SPECIAL TOWN BOARD MEETING
September 30, 2019
A Special Meeting of the Lansing Town Board was held at the Town Hall Board Room,
29 Auburn Road, Lansing, NY on the above date at 4:08 p.m. The meeting was called to
order by Edward LaVigne, Supervisor, and opened with the Pledge of Allegiance to the
flag. Roll call by Deborah K. Munson, Town Clerk, showed the following to be
PRESENT:
Katrina Binkewicz, Councilperson Doug Dake, Councilperson
Joseph Wetmore, Councilperson Edward LaVigne, Supervisor
ABSENT: Andra Benson, Councilperson
ALSO PRESENT: Charmagne Rumgay, Town of Lansing Bookkeeper, Andrew
Sullivan, The Ithaca Times/Lansing Ledger, Judy Drake, Ted Laux, Mike Koplinka-
Loehr, and a few other attendees.
2020 BUDGET DISCUSSION
If grants have not been awarded, they (revenue and expense) do not go in the budget.
Town Hall Front Door
Upgrade to be more accessible, cost about $43,688 – put in A1620.405R. If Town is
awarded $30,000 (maximum) grant, only the difference will come out of A1620.405R.
Myers Park Waterfront Development Project
Money in fund balance, if necessary, until grant money is awarded and received. Nothing
to put in budget.
Parks, Recreation and Trails Master Plan
May start June 2020, will take about 18 months. Consultants for Master Plan - put
$44,000 in Park Contractual A7110.400R.
Parkland and Trailways Reserve will need additional $10,000 per year. About February,
transfer $25,000 – transfer not part of budget.
LED Lights
If lights are changed to LED, the special lighting districts will pay for their own change.
There are four (4) lighting districts – three (3) special lighting districts and the Town of
Lansing, which is very small. Nothing to put in budget.
Cameras
To purchase a camera for videoing meetings, put $5,000 in Technology Reserve
A1610.200R.
Town Board Contractual A1010.400
Change to $4,000, to cover additional training.
Additional Notes
A resolution will be presented at the Town Board Meeting on October 16, 2019 to
approve the above budget changes.

The budget is about $10,000 over the tax cap, partly because of a new drainage district.
The drainage districts are self-funded, by each district, but they are added in to the total
tax levy.
Currently, the following decreases to assessment: $1.7 million in the Village and $43,000
in the Town. There may be additional changes to assessment.
