MEETING
Lin Davidson made a motion TO APPROVE THE APRIL 9, 2018 MINUTES Deborah

AGENDA
A resident of Lansing emailed all the Town Board Members and Planning Board
Members, a copy of a petition signed by 116 residents -to deny the approval of the
Lansing Rod &Gun Club's proposed relocation of their shooting range. The copy is on
file at in the Code Office.
What are the requests the Town Planning Board is asking the Lansing Rod & Gun to
Provide?
From March 12, 2018 Minutes:
The Planning Board is requesting more information from the Rod &Gun.
• A copy of the Amateur Trap Association Non-Sanctioning of steel shot.
• Copies of the Water testing that was done by the County above and below the
Gun Club.
• Copies of the Soil testing done to acquire the acidity level.
• Evaluation of the parking situation on the new site and/or shuttle service added
to the Site Plan
• A Survey Map with accurate measurements throughout the site plan including
how close they are to the Farrell/Ruzicka's property located at 101 Salmon Creek
Road.
• Copies of Historical Data on other remediation sites
• A Detailed Map showing the Flood Plain area
• A Detailed Map of the Wetlands
• A copy of the Review and Determinations on the Shot Curtain information
From March 26, 2018 Minutes:
Brief Summary of the Planning Board Discussion on the Rod &Gun Club
• Need an explanation on how close remediation can be to the wetland area.
o DEC and the State might have different opinions?
o Need more information of the required buffer area.
• We need ballistics charts that tell us exactly what the range of those trap loads will be
and definitively what the farthest reach is.What the height they are shooting the clay
pigeons and the trajectory path.
• The area is located within the 100-year flood plan.
o The board will need more information.
• The board would like to see a quote for the lead remediation of the existing range and
for the new location.

A resident thought the EPA orders said the Lansing Rod & Gun Club is to stop shooting
by the end of March?
Chairman Tom Ellis noted he thought as long as they are showing positive steps
They could still shoot.
A resident was confused about the EPA saying the Gun Club didn't need to clean up
the existing site? In addition, after reading the rules on sanctioned shooting events, it is
possible to comply and use shots other than lead.
Board members concurred they are looking in to this matter with the requested
information from the Lansing Rod &Gun. The Club needs to be careful before
switching to a new type of shot. The Lead area might need to be remediated. If
Steel Shot is mixed with the Lead, it could cause more contamination at a faster
rate.
A resident asked, if the town could get all the names from the members of the Rod &
Gun Club?
Chairman Tom Ellis said, they are a private club that may not be possible. If it
was governed by the State, Federal or Town, we could.
A resident asked, if they put the shot curtain up then switch to steel shot.
Larry Sharpsteen noted that with the shot curtain up the club could reclaim the
lead easy and not increase the contamination.

LANSING COMMUNITY COTTAGES PROJECT, LOCATION ON PARCEL E OF
THE TOWN'S PROPOSED DEVELOPMENT AREA NEAR CONLON ROAD AND
NYS ROUTE 34B. FOR 36 SINGLE FAMILY HOMES. PART OF TAX PARCEL
# 37.4-2-16.2, (B-1) COMMERCIAL MIXED USE ZONE.
SUMMARY OF PRESENTATION:
• Buzz Dolf is the Designer and Owner of Tiny Timbers
• Purchase Parcel E from Tax Parcel #37.4-2-16.2
• Pocket Neighborhood will consist of single-family owner occupied housing.
• Entrance to the complex is off Conlon Road.
• Use of natural wood and natural stone throughout the homes.
• Locally Harvested Hemlock Timbers for the exterior skin.
• High tech continuous insulation.
• Homes are Airtight.
• Meet Energy Codes.
• Copper Flashing.
• 8 inches will be between concrete and the wood.

• Green zip plywood sheathing.
• Basement walls are built by Superior Walls, the owner can choose a slab on
grade.
• Pricing varies from the foundation choice and square footage of the homes.
• The price range is from$190K to $275K.
• The project is considered a Pocket Neighborhood with Parking Areas for the
homeowners.
• The homeowners buy a fee simple lot with an HOA fee to cover the common
areas.
• Phase 1 will be a cluster of 6 homes and transition to Phase 2 that will create
three more clusters of 6 homes. Total number of homes at the end of both phases
equals 24.
• Sewer and Storm water are in the review process with the County and Steve
Maybe.
• Community Garden for the homeowners to enjoy gardening.
• The green space to the NE of the project could possibly be a dog park.
• They will create a trail to tie into the trail system from Milton Meadows.
• Municipal Sewer will be discussed when the Sewer is available.
• Estimated HOA could be $110 per month.
o HOA would include Trash, Taxes on the common areas, Insurance on the
common areas, Maintenance on the common areas, Storm Water, Roads
and snow plowing.
• The Pocket Neighborhood will need a PDA per the planning board chair.
• Within the PDA it could accept the narrow road of 40' width.
• Traffic Study to assess the situation off Conlon Road &34B.
• Planning Board reviews the Life Safety access within a project.
• Surrounding the project will be natural buffering as needed for the bordering
neighbors where the existing hedgerows and tree line do not cover.
• Tiny Timbers will include options in the sketch plans for Trails, Roads and
Sewer.
• Cricket will need to review the Road Specs of the project.
• Town Engineer and Legal Council will Review the plans when the Site Plan
application is submitted.
• Each home will have its own water and electric meter.

DISCUSSION ON PROCEDURE,WHICH AREA TO START FIRST ON REVISING
THE ZONING, MAP ZONING AND LAND USE
• Definitions will be created during the work on the Map Zoning.
• Map should be modified to follow property lines not 300' from road.
• The Town Board makes the decision as to who creates the changes to zoning.
o They can hire a professional,
o Or have the Planning Board, with all the years of experience they have.
• Once the proposed changes have been created then studied and reviewed, a
Public Hearing for each area in the Town would be set for the residents to voice
their opinions.
• The plan is to show the public how and why the changes were made. As always,
the public is welcome to attend all our meetings.
• A Density Traffic Study was discussed.
o The Town would hire a company to do a study.
MIKE LONG REVIEWS PLANNING UPDATES
• The Town has applied for Climate Smart Community Status for the Town of
Lansing, The first six communities to apply will be awarded with a $50,000
Grant. This goal is for solar panels on the Town Hall.
• The Town Board has scheduled a Comp Plan Public Hearing Wednesday May 2,
2018 at 6pm in the North Lansing Fire Hall, located by Linda's Diner on Route
34/Auburn Road.
• Check the Town Website for revised Future Land Use Map.
• The Ag Plan Matrix Final Study by the Cornell Law Students will be carried over
to next year.
• Cornell Students are also working on a Study with TCAT to possibly consolidate
the Town of Lansing Routes. It may possibly allow for a continuous loop from
the Lansing Town Hall to Down Town Ithaca. Thus, creating bus service all day
long instead of only morning and evening routes. There is an informational
meeting at Rhodes Hall Room #253 on May 9,2018 at 7:30
• Cornerstone/Milton Meadows is working on a phasing plan while they patiently
wait on the grant process.
Chairperson Tom Ellis asked if there was anything else to be discussed.
