PRELIMINARY AND FINAL APPROVAL - SITE PLAN REVIEW
OF QUALITY SHEDS RETAIL SALES, 2080 E. SHORE DRIVE,
TAX PARCEL NO.31.-6-14
WHEREAS, an Application was submitted for Site Plan approval by Dale Martin,
Applicant, Marion M. George, Owner, to repurpose the site for the non -permanent
placement of a display lot for retail sale of approximately 25-30 lawn and garden
storage sheds on 1.78 acres at 2080 E. Shore Drive, Lansing, New York, also known as
Tax Parcel Number 31.-6-14, located in the Commercial Mixed Use Zoning District (B1);
and
WHEREAS, this action allowing placement of minor accessory/appurtenant residential
structures was determined to be a Type II Action under 6 NYCRR § 615 (c)(12) of the
State Environmental Quality Review Act ("SEQRA"); and
WHEREAS, this is a proposed action reviewed under Section 701.0 Site Plan Review of
the Town of Lansing Land Use Ordinance, for which the completed application was
received June 20, 2019; and
WHEREAS, this Board did on July 22, 2019, review and accept as adequate: Sketch of
Tax Parcel Number 31.-6-14 dated July 22, 2019; correspondence from New York State
Department of Transportation confirming no Highway Work Permit is needed for
placement of barriers, dated July 16, 2019; and other application materials; and
WHEREAS, adjacent property owners within 600 feet were notified by mail on June 26,
2019 and notice of Public Hearing was published on July 11, 2019; and
WHEREAS, this action is exempt from New York State General Municipal Law §239 -1,
-m, and -n referral requirements as there is no change in commercial use in the existing
building and the action does not involve any change in building footprint or change in
vehicular access on a State or County highway are excluded per an Inter -Governmental
Agreement between the Tompkins County Planning Department and the Town of
Lansing dated December 17, 2003; and
WHEREAS, the Planning Board has again considered and carefully reviewed the
requirements of the LUO relative to site plan review, the unique needs of the Town due
to the topography, the soil types and distribution, and other natural and man-made
features upon and surrounding the area of the proposed site plan, and the Planning
Board has also considered the zoning in the area and the project in light of the Town's
Comprehensive Plan and compliance therewith, and as the underlying use is a
permitted use in the zone in which located; and

WHEREAS, on July 22, 2019 the Planning Board duly held a public hearing considered
the proposed site plan in accordance with the provisions of LUO § 701.4 et seq.,
including concerns addressing site drainage, lighting, nearby residences, landscaping,
parking, buffering, screening, driveways, and any potential on and off site
environmental impacts, and upon due consideration thereupon and deliberation by the
Town of Lansing Planning Board, now therefore be it
RESOLVED, that the Planning Board of the Town of Lansing does hereby grant
Preliminary and Final Site Plan approval for Town of Lansing Tax Parcel Number 31.-6-
14 for Quality Sheds, Applicant, Marion M. George, Owner, subject to the following
conditions:
1. No structures may be permanently emplaced or affixed.
2. In accordance with LUO § 701.10, this site plan approval is valid for only 36
months from the date hereof.
3. The applicant must be issued a Sign Permit in compliance with the Town's Sign
Local Law (#1 of 2014) in order to erect, install, build, place, emplace, site, or
substantially rebuild or repair any Sign.
4. The following site improvements must be made prior to placement of sheds:
a. Access barriers installed to create a 60' wide entrance to the parking lot as
noted on revised Sketch, dated July 22, 2019. Barrier to be located outside
of NYSDOT right of way as referenced in NYSDOT correspondence dated
July 16, 2019. Acceptable barriers may consist of (but are not limited to)
railroad ties, boulders or split rail fencing.
b. Delineate parking area with ample room to maneuver vehicles in the
parking area.
