of Lansing's Department of Parks and Recreation has 46 acres of dedicated Town (and Village) parkland, including the 33-acre regional flagship Myers Park on Cayuga Lake, 5 miles of multi -use trails and operates 156 annual recreation programs and annual special events such as the Fourth of July fireworks display, Lansing Lighthouse 5K & 1 Mile Run, POW / Veteran's Watch Fire, and the Music in the Park series. B. PROJECT BACKGROUND The goal of the project is to develop a community -supported plan that provides guidance for future development and redevelopment of the Town's parks, recreation programming, trails, and facilities. The Parks, Recreation, and Trails Master Plan will guide policy development, delivery of Town services, prioritize demand and opportunities, and generate a strategic Action Plan. It will support expansion opportunities through a needs assessment using forecasted demographic change, public demand, etc. In addition, the project will seek to incorporate energy efficiency and other sustainability strategies, opportunities to improve and enhance collaboration with other entities and agencies (such as the Village of Lansing, Village of Cayuga Heights, Town of Ithaca, Town of Dryden, Town of Groton, Lansing Central School District, Tompkins County Parks & Trails Network) for trails projects and connections, addressing accessibility issues, and planning capital repairs and replacements. The Town is seeking a Consultant to perform the following services: • Seek public input from residents and stakeholder groups regarding their wants, needs, and desires in the area of parks and recreation services and long-range facility improvements; and • Review existing conditions and available local recreation opportunities and deliver an analysis of these areas based on the wants, needs and desires of residents and stakeholder groups; and • Aid the Department of Parks and Recreation Staff and the Parks and Recreation / Trails Advisory Committee in planning, designing and developing proposed recreation and park facility and programmatic improvements and amenities for its' recreation facilities, parks, and trails system; and • Develop an Action Plan and Capital Improvement Plan with anticipated costs for proposed recreation and park facility and programmatic improvements; and Town of Lansing RFP - Parks, Recreation, and Trails Master Plan Page 1 Perform all such duties as are customarily performed by one undertaking the above - described services. C. COMPENSATION The Town desires to enter into a professional services agreement. Unless otherwise agreed for a specific project, compensation for services rendered will be based on time and material in accordance with the submitted hourly fee schedule. The hourly fee schedule shall include multiple staff classifications. The Town may request a fixed fee or a not -to -exceed fee for the project, subject to any conditions and exceptions agreed to by the parties. The selected consulting firm will be reimbursed by the Town on a monthly or quarterly basis. All requests for payment are to be submitted to the Manager of Parks and Recreation for his review and will also be subject to review by the Bookkeeper and Town Board of the Town of Lansing prior to payment. Project budget is $94,000. D. CONSULTANT SELECTION TIMELINE The following is the anticipated schedule for this RFP process: 1. Request for Proposal released - May 22, 2020 2. Questions due - Wednesday, June 17, 2020 3. Addenda posted to Town website - June 26, 2020 4. Proposal Submission Deadline - Friday, July 10 - 12:00 PM 5. Interviews with / presentations by select candidates (week of) August 3, 2020 6. Contract Award (estimated) August 20, 2020 II. Requirements A. Scope of Work This draft scope of work represents the Town's best estimate of the work needed to accomplish the updated Master Plan objectives. The Town is open to alternative approaches that may deviate from the scope to better meet project objectives. 1. Review of existing data, plans, and initiatives relevant to the future of the Parks & Recreation Department Staff will provide Consultant with relevant background information in an electronic format, where available. Consultant will review materials and arrange a meeting with Town staff and Board to clarify study objectives and confirm key policies and background information that could inform the project. The meeting should review participation of key stakeholders (e.g., large landowners, school districts, etc.), public outreach and engagement opportunities, and any other issues necessary to clarify the project scope and schedule. Following this meeting, Consultant will prepare a memo documenting any refinements to be made to the scope and schedule. Consultant will conduct an initial site visit to gain familiarity with the project area and take photographs for use in subsequent tasks. Anticipated deliverables: • Review of existing work, reports, and studies completed to date as well as development regulations, zoning maps, and text including land dedication and fee -in -lieu -of policies. 2. Inventory all existing Parks, Recreation, and Trail facilities Town -wide Consultant will update the inventory of existing park, recreation and trail facilities. Inventory should detail the types and number of facilities as well as amenities and parking provided at Town of Lansing RFP - Parks, Recreation, and Trails Master Plan Page 2 each site, including schools and other civic and private recreation areas and trails available to the public, public trails, Town utility and access easements, HOA-owned and other private open spaces or conservation areas. Include recreational opportunities not offered by the Town of Lansing. Anticipated deliverables: • Map(s) showing the location of existing and undeveloped parks and trails and other important features, including natural and cultural resources within Town such as cemeteries and the 80-acre gravel pit on the northern County line • Map(s) showing location of existing parks and trails in proximity to (but outside of) Town limits Text summary with Parks, Recreation, and Trails Master Plan Professional Servicesles including acreage of Town parks and miles of Town trails, including supplemental images as needed • Evaluation of facilities relative to long-term operational costs and life cycle costs such as LED lighting, heating and cooling systems, etc. in cooperation with Tompkins County Business Energy Advisers, which offers this service at no cost to local governments. 3. Parks, Recreation, and Trails Committee Meetings Consultant will prepare materials, provide regular communications, and travel for up to two Consultant team members to manage up to six (6) Advisory Committee meetings. Anticipated Deliverables: • Advisory Committee meeting materials • Memos summarizing the results of the Advisory Committee meetings Bi-weekly progress meetings with key staff by phone to coordinate all phases of the project, provide status updates, and identify issues that require action. Progress meetings should be supplemented with ongoing project management via phone conversations and email. 4. Manage Public Engagement Consultant will develop a Communications and Outreach Strategy for the project, with a focus on reaching traditionally under -engaged groups, including youth, low-income households, renters, and people with disabilities. Anticipated Deliverables: • Communications and Outreach Strategy memo 5. Analyze Needs and Trends Consultant will gather demographic and background information about the Town, its residents, population trends, and current and future recreational needs, including recreational market analysis. Consultant shall conduct a needs and trends analysis as it relates to existing facilities, including sports and practice fields. It should also include an assessment of residents' access to parks as well as an ADA analysis of each park and recreational facility, including park and trail access points. The analysis should also list each park by total acreage and then further classify individual park acreage as developed park, open space, and trail corridor. Anticipated Deliverables: • Prioritization Exercise - Meet with Town Project Personnel (Planning and Parks & Recreation Town of Lansing RFP - Parks, Recreation, and Trails Master Plan Page 3 staff) and Town Board to categorize space needs analysis priorities. • Demographic trends; • Needs assessment with groups who use Town parks and trail facilities (fields, pavilions, meeting rooms, etc.); • Needs assessment for additional parks (pocket, active, passive) and potential locations; • Assessment of recreation programmatic needs and anticipated trends over the next 10 years; • Identify and prioritize any major unmet needs among park users and youth sports organizations that warrant Town investment; • Assessment of existing access (sidewalks, multi -use trails and paths, bicycle routes, etc.) providing access to Town parks; • Identify trail corridors to connect neighborhoods, schools, parks, open space, and commercial areas where possible; • Identify parks that would benefit from the creation of individual park master plans; • Assessment of ADA-accessibility for inclusive play and adaptive recreation; • Provide financial cost estimates to maintain current and desired assets at the appropriate level of services expected by the Town and residents; • Analyze existing usage policies and identify opportunities for generating additional revenue; • Assess existing staffing and equipment and future staffing and equipment needs for maintenance and operation of parks and trails. 6. Public Workshop Consultant will conduct a public workshop to serve as a project launch and provide the public with an overview of the purpose, scope, and schedule of the project. The workshop will also serve as a forum for participants to provide information about park, recreation, and trail assets and needs and identify opportunities and constraints they believe relevant to the project's objectives to further inform the Needs Assessment. Town will coordinate meeting arrangements, including public notice. Consultant will take public comments provided during, or within one week of, the meeting date and generate an opportunities and constraints map(s) containing graphics and text sufficient to describe the feedback that was received. A web -based survey and/or online open house should be developed to serve as a virtual equivalent of the initial public workshop for those who are unable to attend the workshop. Anticipated Deliverables: • Survey template for soliciting online feedback • Open House - Review pre -final plan in a public meeting 7. Draft Parks, Recreation, and Trails Master Plan Consultant will develop a draft Parks and Trails System Master Plan that should include: • Parks, Recreation, and Trail Facilities Inventory • Needs and Trends Analysis • Community Engagement Summary, including Community Needs Assessment • Parks, Recreation and Trail System Goals to be incorporated into the Comprehensive Plan • Parks, Recreation and Trail System Goals from the Comprehensive Plan incorporated into the Parks, Recreation, and Trails Master Plan • A management plan for open space and passive recreational areas; • Priority list of recommendations (short-, medium-, and long-term) related to: Town of Lansing RFP - Parks, Recreation, and Trails Master Plan Page 4 ➢ Improvements to existing parks ➢ Preferred alternatives that emerge from public workshops, and rationale for choosing selected designs ➢ Park and trails expansion and parkland acquisition ➢ Suggested modifications to Town of Lansing Municipal Code ➢ Park Design Guidelines for park amenities ➢ Maintenance requirements (ongoing and projected, to include future staffing levels and costs for operations and maintenance) ➢ User fees and financing strategies Anticipated Deliverable: • Draft Parks, Recreation, and Trails Master Plan • Board Presentations - Present final master plan to Conservation Advisory Council, Planning Board, and Town Board • Coordinate public input including Conservation Advisory Council, Planning Board, and Town Board update(s). 8. Capital Improvement Implementation Strategy Consultant will develop the Master Plan's capital improvement component which should include: • Prioritized list of parks and trails projects, with realistic cost planning -level cost estimates, for completing and maintaining those projects for the 20-year planning period; • Identify funding sources for existing and future parks and trails development and maintenance; and • Review and recommend updates to the Town's parkland dedication policies as well as set -aside of recreation land and payment in -lieu -of policies to be used by the Planning Board in subdivision approval. Anticipated Deliverables: • Capital improvement implementation strategy • Cost estimate worksheets supporting planning level estimates Format of Deliverables: Consultant shall coordinate as needed with Town staff throughout the project. Unless otherwise specified, it is the Town's preference that work product be delivered in editable, electronic format. Should Consultant develop any GIS data layers in conjunction with this project, such data shall be provided to the Town in an ArcGIS-compatible format with delivery of the final report. Consultant will prepare hard copies of all oversized materials for presentation to the Advisory Committee or to the public at outreach events. Such materials shall be provided in presentation condition as rolled media, mounted to foam board (or comparable material), or laminated as appropriate. Town will prepare copies of other materials (i.e. 11" x 17" or smaller) that can be reproduced on a copy machine, for distribution to the Advisory Committee, key stakeholders, or other interested parties. Electronic copies of all materials will be provided to the Town in its original file format. Ill. Proposer Information and Solutions See Section V, Paragraph D for proposal submittal format. A. Organization Capabilities Town of Lansing RFP - Parks, Recreation, and Trails Master Plan Page 5 The qualified applicant should demonstrate their master planning experience for government parks and recreation departments, experience in community engagement and leading public input forums of various sizes and formats, excellent communication and graphic skills, and an intimate knowledge of the parks and recreation field, as well as professional certification in the planning and/or landscape architecture profession. Describe the organization/company's experience and capabilities providing similar services to those required. Be specific and detail no more than three projects/contracts: description of work, dates, locations, challenges and results. (10 Points) B. Staff Qualifications Provide a list of all individuals, including consultants, to be involved in the project and a brief description of their role and qualifications. Please indicate how this design team will be managed and identify the main contact person at the firm. Provide a synopsis describing the educational and work experience for each of the key staff who will be assigned to the project/program. (10 Points) C. Project Approach (50 points broken down as indicated below) 1) Describe your experience in providing Parks, Recreation, and Trails Master Plan services to a government organization. (10 points) 2) Detail your firm's understanding of the challenges and barriers for a project like this and proposed approach to overcoming these barriers. (5 points) 3) Identify potential risk factors and methods for dealing with these factors. (5 points) 4) Program delivery -estimated work plan and project timetable. Outline the tasks your firm proposes to accomplish throughout the life of the contract. Provide an estimated schedule and timeline for each task. (5 points) 5) Outline the process the firm will use in each of the aforementioned the Scope of Work. Please provide evidence of ability to work within tight time constraints and contentious situations. (10 points) 6) Provide an assurance of the level of detail included in the plans and specifications, as well as your ability to work cooperatively with that is not directly hired or paid by your firm. (10 points) 7) Summarize why you believe the Town of Lansing should retain your firm to perform this project. (5 points) D. Proposer References Submit response using Appendix B References of the proposal - see Section II, Paragraph D for proposal submittal format. Proposer must supply references of three firms to which similar products/service have been provided within the past five years to a comparable sized institution or company. If contacted, all references must verify that a high level of satisfaction was provided. Town of Lansing RFP - Parks, Recreation, and Trails Master Plan Page 6 IV. Cost Proposal A. General Instructions for the Cost Proposal and Scoring All prices must be quoted in U.S. Dollars. The Town will score the cost proposals by prorating with the lowest cost proposal given the highest score. The formula is as follows: Calculation of points awarded to subsequent proposals will use the lowest dollar proposal amount as a constant numerator and the dollar amount of the firm being scored as the denominator. This number is then multiplied by the number of points given to the cost section of the RFP, resulting in the cost proposal score. B. Format for Submitting Cost Proposal For Cost Proposal, please submit as a separate electronic document (PDF or Word preferred). C. Fixed Price Period The awarded contractor must hold the accepted prices and/or costs for the entire contract period. Any adjustment to prices and/or costs at the beginning of a contract renewal period will be negotiated between the Town and the Contractor. D. Contract Cancellation This contract may be terminated by either party under the following conditions: The Town may terminate the contract at any time at its sole discretion by delivering 30 days written notice to the firm. If the problem is service performance, firm will be warned either verbally or in writing of unsatisfactory performance and intent to cancel this contract. The firm will be given a period of time to `cure' the performance. If the performance does not improve, firm will be given 30 days written notice that the contract will be cancelled. Upon termination, the Town's liability will be limited to the pro rata cost of the services performed as of the date of termination. In the event the firm terminates the contract, for any reason whatsoever, it will require written certified letter notification delivered to the Town not less than 60 days prior to said termination. The firm will, in turn, refund the Town, within 30 days of said termination, all payments made hereunder by the Town to the firm for work not completed. If at any time the firm's performance threatens the health and/or safety of the Town or the public, the Town has the right to cancel and terminate the contract without notice. If the firm fails to maintain and keep in force the insurance as required, the Town has the right to cancel and terminate the contract without notice. V. Submittal Information A. General Instructions The evaluation and selection of a Firm will be based on the information submitted in the proposal plus references and any required on -site visits, interviews/presentations or demonstrations. Proposers should respond clearly and completely to all requirements. Failure to respond to each of the requirements in the RFP may be the basis for rejecting a proposal. Elaborate proposals (e.g. expensive artwork), beyond that sufficient to present a Town of Lansing RFP - Parks, Recreation, and Trails Master Plan Page 7 complete and effective proposal, are not necessary or desired. Submit questions pertaining to this RFP in writing by email to C.J. Randall at crandall@lansinatown.com with a copy to Town Clerk Deborah K. Munson at townclerk@lansinatown.com no later than 4:00 PM on Wednesday, June 17, 2020. Verbal inquiries will not be answered. B. Incurring Costs The Town is not liable for any cost incurred by proposers in replying to this RFP. C. Proposal Deadline and Delivery Method Proposals for the Town of Lansing Parks, Recreation, and Trails Master Plan will be received until Friday, July 10 at 12:00 PM (noon). Only electronic copies of the proposal will be received; proposals must be emailed to crandall@lansinatown.com) with "Parks, Recreation, and Trails Master Plan Professional Services" in the subject line. All proposals must be received by the stated time; late proposals will not be accepted. Delivery of proposals is the sole responsibility of the consultant. The Town does not accept facsimile machine submitted proposals. Separate Electronic Document - COST PROPOSAL: Provide cost information as detailed in Section IV in this RFP. All costs, as requested, for furnishing the product(s) and/or service(s) must be included in this proposal. The cost proposal must NOT be listed in any other part of the proposal response. D. Proposal Organization and Format Proposal should be typed with page numbers clearly indicated. Proposers responding to this RFP must comply with the following format requirements: Tab 1 - COVER LETTER, RFP SIGNATURE PAGES: Include here any cover letter, Appendix A - RFP Signature and Authority Affidavit Form, and any addenda signature pages. The Signature and Authority Affidavit submitted in response to this RFP must be signed by the person in the Proposer's organization who is responsible for the decision as to the prices being offered or by a person who has been authorized in writing to act as agent for a duly constituted official legally authorized to bind the proposer to both its proposal and cost estimate. Failure to provide this forms/information with your bid submittal may disqualify your proposal. Tab 2 - RESPONSE TO PROPOSER INFORMATION AND SOLUTIONS: Responses to the requirements in the proposer information and solutions must be in the same sequence and numbered as they appear in this RFP. Include here completed Appendix B: References. Separate Electronic Document - COST PROPOSAL For Cost Proposal, please submit as a separate electronic document (PDF or Word preferred). as detailed in Section IV in this RFP. All costs, as requested, for furnishing the product(s) and/or service(s) must be included in this proposal. The cost proposal must NOT be listed in any other part of the proposal response. E. Withdrawal of Proposals Proposals shall be irrevocable until contract award unless the proposal is withdrawn. Proposers may withdraw a proposal, in writing, at any time up to the proposal due date and Town of Lansing RFP - Parks, Recreation, and Trails Master Plan Page 8 VI. time or upon expiration of 180 days after the due date and time. The written withdrawal notice must be received by The Town. The notice must be signed by an authorized representative of the proposer. If a previously submitted proposal is withdrawn before the proposal due date and time, the proposer may submit another proposal at any time up to the proposal due date and time. Proposal Selection and Award Process A. Evaluation Committee The Town's evaluation committee will consist of members who have been selected because of their special expertise and knowledge of the service(s) and/or product(s) that are the subject of this RFP. Proposers may not contact members of the evaluation committee except at the request of the Town. B. Preliminary Evaluation The proposals will be initially reviewed to determine if mandatory requirements are met. Failure to meet mandatory requirements shall result in the proposal being rejected. In the event that all proposers do not meet one or more of the mandatory requirements, the Town reserves the right to continue the evaluation of the proposals that most closely meet the mandatory requirements of this RFP. C. Right to Reject Proposals The Town reserves the right to reject any and all proposals in full and/or in part, waive any informality, issue subsequent RFPs, cancel the entire RFP, remedy technical errors in the RFP process, and seek assistance in the evaluation process. D. Proposal Scoring Accepted proposals will be reviewed by an evaluation committee and scored against the stated criteria. The committee may review references, request interviews/presentations, conduct demonstrations and/or conduct on -site visits. The resulting information will be used to score the proposals. The evaluation committee's scoring will be tabulated and proposals ranked based on the numerical scores received. E. Evaluation Criteria The proposals will be scored using the following criteria: Description Points Approach to public engagement 10 Organization Capabilities 10 Staff Qualifications 10 Project Approach 50 Cost Proposal 10 References 10 Total 100 F. Interviews/Presentations and/or Site Visits Top -scoring proposers, based on the evaluation of the written proposal, may be required to have interviews/presentations to support and clarify their proposals, if requested by the Town. The Town will make every reasonable attempt to schedule the interview/presentation on the date specified in the Calendar of Events. Failure of a proposer to complete a scheduled Town of Lansing RFP - Parks, Recreation, and Trails Master Plan Page 9 interview/presentation to the Town may result in rejection of that proposer's proposal. The Town may conduct site visits of proposer and/or references' facilities to clarify or confirm proposal information. G. Final Evaluation Upon completion of any interviews/presentations and/or demonstrations by proposers, the Town's evaluation team will review their evaluations and make adjustments to the scores based on the information obtained in the interview/presentation, demonstration, possible reference checks, and any other pertinent proposer information. H. Award and Final Offers Award will be granted in one of two ways: (1) the award may be granted to the highest scoring responsive and responsible proposer after the original evaluation process is complete; (2) alternatively, the highest proposer or proposers may be requested to submit best and final offers. If the Town requests best and final offers, they will be evaluated against the stated criteria, scored, and ranked by the evaluation committee. The award will then be granted to the highest scoring proposer following that process. However, a proposer should not expect that the Town will request a best and final offer. I. Notification of Intent to Award All proposers who respond to this RFP will be notified in writing of the Town's intent to award the contract(s) as a result of this RFP. J. Appeals Process Notices of intent to protest and protests must be made in writing. Protestors should make their protests as specific as possible and should identify provisions that are alleged to have been violated. The written notice of intent to protest the intent to award a contract must be filed with Debbie K. Munson, Town Clerk, Town of Lansing, 29 Auburn Road, Lansing, NY 14882, and received no later than five (5) working days after the notice of intent to award is issued. The written protest must be received in his office no later than ten (10) working days after the notice of intent to award is issued. Final decision will be made by the Town Supervisor. The decision of the Town Supervisor may be appealed to the Town Board within fifteen (15) working days of issuance. The appeal must allege a violation of a New York State statute or a Town of Lansing Ordinance provision. K. Negotiate Contract Terms The Town reserves the right to negotiate the terms of the contract, including the award amount, and/or refinement of the scope or work, with the selected proposer prior to entering into a contract. If contract negotiations cannot be concluded successfully with the highest scoring proposer, the Town may negotiate a contract with the next highest scoring proposer. 1. Subcontractors The Contractor shall be responsible for Contract performance when subcontractors are used. However, when subcontractors are used, they must abide by all terms and conditions of the Contract. If subcontractors are to be used, the Contractor must notify the Town prior to subcontractor work. Firm must clearly explain their participation. The Town must approve of all subcontractors prior to subcontractor work. Town of Lansing RFP - Parks, Recreation, and Trails Master Plan Page 10 2. Insurance Requirements The Firm shall carry at its sole expense and provide evidence of insurance coverage listed below to protect itself and the Town from and against liability, loss, damage, expense, cost (including without limitation to litigation and court costs and attorneys' fees) arising out of or in connection with the performance of any work performed in accordance with the specifications of any related documents, whether such work is performed by the Firm or any subcontractor or by anyone directly or indirectly employed by any of them or by anyone for whose acts any of them may be liable. Coverage must be written with insurance companies licensed in the state of New York and shall have at least and A - rating by A.M. Best & Company. Certificates of insurance shall be presented to the Town Clerk for approval before the successful Firm, its agents and/or employees commence any work whatsoever pursuant to the contract.
