77 Project Title: Finger Lakes Marine Service, Inc. Modification of Site Plan approval

79 Anticipated Board action(s) this month: Determination of Modification of Site Plan
80 Project Description: The Applicant proposes modification of the project's previously-
81 approved Site Plan granted by Planning Board Resolution 19-01 on January 14, 2019 to allow
82 running water and composting toilets in each cabin to provide separate use from the
83 marina's customers for convenience of the temporary renters. Town of Lansing Land Use
84 Ordinance Section 701.7.7 requires Planning Board approval of amendments to the express
85 condition that no cabins shall have bathrooms or kitchens/food processing facilities, and
86 they shall at all times be U-classed buildings. The property is in the Lakeshore (L1) Zoning

87 District. This is a Type II Action under the State Environmental Quality Review Act 6 NYCRR
88 617.5(c)(13).

90 Discussion with Barry Ford:
91 - Applicant would like to put holding tank toilets (compostable), small (RV size) sinks,
92 kitchenette with a 2 burner stove into the four cabins. Application only referenced two
93 cabins the number of cabins has been changed to four cabins, which is consistent with
94 the Site Plan approval. Two of the cabins have not been built yet
95 - Sinks are hooked to a holding tank that is approved by the Health Department
96 - All gray water in the Marina goes to the existing holding tanks, except for the
97 bathrooms in the office
98 - Water is tested once a month by the Health Department
99 - The cabins will be permanent/ seasonal use, they have egress, smoke detectors, not
100 heated but may have some insulation in them
101 - The classification needs to be changed from a "U" building to an"R1". The building
102 permits and COs for the cabins are labeled correctly with R1.
103 - The boating industry is changing from boating to a cottage industry, may boaters are
104 using their boats as a cottage and rarely take the boats out
105 - The choice to put in cabins was to avoid looking like a trailer park
106 - Cabin renters do not have to own a boat slip
107 - Correction on application page 1 Ownership intentions add "including #3 and #4
108 cabins
109 - Correction on the application page 2 Character of the surrounding lands should
110 include "Residential and Wetlands"
111 - In reference to traffic concerns; the Marina has reduced boat slips to balance out the
112 cabin rental traffic
113 - The Marina was built in the 1950's and designed with 50 boat slips. The boat sizes are
114 much larger today than they use to be. To accommodate the larger sizes we are
115 eliminating docks. Last year we removed 12 docks to fit the larger boats
116 Planning Board has decided that a Public Hearing in not necessary as the Finger Lakes
117 Marina request does not change the exterior site plan and it is not a substantial change and
118 may potentially mitigate noise issue of campers going to the public facilities. The two cabins
119 currently built are smaller than what was requested on the site plan.

121 A resolution will be created to amend the change to reflect the bathrooms and kitchenette to
122 be added to the four cabins by amending Resolution 19-01 condition 3 0) will end at the word
123 "annually", thus removing the sentence "No cabins shall have bathrooms..." The Amended
124 Resolution will be voted on at the next meeting on August 26.

148 Brewing Company, LLC, by Chris Hesse, Applicant, for the proposed new 4,000 + square
149 foot wholesale production facility for Salt Point Brewery, including on-site retail sales /
150 taproom and outside seating, (including restaurant) and other site improvements including
151 parking spaces on 5.479 acres at Auburn Road at Town Center Lands connected to the Town
152 Center Trail (across from ballfields, adjacent to Milton Meadows), Lansing, New York, also
153 known as Tax Parcel No. 31.4-16.6, located in the Commercial, Mixed-Use (B-1) Zoning

156 WHEREAS, 6 NYCRR § 617 of the State Environmental Quality Review Act ("SEQRA")
157 requires that a Lead Agency be established for conducting environmental review of projects in
158 accordance with local and state environmental law and the Lead Agency shall be that local
159 agency which has primary responsibility for approving and funding or carrying out the action;

162 WHEREAS, this proposed action is an Unlisted Action for which the Town of Lansing
163 Planning Board is the sole involved agency for the purposes of a State Environmental Quality
164 Review Act ("SEQRA") review;

187 Planning Board final review of draft Solar &Wind Energy Local Law:
188 - Would like solar array tracking systems to be permitted
189 - Fencing shall be 8 feet high to be consistent with the tower requirements

193 - If Wind Energy is not viable in the Town of Lansing why is it "not allowed" on the
194 Land Use Ordinance. If it is deemed "not viable", a commercial system would not be
195 installing a wind farm. Should be allowed in the (RA) or (IR) area subject to site plan
196 review. Currently Viable Wind Energy is more in Newfield, Enfield, Ulysses
197 - Page 13 802.18.11 (i) currently the "Ten or more contiguous acres of actively-farmed
198 prime agricultural soils" is what the County uses in their review of the 239. The Town
199 Board would need a super-majority to override the County recommendations when
200 adopting the Local Law.
