Summary of Board Members questions/answers
in reference to the presentation
• Majority of the units are income restricted to create affordable
housing. The Planning board members all seemed to like the project
and feel there is a need for it, although there is concern about the
financial impact on the local taxpayers.
o The Project is an income-restricted housing project. Due to its structure, it is
eligible for a tax "break". The assessment of the project is based upon income
and expenses numbers provided by the developer on a yearly basis (real
property tax law 581a). A typical housing project has the assessment based upon
market income and expenses. Based upon numbers forecasted by the developer,
the project would have a taxable value for phase one of 2.5 million. School tax
rate is approximately 20 dollars per thousand. Development would pay
approximately$50,000 in school taxes. Phase one of the development has 72
units, 128 bedrooms the result is "extra" bedrooms. For conversation, estimate
50 additional students in the 56 "extra" bedrooms. Cost to educate a student in
Lansing school is approximately 26 to 27 thousand dollars per student per
year. Aid is roughly $10,000 per student per year. The result is 16 to 17 thousand
dollars local cost. Fifty students times $16,500 = $825,000. $825,000 minus
$50,000 = $775,000 that has to be collected by other Lansing school taxpayers.
Assume local property tax budget is approximately 19 million; an additional
775,000 cost would result in a 4 percent increase in tax levy. Please note that
numbers are all estimated a "worse" case scenario. Some school costs are fixed
so the cost per student would drop as the number of students increase. The
planning department should request an estimate from the school district
assuming 80 new students in phase one and two, what is the local property tax
impact?
• Ten percent of the apartment units are Handicap Ready all the first
floor apartments are able to be Handicap equipped if needed making
the complex ADA Compliant.
• Minimum Income limitations: Rental Sliding Scale:
1 bdrm $26,500 - $44,000 1 bdrm $605 - $756 - $1,005
2 bdrm $30,000 - $52,000 2 bdrm $703 - $889 - $1,168
3 bdrm $34,000 - $62,000 3 bdrm $789 - $1,018 - $1,399
• Electric Utilities need to be buried.

• Sewer package plants historically have run into approval issues with
the DEC.
• No businesses are in the property plan for Parcel C. Strictly
residential.
• The first 600' including the turnaround will be a Town Road. A Plow
service will clear the complex's roads.
• If all buildings have a sprinkler system including the community
center, a second access is not necessary. They are not required to have
a second access unless they are over 100 units and not all buildings
are equipped with a sprinkler system including the community
center. Per appendix D as of 2015 IFC
• The water supply and pressure is strong enough for the sprinkler
system and the public water use.
• Should the SEQR be on both phases and not just phase 1?
• Parcel C is 20% of the 156 acre Town Parcel.
• No staff or managers are in the plan to live on site
• Extra lighting is requested for bus stops and crosswalk.
• The Apartment Complex roads are 24' wide. The Fire Department
should review the drawings to make sure they have the proper space
to maneuver within the complex. In addition, the Fire Department
has been asked to review the proposed locations of the fire hydrants.
