Taking everything into consideration, it has been a wonderful eight years. I have had the opportunity to work with an outstanding group of co-workers. I can only hope that I leave the Town in as good of a condition or better than it was given to me. I want to thank all the Town Folks who took the time to call or stop by my office over the years. Their thoughts and recommendations assisted in many situations. I hope that everyone continues to support our staff. In closing, my final thoughts are in the song, “Happy Trails to You, Until we meet Again”. Thank You for everything!! Bolton Point Water Rate $2.32 per thousand gallons (2007 rate $2.21) Town of Lansing Operation and Maintenance charges $ .45 per thousand gallons (No Increase) Total charge $2.77 per thousand gallons (2007 rate $2.66) A 2008 quarterly minimum bill of up to 10,000 gallons will be $27.70. Closing them down properly certainly makes for a better quality and faster opening in the spring. Many “walkers” do enjoy the park throughout the winter season providing the snow doesn’t get too deep on the roadway. You may notice a few hunters located on the shoreline at Salt Point, therefore be advised that hunting in season is permitted at Salt Point. The seasons for Duck/Goose hunting are October 23rd – December 6th and December 29th – January 9th. Our tree planting program has been successful and several families have contacted us regarding the donation of trees to plant in our parks. Several trees were planted late this fall with additional trees planned for the upcoming spring. Anyone interested in finding out more about this program should call our office at 533-7388. RECREATIONRECREATIONRECREATIONRECREATION - As winter gets closer we are busy changing activities and seasons again. We currently have over 100 students registered for our YouthYouthYouthYouth BasketballBasketballBasketballBasketball in grades 3-6 which is now underway. As active as our community is, it takes some creative scheduling to get all of our activities into the gym. We are also offering Youth WrestlingYouth WrestlingYouth WrestlingYouth Wrestling for students in grades K-3 and our KarateKarateKarateKarate ProgramProgramProgramProgram is very popular with classes taking place throughout the calendar year. The Bowling ProgramBowling ProgramBowling ProgramBowling Program has ended December 6th and GymnasticsGymnasticsGymnasticsGymnastics will run through December 21st. The Ski ProgramSki ProgramSki ProgramSki Program is still gaining members and we remind any of the students that purchased early season passes in the spring that now is the time to sign up for the bus transportation to ensure a seat. Our Skating programSkating programSkating programSkating program which takes place after school at The Rink is scheduled to start in early January. For adults, the current Step AerobicsStep AerobicsStep AerobicsStep Aerobics class is about to wrap up with a new class starting on January 7th. Adult Open SwimAdult Open SwimAdult Open SwimAdult Open Swim has been scheduled for a winter session starting January 8th taking place at the high school pool on Tuesdays and Thursdays from 12:00 - 12:45pm, ending March 27th. Finally, as we end another year, I would like to thank all of the many people that volunteer as our program coaches and helpers. Many of our programs would not happen without you. This year was one of the best in recent memory for having a lot of really great help and support! Thanks again for stepping up and getting in the game. Repeal and Effective Date:Repeal and Effective Date:Repeal and Effective Date:Repeal and Effective Date: Ordinance No. 2 and Ordinance No. 19 be and are hereby repealed, and this Ordinance shall take effect immediately. 2. Purpose:Purpose:Purpose:Purpose: The purposes of this Ordinance are to regulate the standing and parking of vehicles upon roads and highways during snow events and at all times when plowing is necessary so as to protect the public health and welfare by preventing accidents and effectively removing snow and ice from public roadways. 3. Definitions: Definitions: Definitions: Definitions: The following definitions shall apply to this Ordinance: a.a.a.a. Vehicle: Each and every device in, upon, or by which any person or property is or may be conveyed, moved, drawn, or transported upon, through, or across any Roadway, including all licensed and unlicensed vehicles, all registered or unregistered vehicles, and all devices of conveyance whether operated by human power, a motor, or otherwise. b.b.b.b. Snow Event: Any snowfall that is in progress; or during and 12 hours after any snowfall that exceeds 1 inch; or any amount of freezing rain, whether as sleet, ice, or as rain that freezes upon or after contact with the ground. c.c.c.c. Roadway: All, each, and every portion of the right-of-way of all, each, and every public road, route, and highway located within the Town of Lansing, including all Town roads and all County and States routes and highways, and also including but not limited to all paved, finished or driving surfaces, shoulders, ditches and culverts. 4. Restrictions:Restrictions:Restrictions:Restrictions: No standing or parking is permitted upon any Roadway during any Snow Event. No standing or parking is permitted upon any Roadway after any Snow Event until the completion of Town snow removal operations. Any Vehicle found to be in violation of this Subsection 4 shall be subject to citation or ticketing and/or removal or immediate towing. 5. Powers of Highway Superintendent:Powers of Highway Superintendent:Powers of Highway Superintendent:Powers of Highway Superintendent: The Town of Lansing Highway Superintendent shall have the power to cause or order the immediate removal of any Vehicle that (a) is in violation of Subsection 4 hereof, and/or (b) obstructs or interferes with the maintenance of any Roadway, regardless of whether such Vehicle is located in or upon the Roadway. 6. Fines and Penalties:Fines and Penalties:Fines and Penalties:Fines and Penalties: For any first offense, the fine shall be $25.00. For any second offense within 6 months of any prior conviction under this Ordinance, a fine of not less than $25.00 and not more than $75.00. For any third offense committed within 6 months of any prior conviction under this Ordinance, a fine of $100.00. The fine may be waived by a Court of competent jurisdiction if the offense was unavoidable due to an emergency that prevented the owner and operator of the Vehicle from moving, removing, or towing such vehicle. 7. TowiTowiTowiTowing:ng:ng:ng: The towing or removal of any Vehicle pursuant to this Ordinance may be performed by any licensed towing agency, by the Town Highway Department, or by any company the Town of Lansing may contract with to provide Vehicle removal services. All towing and storage fees associated with the removal of such Vehicle shall be the sole responsibility of the owner(s) of any such Vehicle. The Town of Lansing shall neither be responsible nor required to (a) locate or notify any Vehicle owner of operator that any Vehicle has been removed or towed, or (b) know, keep records of, or advise any owner of operator as to the location of any such towed or removed Vehicle. Page 4 By Jack French, Highway Superintendent Local Law on Illicit Discharge Detection and EliminationLocal Law on Illicit Discharge Detection and EliminationLocal Law on Illicit Discharge Detection and EliminationLocal Law on Illicit Discharge Detection and Elimination By Darby Kiley, Environmental Planner In the September newsletter, the Town’s requirements for Illicit Discharge Detection and Elimination (IDDE) were introduced. At the December Town Board Meeting, a public hearing will be held on the IDDE Local Law. The purpose of this law is to provide for the health, safety, and general welfare of the citizens of the Town of Lansing through the regulation of non-stormwater discharges to the municipal separate storm sewer system (MS4) and to surface waters to the maximum extent practicable as required by federal and state law. This law establishes methods for controlling the introduction of pollutants into the MS4 in order to comply with requirements of the SPDES General Permit for Municipal Separate Storm Sewer Systems. The objectives of this law are: o To meet the requirements of the SPDES General Permit for Stormwater Discharges from MS4s, Permit no. GP-02-02 or as amended or revised; o To regulate the contribution of pollutants to the MS4 since such systems are not designed to accept, process or discharge non-stormwater wastes; o To prohibit Illicit Connections, Activities and Discharges to the MS4 and to surface waters; o To establish legal authority to carry out all inspection, surveillance and monitoring procedures necessary to ensure compliance with this law; and o To promote public awareness of the hazards involved in the improper discharge of trash, yard waste, lawn chemicals, pet waste, wastewater, grease, oil, petroleum products, cleaning products, paint products, hazardous waste, sediment and other pollutants into the MS4 and into surface waters. The public hearing will be held on December 19th at 6:10 PM. 1. Property owners should check with the Post Office as to their regulations on installing mailboxes. 2. Mailboxes are to be a minimum of 16 feet from the center of the road or 6 feet from the pavement to the front of the mailbox, if possible. 3. The bottom of the box is to be a minimum of 42 42 42 42 inchesinchesinchesinches from the ground to the arm that supports the box. 4. Swing arm mailboxes are preferred. 5. All mailboxes must be mounted on the arm that is at a 90 degree angle to the support post. 6. If the mailboxes are installed as per highway specifications and the Town plow hits a mailbox or post, the Town will replace the box or post upon notification being given to the Highway Department. If the post and box are not installed as per specifications the Town will not replace the box or post when damaged by the plow. If you do not get your bill by January 7th, please call our office at 533-4142 as you are still responsible for your taxes even if you do not receive them. You will be offered two options as follows: Option A:Option A:Option A:Option A: Full payment by January 31st withoutwithoutwithoutwithout penalty. We will accept a postmark date for payment but you should be aware if you plan to use the direct pay method, those envelopes usually do not have a postmark, therefore they will be processed by the date received.received.received.received. If you have any questions, please call our office at 533-4142. The Planning Board will begin to provide quarterly updates of board decisions. For past decisions or for more information, the meeting minutes are available on the Town website at: (www.lansingtown.com/agenmin.html). In September the Planning Board had a change of leadership. Nancy Loncto stepped down as Planning Board Chairperson, and Lin Davidson moved into the position, having previously held the Vice Chair position. In October the board approved a one-lot subdivision for Joe Caza on Emmons Road. A Site Plan was approved for Wheaton’s Heat and Sheet Metal to construct a building on Peruville Road. In November the board approved an amendment to Global Phoenix Computer Technology Systems’ Site in August for an expansion, and they asked to amend the expansion for a total of 11,178 square feet of office space and 48,692 square feet of warehouse space to be added at the existing site. The board also approved a Site Plan for IMR, located on Woodsedge Drive, to add a storage building. During the working meetings, the Planning Board has been working on changes to the Land Use Ordinance. The Town Board requested the assistance of the Planning Board to update the Land Use Ordinance to reflect the recently revised Comprehensive Plan (approved by the Town Board on November 16, 2006). The Planning Board holds business meetings on the Second Monday and working meetings on the fourth Monday of the month at 7:15 PM at the Lansing Town Hall.
