HomeMy WebLinkAbout2008.06 Newsletter The first five (5) months in office have been extremely busy for me, but very rewarding. I have spent a great deal of time in my Town Hall Office in an effort to gain a clearer understanding of my role and responsibility as Town Supervisor, as well as taking time to bring myself up to date with matters which were carried forward from the previous administration. I have had the opportunity to gain an understanding of the role individual Town Departments play in the overall operation of our Town, as well as establish a working relationship with Town Staff. The substantial completion of the extension of the municipal waterline to the Algerine – Lansing Station Road neighborhood has taken place, and residents are in the process of making the connections to the waterline. The Town has recently entered into a contract for the construction of another extension of the municipal waterline to a portion of the Drake Road neighborhood, and we anticipate completion of this by late July. In addition, the Town Board is working together with David Herrick, Town Engineer and Guy Krogh, Town Attorney, the Village of Lansing and the Village of Cayuga Heights to accommodate a request from Warren Road Business Park for municipal sewer. Access to municipal sewer will allow the expansion of the Warren Road Business Park, and will also provide for additional employment opportunities. Furthermore, the Town Board will be scheduling public information sessions to allow for public participation in the proposed updates once a “Draft” document is agreed upon by the Town Board, Planning Board and Zoning Board of Appeals. Prior to any formal Town Board action, and as required by Town Law, a Public Hearing will be scheduled for additional public comment. It is important to understand that this document is considered a “working document”, and will continue to be reviewed and updated on an as needed basis as the Town continues to grow and change. These programs will wrap up on Saturday June 14th when games are scheduled for all teams on this final day of the season. A chicken BBQ will also take place on this final day and will be benefiting and organized by the Youth Football Program. You must take all of your trash with you when you leave. We still welcome dogs in our parks BUT they must be on a leash and you MUST clean up after your pet. The 2008 schedule will include: June 26 – 6:30 – New Orleans All-Star Jazz Band A regional favorite under the leadership of David Plaine, playing a variety of Dixieland music including music made famous by Louis Armstrong, Pete Fountain, King Oliver and more. Great talent and great sound! July 3 – 6:30 – Steve Southworth and The Rockabilly Rays The Ultimate Tribute To The Legends of The 1950’s and Early 1960’s and boasts a HUGE play list!!! July 10 – 6:30 – Lone Rangers with Dee Specker The musicians who make up the Lone Rangers have performed in the Ithaca area for over 30 years. Walt Amey, Paul Marino and Howie Kates are all former members of Desperado. Dee Specker, fiddle player extraordinaire, has played and sung professionally for many years. July 17 – 6:30 – The Ageless Jazz Band A very popular dance band that has toured from Ithaca to the Caribbean performing the legendary tunes of Duke Ellington, Count Basie, Glenn Miller and other giants of Big Band Jazz. Their music is timeless and loved by dancers and music lovers of all ages. July 24 – 6:30 – The Backtalk Band The Backtalk Band is one of Central New York’s most versatile bands. They play a wide range of music from Motown to Classic 50’s, 60’s & 70’s rock-n-roll. Backtalk has been performing together for over 10 years and guaranteed to keep you dancing. July 31 – 6:30 – Aaron Kelly “A legend in the works” Aaron is a fan-favorite as he performs his style of Country Music with strong vocals! August 7 – 6:00 – Kip & Rich Solo artist Kip Opperman is teaming up with good friend and veteran guitarist Richy Stano to play some originals as well as your favorite hits from the 70’s to today. Kip has been playing the local music scene for the past few years and Richy has over 30 years of professional experience that includes his own material and opening for a wide variety of acts like Toby Keith, Rascal Flatts, Spyro Gyra, Kenny Wayne Shepard, and BB King to name a few. Come for a night of great songs and superb acoustic guitar playing! Admission is free but donations will be appreciated! Town Justice We have the total case numbers for 2007. Our Criminal case load had a significant increase again this year at 400 cases which was up from 345 last year (2005 cases were 253). These cases are felonies, misdemeanors and violations and very often involve much additional work with probation, the DA's office, State agencies and jail time. Next month we hope to report a breakdown of which cases are causing the increase. Our total caseload for Vehicle and Traffic tickets was down at 1,078 vs. the total last year at 1,227. We have seen these numbers go up and down over the years and it is solely related to personnel/patrol changes in the Sheriff Department and the State Police. As an example several officers that routinely patrolled Lansing are now serving a stint in Iraq and Afghanistan. The combined totals of Small Claims trials and Civil eviction proceedings increased to 52 up from 48 while the combined totals of parking tickets and dog ordinance violations had a drop at 127 down from 158 last year. Looking at the total fines and fees collected for the year, the total is $125,879 which is down from last year's total of $151,022. This is directly tied to the drop in Vehicle and Traffic tickets as discussed above. Already in these first 2 months of 2008 we have seen an increase in ticket caseload as the new patrol personnel increase their activity in Lansing. Newsletter Notification by ENewsletter Notification by ENewsletter Notification by ENewsletter Notification by E----mailmailmailmail The term SWIMMING POOL is defined in RCNYS Appendix G section AG 102 as “any structure intended for swimming or recreational bathing capable of containing water over 24 inches (610 mm) deep. This includes in-ground, aboveground and on-ground inflatable swimming pools, hot tubs and spas.” Swimming pools are regulated because of the incidence of drowning of children under age 5 especially when the pool is unattended. The term “capable of containing water over 24 inches deep” means the pool wall is high enough for the pool to be capable of containing water a depth of more than 24 inches when filled. The term does not mean that you can “limit” the water depth to under 24 inches, in a pool which is capable of containing deeper water. There is no provision for a “temporary” swimming pool in the code. The pools which have a wall height of over 24 inches meet the definition of swimming pool. Therefore, all such pools are required to have swimming pool enclosures in compliance with RCNYS Appendix G section 105, barrier requirements. The Town of Lansing has adopted a Local Law 3 of 2007 that requires all structures that meet the above criteria must obtain a building permit, and meet all the New York State requirements for a “swimming pool” to include floating alarms, fences and all inspections in order to obtain a Certificate of Occupancy. It would be somewhere in the area of the Town Highway Barn/Town Hall. The plan is to have it one afternoon/early evening during the week. There are a number of individuals that have excess produce over the summer months and also many creative people who could market their creations as well as other items.
